Role Summary

Responsibilities Working closely with the Country Director, the country team and a network of tech and digital transformation experts across the Institute, the Senior Advisor is expected to support the delivery of a coherent and impact-driven AI offer for our client, based on tech-enabled solutions and harnessing digital technologies. Key responsibilities include: • Work with the TBI country team and TBI central teams to deliver quality and impactful AI and digital transformation initiatives built around the client’s national priorities. • Engage with senior client stakeholders, i.e. Ministers and other senior government stakeholders, to advance tech-enabled solutions for our client. • Identify opportunities for TBI to support our client in its digital and AI transformation. • Where appropriate, support our client to leverage the expertise of the tech ecosystem, harnessing innovations to support on the delivery of its ambitions. • Build strong relationships with senior public sector stakeholders, maintaining an in-depth understanding of current trends across the technology ecosystem, identifying opportunities for collaboration. • Develop relationships with actors across the broader tech ecosystem, including private sector and development partners, tech innovators and digital industry leaders to deliver quality advice to our client

Person Specification We are looking for an experienced specialist on AI technology use in public sector settings with: • Experience advising senior political leaders on development and use AI and other emerging technologies • Experience in the development and operations of robust technology solutions in a public sector environment acquired in one of the big tech giants (Microsoft, IBM, Oracle etc.) • Significant experience in project management and delivery in the tech sector • Experience in management consulting, government or government advisory, related to digital transformation, data governance and emerging technologies • Substantial experience across at least two of the five TBI digital and tech focal areas (Connectivity, Digital Infrastructure, Digital ID, Digital Public Services, and Data). Experience across more focal areas is an asset. • Proven track record in leading large and complex transformative tech projects at national scale • Excellent negotiation and influencing skills, with discretion and tact, and the ability to foster trusted relationships with a diverse selection of stakeholders • Sensitivity to a broad range of cultural and regional norms • Familiarity with EU policies and regulations, as well as culture change and skills needed to foster and enable technology transformation • Exceptional attention to detail for written deliverables and the proven ability to deliver quality written outputs under tight deadlines • Skilled communicator from executive office level through to technical level, is adept at speaking to senior leadership at clients and internally • Comfortable with ambiguity and able to function and provide guidance in a matrixed, team-oriented environment to support teams achieve impact at scale under pressure • Bold thinker equipped to be a thought partner and peer to cutting edge technology companies as well as government leadership with an aim to thinking towards the future of government with technology and science at its heart • Demonstrated ability to work effectively with a wide range of government and non-government actors, including the private sector and development partners • Proven ability to build and inspire teams to • Experience working in the Balkans or Eastern Europe particularly on digital and technology transformation projects for public good would be advantageous but not essential • Fluent in English.
