Contract

OBJECTIVES OF THE PROGRAMME

To support Pacific Island Countries and Areas (PICs) in the implementation of WHO collaborative programmes; to provide support for managers and staff to fully assume their responsibilities in the Global Management System (GSM) environment and to ensure compliance with organizational policies, procedures, rules and regulations on all administrative and financial matters and transactions in the context of an enterprise resource Planning (ERP) system.

DESCRIPTION OF DUTIES

1) Assist in the operation of the imprest accounts by arranging payments, reconciling statements and preparing vouchers, monthly and annual returns and related correspondence and documentation;

2) Arrange payments to short-term consultants, fellows, Special Services Agreements and temporary advisers;

3) Arrange financial transfers to CLO offices, supervise all imprest payments through cash oronline banking system, ensuring accuracy and conformity with established WHO procedures;

4) Maintain all relevant financial records of accounts for which responsibility is assigned;

5) Responsible for the monthly and year-end financial processes, submission and entering of relevant data in GSM, including imprest and petty cash transactions, bank reconciliations, etc.;

6) Keep abreast of all developments in WHO rules, regulations, policies, procedures and systems related to the areas of work. Ensure that relevant changes are disseminated to appropriate stakeholders. Support the continuous improvement of rules and regulations around areas of work through identification of current and emerging issues and make recommendations to the PAO on the development and enhancement of policies, procedures, guidelines, tools to manage issues.

7) Assists in the recruitment of locally-recruited support staff by evaluating applications, arranges schedules of qualifying entry tests, conduct preliminary interviews and ensure relevant administrative formalities are complete.

8) Advise and assist staff on various financial processes, controls and operations in the GSM environment in the areas of work; Respond to queries and correspondences on areas of work as required.

9) Participate in the briefing, orientation and training of locally-recruited staff;

10) Ensure administrative and logistic arrangements of WHO-sponsored workshops/meetings or seminars held in Fiji and other South Pacific countries. Provides administrative support to CLOs, as and when required;

11) Prepare correspondences, reports, statistics, etc., as required, on general administrative or specialized tasks within assigned area of responsibility;

12) In the absence of the PAO, provide assistance in the administration of day-to-day routine operations of the office; and

13) Perform other related duties as and may be required.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary school education with combined with a diploma or equivalent technical training or commercial education with specialization in accounting, budgeting or finance. Desirable: University degree in accounting or finance will be an advantage.

Experience

Essential: Minimum of ten years' working experience with at least six years of progressive experience in administrative, finance, budgeting and/or accounting or related duties/ activities. Desirable: Previous experience in an international organization an advantage.

Skills

Thorough knowledge of office procedures and ability to acquire quickly knowledge of WHO procedures, rules and regulations. Good computer skills including spreadsheets and ability to adapt to various software applications, including on-line banking and Oracle-based applications. Abiltiy to analyse and interpret source documentation and data. Ability to draft correspondence and prepare documentation and reports concisely and accurately. Ability to conceptualize and carry out tasks with little supervision; to provide financial analytical reports, using appropriate software; to interpret financial rules and regulations. Ability to work harmoniously as a member of a team, adapt to diverse cultural and educational backgrounds and maintain high standards of personal conduct.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at FJD 53,882 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
