Org. Setting and Reporting This position will be temporarily vacant for a period of 364 days, with the possibility of extension. This position is located in the Subregional Headquarters of the Economic Commission for Latin America and the Caribbean (ECLAC) in Mexico City. The Security Sergeant reports to the Administration Section Officer and the technical supervision of the Chief of ECLAC Security and Safety Section in Santiago de Chile.

The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations. It was founded in 1948 with the purpose of contributing to the region's economic and social development. Its mission includes the design, monitoring and evaluation of public policies and the provision of advisory services, expertise and training to Governments, as well as support for regional and international cooperation and coordination activities. Responsibilities The Security Sergeant will work under the overall supervision of the Administration Section Officer of ECLAC-México on all matters related to day-to-day security and safety operations at ECLAC Sub regional Headquarters, México. He/She will be under the technical supervision of the Chief of ECLAC Security and Safety Section, Santiago de Chile.

Within delegated authority, the Security Sergeant will be responsible for the following duties:

  • Advise the Administration Section Officer of ECLAC-México in conducting security threat and risk evaluations and on physical security measures and procedures for ECLAC-México Personnel, their dependants and on ECLAC Facilities
  • Participate in the implementation of the ECLAC-México Security Plan and all matters relating to safety and security management, including conducting physical security assessments and collecting and updating information with regard to security issues.
  • Work in close coordination with the Administration Section Officer of ECLAC-México in all related security and safety matters.
  • Keep a permanent communication channel for operational support with the Chief of ECLAC SSS in Santiago de Chile
  • Provides to the Administration Section Officer of ECLAC-México with assistance in responding to incidents and alerts relevant UN Personnel in such situations.
  • Maintains close contact and liaises with the relevant Host Country authorities, México UNDSS and UN System Security Focal points from other Agencies

    Competencies •Professionalism: Demonstrated sound judgment in applying security policies, procedures and practices and technical expertise to resolve a range of security and safety issues according to the country's policies and in line with the organisation's policies. Awareness of the general security situation in the country and able to identify threats that could escalate to hostile actions against the organisation. Knows the security and safety standards of the organisation and apply them to ECLAC premises in Mexico. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work. Expertise in conducting briefings regarding schedules, events, possible security threats or operational plans and in preparing and submitting incident and administrative reports related to complaints, accidents and unusual incidents through a chain of command are assets to be considered.

Education High school diploma or equivalent is required.

NOTE: For positions in the General Service category, candidates are required to clearly indicate in their PHPs relevant information confirming completion of High School.

Job - Specific Qualification Additional security, police or military studies are required.

Relevant university level studies in Political Science, International Relations, Criminology, Legal Studies or related field is desirable, due to the responsibilities to be assumed when fulfilling the related functions,

Work Experience A minimum of 5 years of relevant progressively responsible experience in security, police or military service, including investigation, physical security, strategic and operational planning, are required.

Extensive experience in a command or leadership position is highly desirable.

Experience in fire prevention and suppression, emergency medical and hazardous material response, video imaging badge systems information technology and electronic applications in the area of physical security is desirable.

Any other specialization in the security related area is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, advanced knowledge of Spanish and intermediate knowledge of English is required.

NOTE: ‘’Advanced level’’ equals a rating of ‘’fluent’’ in all four areas (speak, read, write, and understand) and ‘’Intermediate level’’ equals a rating of ‘’confident’’ in two of the four areas.

Special Notice- This position will be temporarily vacant for a period of 364 days, with possibility of extension. - This post is funded with extrabudgetary resources; thus, extension of appointment will be subject to availability of funds. - While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. - Appointment for positions in the General Service category is done on a local basis. Applicants shall be recruited in the country or within commuting distance of the office, irrespective of nationality and length of time the candidate may have been in the country.
