Org. Setting and Reporting The incumbent reports to the Chief of the Country Business Strategy Branch at DCO HQ. The post does not require physical presence in New York. The post is for 1 year, extendable upon satisfactory performance and availability of budget.

Over the past year, the UNSDG Business Innovations Strategic Results Group has developed additional guidance and business models to advance the SGs efficiency agenda. Business Operations Strategy, Common Back Office and Common Premises are critical instruments to enhance efficiency and effectiveness of the UN System through common operations support to the UN programme implementation.

Responsibilities Within delegated authority, the Senior Programme Officer will be responsible for the following duties: (These duties are generic, and may not be performed by all Senior Programme Officers.) •Takes the lead to develop, implement and evaluate assigned programmes/projects, etc.; directs subordinates in programme/project development, implementation, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions. •Support the operationalization of the UN Secretary Generals efficiency agenda at global, regional and country level, with particular attention on issues related to UNSDG initiatives (BOS, CBO and Common Premises, Regional Efficiencies); •Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels. •Directs research and programme evaluation and presents information gathered from diverse sources. •Coordinates policy development; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies, •Lead the development of change management approaches with focus on the development and roll-out of the Common Back Office and Regionalization Efficiencies initiatives. This includes but is not limited to development of engagement and support approaches, capacity development of network of advisors; overall guidance on approaches to staff and stakeholder engagement, communications, leverage of data analytics, business process management, organizational design, communications and preparation of engagement reports/business cases; •Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. •Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc. - Develop and implement guidance based on lessons learned and good practices to UN offices to further guide UN offices globally on change management approaches to BOS, CBO, CP and Regional Efficiencies; - Provide substantive input to drafting of position papers and reports, particularly on Common Back Office and Regional Efficiencies work for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budgetary Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs •Directs substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. •Manages outreach activities; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities. •Oversee and support the Team Leader for the Common Back Office workstreams in the DCO/CBS team with the design and roll-out of the Common Back Office workstream •Leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. •Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.). •Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization. •Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentors staff •Oversee and support the Team Leader for the Common Back Office workstreams in the DCO/CBS team with the design and roll-out of the Common Back Office workstream; •May perform other duties as required.

Work implies frequent interaction with the following: Counterparts, senior officers and technical staff in relevant Secretariat units and in UN funds, programmes and other UN specialized agencies. Representatives and officials in national governments, international organizations, consultants - Engage UN entities to support Business Operations strategy (BOS), Common Back offices (CBO), Common Premises, including providing guidance on entity engagement models in support of these initiatives. - Represent Organization at inter-agency meetings, seminars, etc. on issues relevant to DCO/CBS and the Secretariat entities

Results Expected: Develops, implements, monitors and evaluates assigned programme/projects. Provides direction and sound and innovative advice on a wide range of issues, including developing strategies for issues on a long-term and large-scale basis to ensure timely and cost-effective delivery of results that ensure the best interests of the organization, and/or client. Delivers thorough, well reasoned contributions, e.g., policy recommendations, complex papers, analysis, substantive sections of reports and studies, publications, etc. Implements corrective action with respect to operational issues. •High quality design and timely implementation of assigned programme/projects in the area of Common Business Operations, with a focus on the Common Back Office and Regional Efficiencies workstreams within CBS; •Thorough, well-reasoned written contributions to engagement reports/business cases, methodologies and approaches, background papers, and analysis; •Effective working relationships with internal and external stakeholders, including UN entities, member states and other partners; •Efficient use of resources in support of the assigned projects; and Increased mobilization of new and existing internal and external partners enhancing availability of financial, human and political capital in support of CBS projects.

    Education Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of ten (10) years of progressively responsible experience in designing, implementing and/or managing the provision of operational support to development cooperation at the country, regional or global levels is required. Exposure to the development and implementation of the Common Premises, CBO and/or BOS and common services, including client centric operational delivery models is required. Experience with change management, including the design and implementation of change processes regarding service delivery is a desirable. Experience with inter-agency or inter-organizational collaboration in the development sector is desirable. Experience with strategy development and basic RBM and M&E concepts is desirable. Experience with development and delivering of Training and Capacity Development in support of change management processes is desirable. Experience in the United Nations system or a comparable international organization is desirable. Experience and knowledge of UN Systems policies, practices and procedures is desirable. Experience gathering, analyzing and reporting on business operations data in development cooperation context is desirable.

    Languages Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
