Org. Setting and Reporting This position is located in the Office of the Director for Coordination and Shared Services (ODCSS) serving the Departments of Political and Peacebuilding Affairs (DPPA) and Peace Operations (DPO). The Senior Data Officer reports to the Head of the Digital Transformation for Peacekeeping Team.

The Department of Political and Peacebuilding Affairs (DPPA) focuses primarily on five action areas in international peace and security, ensuring sound analysis and early warning, preventing conflict and engaging in peacemaking, managing political crises and violent conflicts, sustaining peace, and enhancing partnerships. The Department's mandate is to prevent and resolve conflict through inclusive political solutions.

The Department of Peace Operations (DPO) provides political and executive direction to UN peacekeeping operations around the world and maintains contact with the Security Council, troop and financial contributors, and parties to the conflict in the implementation of Security Council mandates. The Department works to integrate the efforts of UN, governmental and nongovernmental entities in the context of peacekeeping operations. DPO also provides guidance and support on military, police, rule of law, mine action and other relevant issues to other UN political and peacebuilding missions.

The Senior Data Officer is responsible for establishing an effective data ecosystem in peacekeeping in accordance to the UN Data Strategy as well as leading actions to build a data community and a culture of data enabled decision making. This includes overseeing the building, management and optimization of data architectures and services to support the production of a data ecosystem, in compliance with data governance, protection, privacy, and security requirements. As a change agent, the Senior Data Officer is responsible for driving large-scale data-related change processes, promoting data sharing and the usage of data as a mean to support decision making processes across the organization, Additionally, the Senior Data Officer closely supports the work of the DPPA-DPO Information Management Unit.

Responsibilities Within delegated authority, the Senior Data Officer will be responsible for the following duties:

•Takes the lead in establishing the data ecosystem for peacekeeping, leading the change management process and implementing the underlying processes for data management and data governance, including data collection, integration and interoperability.

•Takes the lead in exploration, identification, and acquisition of data sources to determine their suitability for use in decision making and advancing the goals of the organization.

•Plans and directs the work programme on data management in Peacekeeping, providing both methodical and managerial supervision of all activities; Plans, organizes and manages staff and evaluates their performance.

•Enables and promotes the broader use of data as a mean to support decision making processes across peacekeeping by implementing change management activities including, but not limited to, process consultations, training, communities of practice, advocacy events, pilot implementations, etc.

•Develop and review procedures to ensure the optimal extraction, transformation, loading and visualization of data from a range of sources into existing data pipelines.

•Collaborate with stakeholders across the organization including Executive, Analytics, and Design teams to identify methods to improve underlying data architectures and reliably access data

•Conceptualize and manage the creation of data management tools for analytics to better build and optimize products

•Collaborate with clients across headquarters and missions to identify relevant data features and effective ways of extracting these features from complex data sets.

•Regularly review and manage updates to data governance, protection, and security requirements.

Education Advanced university degree (Master’s degree or equivalent) in computer science, statistics, applied mathematics, information or data management, information systems, information science or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten years of progressively responsible experience in data management, integration, modeling, optimization and other relevant areas is required.

Experience working in cross-functional teams and collaborating with stakeholders in supporting the deployment of data pipelines and analytics initiatives is required.

Experience in driving large-scale data-related change processes using data to guide decisions, develop strategic direction, and oversee execution is required.

Experience in delivering big data use cases using Artificial Intelligence, particularly Machine Learning techniques for data mining and extraction of large amounts of data is desirable.

Experience working with self-service analytics applications like Microsoft PowerBI, Tableau, Qlik and others for data discovery is desirable.

Experience managing teams is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in both oral and written English is required. Knowledge of another official United Nations language is an advantage.
