Org. Setting and Reporting UNTSO was the first peacekeeping operation established by the Security Council, in its resolution 50 (1949), and continues to represent the commitment of the Council to assist in the implementation of the 1949 Armistice Agreements and their attendant ceasefires. In its resolution 73 (1949), the Council requested the Secretary-General to arrange for the continued service of such UNTSO personnel as might be required in observing and maintaining the ceasefire, as requested by the Council in its resolution 54 (1948), and as might be necessary in assisting the parties to the Agreements in the supervision of the application and observance of the terms of those Agreements. UNTSO is mandated to observe and maintain the unconditional ceasefires and assist the parties to the 1949 Armistice Agreements in the supervision of the application and observance of the terms of those Agreements. Its mandate derives from Security Council resolutions and decisions, including foundational resolutions 50 (1948), 54 (1948), and 73 (1949). UNTSO ’s activities are spread over Egypt, Israel, Jordan, Lebanon and the Syrian Arab Republic to maintain the regional liaison architecture established under the Armistice Agreements.

This position is located in the Engineering and Facilities Management Services (EFMS) at UNTSO Headquarters, Jerusalem. The incumbent will perform specialized activities and provide basic supervision in one or more of the following trade and craft: detailed design and construction supervision for buildings and facilities, forecasting and budget preparations, acquisition planning and monitoring, preparation of scope of works, specifications and bills of quantities, and performance evaluation and reporting under the supervision of the Chief of EFMS.

Responsibilities Within delegated authority, the incumbent will be responsible for the following duties:

Technical: - Analyze, design, prepare bid documents including specifications, bills of quantities and scope of works for renovation of buildings including historical buildings. - Perform tender support including raising Shopping carts, technical evaluations and related services for all rehabilitation and upgrading of facilities in the mission. - Supervise the work of junior staff performed in one or more of the following trade and craft areas: structural technicians, architects, and electromechanical and water and sanitation technicians. - Install/commission and operate/maintain systems in the specific trade area in compliance with recognized standards and regulations pertaining to installation and safety codes. Determine priority of work. - Prepare/Review the technical reports in the specific trade area and other assessments to determine work requirement, including carrying out technical assessments of the installation, and maintenance of engineering systems.

Procedural: - Develop, read, interpret and close-out technical work orders in conjunction with associated technical specification. - Maintain records relating to inventories and work orders. - Assess and report to the supervisor on unusual occurrence and/or damage that have taken place or are likely to occur. - Inspect quality of work and work performance Diagnose and Resolve problems. Ensure all stages are completed satisfactorily.

Operational: - Advanced planning and organizing for most effective execution of work. - Prepare cost estimates in the specific trade area. - Coordinate work as necessary with engineering counterparts. - Provide instructions to junior assistants on proper operation. Train users on equipment installed. - Recommend the list of materials and equipment needed for completing the work, and ensure availability for work orders scheduled, and write a work order after the completion of the work; - Develop periodic acquisition plans for engineering materials/equipment in the specific trade area. - Monitor the quality levels of the supply of materials and equipment for routine schedule maintenance. - Ensure that daily activities are in compliance with the DPKO/DFS Environmental and Waste Management policies and in line with the DFS Environment Strategy objectives.

Education High school diploma or equivalent is required.

Professional Certification (or similar professional certification) in civil engineering or related engineering field from recognized accreditation body is required.

Certification in Project Management (Prince 2, PMP or equivalent) or equivalent training is desirable.

Work Experience Minimum of seven (07) years of progressively responsible experience in construction/commissioning and operations/maintenance of facilities and infrastructure within the specific trade and craft area of civil, carpentry, electrical, plumbing, welding and/or related trade and craft is required.

The minimum years of relevant experience is reduced to five (5) for candidates who possess a first-level university degree or higher.

Experience in preparation of project documents including bills of quantities, scope of requirements and technical specifications is required.

Experience in project management, including work supervision and project closing procedures is required.

Experience in rehabilitation and upgrading of historical buildings is desirable.

Experience with SAP and/or UMOJA as it relates to construction projects, acquisitions and planning is desirable.

Languages English and French are the working languages of the United Nations Secretariat.

For this position, fluency in English (both oral and written) is required. Fluency in the local languages Arabic and Hebrew is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
