Result of Service Planning 1. Develop an asbestos abatement plan and specifications, based on task orders issued by ESCAP to include in bid documents. At a minimum, the asbestos abatement plan, Removal and Containment Plan (RCP)should include the following; a. Background of the project b. Scope of Work including the location and classification of the asbestos, c. Personnel and their Responsibilities d. Temporary Facilities Required including control areas, changing rooms, decontamination area and waste storage e. Material and Equipment Required f. Personal Protective Equipment (PPE) Program g. Instructions on the Authority to Stop Work h. Requirements for Air Sampling and any other applicable monitoring and period inspections i. Requirements for reporting j. Other Health and Safety Requirements k. Terminology and Definitions l. Methodology of Abatement Work m. Instructions for how to safely dispose of waste containing asbestos material n. Training Plan that will be used by this consultant to train the contractor executing the works

Training 1. Training for workers employed by the contractor scheduled to carry out the containment or abatement plan. At a minimum, the training should include the following; a. Training must be conducted to all workers in a manner and language they will be able to understand. b. Explanation of the health risks associated with asbestos exposure and construction materials that typically have a higher probability of containing asbestos. c. Review of each person’s individual responsibilities and role d. Provide personal protective equipment (PPE) program with instruction on safe use and maintenance of PPE. e. Review of the work methodology for abatement. f. A copy of all training materials used, and photo documentation of the training shall be submitted to the UNESCAP in report format. 2. Training for supervisors employed by the contractor and UNESCAP scheduled to carry out the supervision of abatement or containment. At a minimum, the training should include the following; a. Explanation of the health risks associated with asbestos exposure and construction materials that typically have a higher probability of containing asbestos. b. Review of each person’s individual responsibilities and role. c. Provide personal protective equipment (PPE) program with instruction on safe use and maintenance of PPE. d. Review of the work methodology for abatement. e. Instruction on the procedure to stop work. f. A copy of all training materials used, and photo documentation of the training shall be submitted to the UNESCAP in report format.

Supervision 1. Supervision and monitoring of the abatement works, including certifying that the site is safe (before, during and after abatement work); a. Review of contractor’s health and safety plan b. Perform periodic monitoring during the abatement works to ensure they are being performed in accordance with the scope of work and the required standards and documented for ownership’s record c. Submit a monitoring and inspection schedule which shows the frequency of inspections, type of inspection or monitoring activity, whom is conducting the inspections and associated deliverable output (monitoring report, inspection checklist, incident log, etc.) d. Recommend stopping work should there be any health and safety concerns for the workers, UN staff, or visitors e. Identify and report any issues and propose corrective actions f. Provide site inspection reports

Testing and Sampling 1. Material sample collection and analysis according to the requirements listed by OSHA to verify if ACM is present in materials. 2. Air sample collection and analysis according to the requirements listed by OSHA. Samples should be collected and analysed at a lab following ISO 17025 protocols for air and clearance testing of asbestos containing material, ISO 17025 certified is an asset. At a minimum, samples should be collected at the following milestones of construction; a. Baseline, before abatement work begins in each location b. During work, while abatement is ongoing at each location c. Clearance, after abatement work has concluded at each location 3. Certification by a registered Industrial Hygienist that the work site is safe to occupy without PPE and clearance to remove the temporary facilities.

Reporting 1. Provide a summary report suitable for public distribution and depending on the task, the following; a. Summary section, to include the basic information regarding the site (i.e. site location, date of field work, etc.) and briefly discuss all results, conclusions and recommendations b. Summarise the activities within the task by describing the scope of abatement, works performed, quality assurance measures implemented (including air sampling), clearance that the works were performed safely and in accordance with the Scope of Work and the area is safe for occupancy. c. Summarise the laboratory test methods and relevant certifications d. All applicable references for legislation applying to all hazardous materials, as well as regulations and guidelines followed during the site work. e. Provide photographs that show the location of sampling as well as the sample itself, for all locations. f. Photos shall be accompanied by a key plan which shows the location the sample was taken and angle at which the photo was taken of the sampling. g. Provide a brief presentation in Power Point format.

General: 1. Report and communication shall be in English. 2. Submit documents in both PDF and Word format. 3. For all deliverables, submit a draft version for the UN’s review and comment and incorporate there into a final report.

Duties and Responsibilities The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote regional cooperation for inclusive economic and social development in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership, through its analytical, normative and technical cooperation, to respond to the development priorities and changing needs of the Asian and Pacific region.

The position is located in the Facilities Management Unit (FMU), within Division of Administration (DA) of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP, Bangkok, Thailand. The Industrial Hygienist Consultant works under the direct supervision of the Chief of Projects Sub-unit and the overall supervision of the Chief of Facilities Management Unit.

The Industrial Hygienist Consultant will be responsible for the following duties: Review the existing conditions, project history, previous surveys, operations schedule, renovation schedule and provide the tasks such as removal of; structural fireproofing, vinyl floor tile and glue, plumbing putty, air duct rope gasket, rubberized smoke barrier gasket, or others as necessary:

Qualifications/special skills - Advanced university degree (Master’s degree or equivalent) in construction, architecture, engineering, public health or a related field is required. - A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced degree. - Certified Industrial Hygienist or equivalent, - Certified AHERA inspector and Management Planner with valid DOH registration (or the regulatory body within the country) is an asset. A minimum of ten years of progressively responsible experience providing asbestos consultancy services is required. Experience in developing asbestos abatement scope of work is required. Training and certification in accordance with OSHA is required. Registration as an Industrial Hygienist is required. Experience in providing independent advice, in an international organization is desirable. Capacity to manage hazardous waste operations and emergency response is desirable.

Languages Fluency in English is required, working knowledge of Thai is highly desirable.
