Org. Setting and Reporting

The UN Secretary-General launched on 1 January 2019 a bold and new global reform which repositioned the UN Development System to deliver more effectively and efficiently with the achievement of the 2030 Agenda and the Sustainable Development Goals. As part of this reform, UN Resident Coordinator Offices (UN RCO), under the leadership of an empowered and independent UN Resident Coordinator - the highest-ranking official of the UN Development System and Representative of the UN Secretary-General at country level - support countries in the achievement of their development priorities and the attainment of the SDGs. The position is in the United Nations Resident Coordinator’s Office (RCO) in the Fiji Multi-Country Office and reports to the UN Resident Coordinator (RC). The Multi-Country Office covers Fiji, Solomon Islands, Tonga, Tuvalu and Vanuatu. The RC has a team composed of national and international staff, forming the RC Multi-Country Office (RCO) for five countries, based in Suva. The UN RCO Team for Fiji MCO and closely collaborates with other two Pacific MCOs – Micronesia MCO and Samoa MCO. The Regional Coordination Specialist will be based in the Multi-Country Office in Fiji and reports directly to the UN RC for Fiji MCO. The work includes substantive collaboration with the team across the Pacific and other MCOs, as well as other UN colleagues, and regional and national partners. Tasks include, but are not limited to, support for strategic engagement with partners and regional institutions such as the Pacific Islands Forum (PIF) and CROP entities, coordination and partnership to advance Agenda 2030, Pacific Agenda 2050, and the SDGs in line with the diverse national priorities, and other functions as may be delegated by the RC.

Responsibilities

Within delegated authority, the Regional Coordination Specialist will be responsible for the following: • Support the Resident Coordinator in building stronger synergies with regional and sub-regional organizations, such as the following institutions based in Fiji: The Pacific Islands Forum, Pacific Community (SPC), and other Council of Regional Organisations in the Pacific (CROP) agencies. • Coordinate and maintain effective dialogue and coordination mechanisms with the designated regional counterparts, DCO Regional Office, and Resident Coordinators from the Pacific region, to facilitate a strengthened and positioned UN in relevant regional development processes leading to the identification of new areas of collaboration and ample stakeholder participation. • Develop and provide strategic guidance and support to advance the CROP – UNCT Principles for Dialogue and Engagement, and the development and implementation of locally tailored regional level partnerships. • Guided by the CROP-UNCT Principles for Dialogue and Engagement (April 2024), strengthen and support collaboration between PIF/CROP agencies and the UN Country Team in the Pacific to deliver on regional and national sustainable development priorities, including through knowledge exchange, in-country coordination, joint programming and advocacy. • Facilitate sub-regional organizations' access to United Nations regional assets. • Facilitate and ensure the development of a sub-regional agenda for development cooperation between Pacific regional institutions and the UN development system. • Foster UN development system joined-up, regional cross-border cooperation in service of Small Island Developing States (SIDS) challenges and facilitate UN system support to regional processes. • Support and facilitate the inter-agency and region-specific coordination mechanisms on certain thematic areas, countries, and territories serviced by the MCO. • Support the coordination efforts of the development, implementation, and partnership building for regional programmes/projects serviced by the MCO. • Support the preparation of regional positions in support of regional level participation in United Nations-led processes, such as the High-level Political Forum on Sustainable Development, ABAS commitment, UNFCCC Conference of Parties on Climate Change, sessions of the Human Rights Council, disaster-risk reduction, development finance, and others. • Lead the efforts to facilitate knowledge exchanges; provide cross-peer learning in preparation for intergovernmental processes. • Oversee the monitoring of donor agreements, contributions, and reporting calendar to ensure timely submission of donor reports. • Provide strategic support to the Resident Coordinator on substantive engagement and policy analysis in relation to the United Nations Sustainable Development Group (UNSDG). • Initiate and coordinate outreach activities; conduct training workshops, seminars, etc.; make presentations on assigned topics/activities on UN Sustainable Development Cooperation Frameworks and similar processes; provide technical and advisory support on Financing for Development options, instruments, and modalities to the RC and the UNCT. • Provide strategic inputs to ensure consistent and coordinated approaches among UN agencies, funds, and programmes on issues such as financing for development, climate change, and disaster risk reduction and other substantive areas. • Coordinate efforts in policy development, including the review and analysis of issues and trends, preparation of regional evaluations, or other research activities and studies. • Contribute to knowledge management based on the application of lessons learned from practice to future policy development. • Lead the preparation of regional knowledge products that enhance the UN's support to regional institutions. • Coordinate and conduct policy research and analyses in support of UNSDG strategic priorities and work plans to enhance the UN system-wide contribution to the Sustainable Development Goals. • Contribute to UNDCO quality assurance reviews and results reporting. • Lead and ensure an updated sub-regional level analysis and support the planning, implementation, and monitoring of the UN programming with sub-regional institutions in response to regional development challenges and priorities aligned to the MSDF. • Coordinate Pacific UNCT engagement in regional meetings and events, including PIF Leaders Meetings and PIF Ministerial Meetings. Under the overall leadership of the Head of Resident Coordinator Office, provide strategic guidance to the RC and UNCT on effective, quality and timely UN support for implementation of the 2030 agenda through the CCA/UNSDCF implementation. • Support and coordinate substantive support to the RC/UNCT in articulating and actively communicating a credible and convincing strategic vision for the UN, articulated through the UNSDCF, which is consistent with national development goals and priorities of the 5 countries under MCO Fiji, UN values, aligned with the 2030 Agenda and committed to the principles of universality, equality and leaving no one behind. • In line with CCA/UNSDCF, provide strategic direction and develops recommendations to facilitate decision-making by the RC/UNCT to reposition the UN in country to advance the objectives of UN development system reform. • Develop policy recommendations to the RC/UNCT on the development, implementation, monitoring, reporting and evaluation of the new generation CCA/UNSDCF as the primary instrument for the planning and implementation of UN development activities in country. • Ensure effective guidance to the RC/UNCT in asserting vision and accountability for the UN to operate as a nimble, innovative, and enterprising development partner, demonstrating characteristics of a knowledge-based organization and thought leader. • Lead the strategic design of UN's policy and programmatic services, operational capabilities, and partnership mechanisms; • Lead the coordination of the UNSDCF through the Country Implementation Plans and results groups; directs UNSDCF monitoring, evaluation, learning (MEL) and reporting through the UNINFO platform; and guides preparation and provision of the annual UN Country Results Report to the Government and other stakeholders; • Promotes the engagement of all relevant agencies – with and without physical presence. • Lead on one-off events, engagements or high-level visits on the request of the UN RC such as the SIDS Conference. • Collect and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Perform other related duties, as required.

Education

Advanced university degree (Master's degree or equivalent) in business administration, management, finance, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience

A minimum of seven (7) years of progressively responsible experience in project or programme management and policy-oriented work in a broad range of sustainable development issues is required A minimum of two years of experience in strategic planning within a development context is required. Knowledge of/familiarity with SIDS development challenges is required. Experience working in the Pacific/with Pacific regional entities is desirable. Experience in results-based management is desirable. Experience in strategic partnership development with regional institutions is desirable Experience in development planning and policy formulation in development cooperation is desirable. Experience with inter-agency or inter-organizational collaboration in the development sector is desirable. Two (2) years or more of experience in data analytics or related area is desirable

Languages

English and French are the working languages of the UN Secretariat. For the post advertised, fluency in oral and written English is required; knowledge of another UN official language is an advantage.
