Background Information - Job-specific

With support from the Government of Japan, UNOPS Jerusalem Operations Centre is implementing a project of “addressing urgent needs through the provision of essential services to Palestinians”.

The purpose of the project is to ensure uninterrupted provision of essential services to Palestinians in

Gaza, West Bank and East Jerusalem. One of the project components of this project is to renovate the pharmacy sections at the Augusta Victoria Hospital (AVH).

The Senior Associate Civil Engineer will work under the guidance and supervision of the designated Project Manager to monitor the construction work implemented by the contractor.

Functional Responsibilities

Under the direct supervision of the Project Manager the Civil Engineer will undertake following tasks/duties in geographically determined area of responsibility:

Construction works supervision:

  • Provides support and guidance to the contractor and assists in resolving site problems, as necessary in the coordination with the Project Manager.
  • Coordinate the work of the supervision engineers from other disciplines.
  • Checks all laboratory reports, operation and maintenance manuals, and keeps records and reports to the designated Project Manager accordingly.
  • Coordinates contractor’s shop drawings’ approval process with the designated Project Manager during the implementation phase .
  • Checks, verifies and approves the interim payments submitted by the Contractor/s and submits detailed reports to the designated Project manager.
  • Checks, verifies and recommends approvals to the Project Manager on all variation orders/Claims submitted by the contractor during the implementation phase as per UNOPS procurement rules.
  • Prepares bid documentations and participates in the bids’ analysis and evaluation.
  • Assesses and reports on the project closing plans, archiving of cost and progress reports and hands over all related reports to the Project Manager.

Quality Assurance

  • Verify technical specifications of products, apparatus, services and associated quality material
  • Ensure the contractor provides a method statement for works prior commencement and performs the quality check of the presented document.
  • Develops inspection and test plans and updates them regularly with the contractor.
  • Conduct quality assurance procedures to ensure that the requirements of the contract quality plan are being complied with;
  • Conduct site and material inspections.
  • Checks Contractor’s set out and works, including compliance with Contract Specifications and ensures that contractor comply with his work plans to complete work within specified timeframe.

Monitoring and progress control

  • Attends the project site daily in order to monitor progress of works, identifies the existing problems and provides appropriate technical solutions through application of sound engineering standards in consultation with the designated Project Manager.
  • Responsible for day to day coordination with the contractor according to the needs and requirements on site
  • Inspects and reports on Contractor’s works in progress, ensuring that the Contractor meets the high quality standards expected by UNOPS.
  • Monitor all project activities in relation to the respective project work package plans and take corrective action, when necessary, to ensure the timely and cost effective delivery of project outputs.
  • Responsible for preparation of weekly/monthly/quarterly progress reports on construction activities , according to the agreed timeframe.
  • Maintains records; compile periodic reports and any specific reports required by UNOPS standard procedures
  • Assesses the work activities of the contractor, measures completed work and makes recommendations to the Project Manager for progress payments to contractors.
  • Evaluates and assesses work schedule, including the comparison with the schedule baseline and reports to the designated Project Manager accordingly.
  • Maintains detailed documentation of all site engineering activities.
  • Develops, updates and maintains the following project registers.
  1. Payment register
  2. Variation register
  3. Site safety inspection and Notice of Unsafe condition register
  4. Site diary
  5. Drawings register
  6. Instruction to contractor register
  7. Visitor register
  8. Sample approval register
  9. Tests register
  10. Progress photos
  11. Submittals register.
  12. Non Conference Report Register .
  13. Correspondence Register
  • Attends weekly/Monthly contractor coordination meetings, prepares agenda and minutes
  • Planning and documentation for future phases of the project as directed by the Project Manager including activities such as :
  1. Estimations
  2. Producing Bill of Quantities/Specs/ Drawings

Health, Safety and environmental management

  • Ensures UNOPS Health, Safety, Social and Environmental management systems are implemented on site and reports are timely submitted using the available tools.
  • Conducting Health & safety inspections according to UNOPS requirements and practise.
  • Manage and monitor the implementation of the works to ensure strict compliance with all UNOPS Health Safety Social & Environment (HSSE) policies, Management Plan and act as the lead resource in the field;
  • Identify, assess and mitigate health, safety and environment risks during construction.

  • Performs other related duties as required by the Project Manager.

Education/Experience/Language requirements

Education

    • A high school diploma is required.
    • Bachelor’s Degree in Civil Engineering or related field from an accredited university can be accepted and may reduce some years of experience. A master's degree in a relevant field may be accepted in lieu of a BA education and may substitute some years of experience.
    • A relevant combination of academic credentials and/or industry certifications and qualifying experience can be accepted and may reduce some years of experience

B. Work Experience

  • 7 years or less (depending on academic credentials) of Working experience of site engineering for medium to large scale construction projects
  • Considerable experience in a similar position in infrastructure projects is required , preferably in East Jerusalem.
  • Proficient computer skills including word processing ,spreadsheet, AutoCAD and Scheduling program are required.
  • Experience with an international organisation and/or UN agencies is an asset.
  • Health and safety certification from accredited institute in Jerusalem is an asset

Language:

  • Excellent written and spoken English & Arabic
  • Knowledge of Hebrew is an asset.

Additional Requirements:

  • Possession of a valid Jerusalem driving licence is an asset
