Org. Setting and Reporting The Department of Safety and Security (DSS) is responsible for providing leadership, operational support and oversight of the security management system to enable the safest and most efficient and effective conduct of the programmes and activities of the United Nations System.

The position is located in the Security and Safety Section, Bangkok which provides a safe and secure environment in which delegates, staff, and visiting dignitaries can conduct their business at the United Nations building in Bangkok.

The incumbent reports to the Security Lieutenant or supervising officer.

Responsibilities Under the direct supervision of the Security Lieutenant or supervising officer, and overall supervision of the Chief of Security and Safety Section, the incumbent is required to perform the armed security functions as well as the following functions:

•Conducts daily briefings and assign officers to various functions or posts. •Supervises staff and carries out inspections to ensure that officers on duty are discharging their functions appropriately. •Examines routine reports prepared by subordinates and certify their accuracy. •Makes recommendations to the supervising officer on operational matters. •Briefs officers under command of possible security threats and related operational plans. •Assumes control of specific areas as assigned during periods of heightened security. •Counsels, coaches and mentors officers under command. •Provides input for the performance evaluation of security personnel under command. •Prepares written reports of all unusual incidents. •Makes recommendations on basic security operation. •Performs all other related duties as required.

Education High school diploma or equivalent is required.

Additional security or military training is required.

Must have passed the United Nations Security Officer Test (SOT).

Work Experience A minimum of five years of progressively responsible experience in security operations (which includes investigation, physical security, personal protection, operational planning, fire prevention and suppression, emergency medical and hazardous material response, video imaging badge systems and methods of instruction or related area) is required. Experience with security operations in the United Nations Common System or international organizations is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment Qualified applicants may be evaluated through a competency-based interview and/or other assessment methods.

Special Notice Appointment against this post is on a local basis; candidates shall be recruited in the country or within commuting distance of the ESCAP office, irrespective of nationality and length of time the candidate may have been in the country. If no suitable local candidate is identified, candidates located elsewhere may be considered. The candidate is responsible for any expenses incurred in taking the relevant examinations at the duty station, and of any costs related to traveling and relocating to the duty station in the event of an employment offer.

The incumbent is required to perform duties in UN Security uniform and, at times, in civilian clothes. Duties may require long periods of standing.

The incumbent is required to obtain and maintain appropriate host country licenses, including, but not limited to, pistol and vehicle operator licenses. The incumbent is also required to undergo firearms drills and maintain UN qualification standards. The incumbent may be required to work shifts/ weekends/ overnights/ holidays.

This is a temporary position and will be available until 30 August 2022. If selected, an internal candidate will be on temporary assignment to the post; an external candidate will initially be offered a temporary appointment. Any extension of appointment is subject to satisfactory performance and continued availability of the post.

Must be physically and mentally fit.

Must have passed the United Nations Global General Service Test (GGST) at Headquarters or an equivalent locally-administered test at Offices Away from Headquarters.
