1. Organizational Context

a. Organizational Setting

The post is in the Information and Communication Technology Department (ICTD) of Administration, Finance and Management Sector.

The Information and Communication Technology Department (ICTD) is responsible for the digital, data, and technology transformation of the Organization, with a focus on service quality, efficiency, security, and sustainability. To support the achievement of WIPO's vision, the Department is leading the development and execution of the Organization's Infotech strategy, which aims at enabling our internal and external customers' success through Infotech excellence.

The Department provides its customers with shared Infotech services such as program & project management, enterprise architecture, data management, digital workplace, solution hosting, and software development & maintenance of various critical systems, including Enterprise Solutions, Hague, Madrid, Patent Cooperation Treaty (PCT) Information Systems.

b. Purpose Statement

The main role of Senior Data Scientist is to analyze and interpret complex datasets by using state-of-the-art data science techniques. Collaborating closely with the central data team the incumbent performs descriptive and predictive analysis which can contribute to value added usage of data such as meaningful visualizations and reports that reveal trends, patterns, and opportunities, thereby informing and propelling key business initiatives in WIPO.

c. Reporting Lines

The incumbent works under the supervision of the Chief Data Officer (CDO).

d. Work Relations

The incumbent liaises with relevant internal business and technical stakeholders across the Organization and works as well with external stakeholders such as onsite or remote consultants.

2. Duties and Responsibilities

The incumbent will perform the following principal duties:

a. Lead the Development of business reports, visualization tools, and data analytics solutions to facilitate actionable insights and support the strategic business objectives across various functions.

b. Systematically study, explore and evaluate new and existing data sources and analytical systems to determine their effectiveness and accuracy and recommend necessary improvement to ensure data integrity and reliability.

c. Design and build predictive data science systems and products, such as visualizations, models, AI/ML algorithms for initial simulations or prototypes and subsequent ingestion into mainstream software application.

d. Develop data products, tools, and processes to periodically validate the effectiveness of data science products and their expected and observed benefits. Conduct impact assessment against pre-defined KPIs and evaluate user feedback to continuously improve the products.

e. Perform an advocacy and advisory role with stakeholders, and IT teams to assess infrastructure, software and services needed to develop and deploy data science products.

f. Lead the promotion of data science solutions by showcasing the products to business stakeholders. Champion literacy within different lines of business to create self-service analytics capabilities.

g. Develop guidelines, standard operating procedures, and best practices to support the data science processes, tools, and enterprise architecture across the organization.

h. Perform additional related duties as required, including active participation in divisional activities, demonstrating flexibility and a collaborative approach to team projects and initiatives.

3. Requirements

Education (Essential)

Advanced university degree in Statistics, Mathematics, Economics, Computer Science, Information Management or a related field. A first-level university degree plus two years of relevant experience in addition to the experience requested below may be acceptable in lieu of an advanced university degree.

Experience (Essential)

At least seven years of professional experience in the field of applied analytics, business intelligence, information management, statistics.

Experience in designing and deploying solutions that apply data science-oriented methodologies such as time series methods, econometric methods, machine learning algorithms, etc.

Experience in working in one or more data science languages like R, Python, SPARK, MATLAB, etc.

Experience in data visualizing tools like Tableau, Power BI, etc..

Language (Essential)

Excellent written and spoken knowledge of English.

Mobility: WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization. Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

Annual salary****:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the July 2024 rate of 88.4%

Additional Information

* Initial fixed-term appointment of two years, renewable subject to satisfactory performance and other applicable conditions. The selected candidate’s appointment will be subject to an overall term of five years in this position, with no possibility of renewal beyond that term. S/he may, however, apply and be considered for other positions at WIPO.

This is not applicable to WIPO staff members on fixed-term, continuing or permanent appointments, who were recruited following a competition under Staff Regulation 4.10 (“Appointment Boards”).
