The United Nations Security Council in Resolution 2102 adopted on 02 May 2013 established the United Nations Assistance Mission in Somalia (UNSOM), http://unsom-alt.unmissions.org/mandate. United Nations Security Council Resolution 2102 decided that UNSOM will be responsible for providing United Nations “good offices” functions supporting the Federal Government of Somalia’s peace and reconciliation process, and to support the Federal Government of Somalia and AMISOM as appropriate by providing strategic policy on peacebuilding and state building. The latest UNSOM resolution is UNSCR 2632.

Under the immediate supervision of the Senior Security Sector Reform Officer and the direct supervision of the Strategic Security/Maritime Adviser, the UN Volunteer will undertake the following tasks:

The UN Volunteer will support the development and implementation of a comprehensive national security strategy. Within delegated authority, s/he will be required to undertake the following:

• Support the work of the Integrated Security Sector Reform Team, centered around Somalia’s National Security Architecture Agreement and Somalia Transition Plan, with links to the National Development Plan.

• Research and provide inputs on security sector-wide strategies and policies, mission plans and directives, best practice,s and technical standards for security sector reform/governance; notably as regards the financial modeling and strategic budget analysis of the security sector. Drafts various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, newsletters, etc.

• Work on generating technical inputs for all aspects of SSR pro-grammes/projects and related activities, as well as technical advice and assistance to key parties (e.g. Rule of Law pillar, established Commissions, government officials, UN entities, donors, etc.); consults with relevant stakeholders through inclusive and participatory processes, ensuring appropriate integration and linkages with critical areas/components of the SSR process;

• Initiate and coordinate outreach activities relating to training workshops and budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work program, programme budget, etc.);

• Participate in programmes/projects, field missions, etc., including the provision of guidance to external consultants, government officials, and other parties and drafting mission summaries; reviews relevant documents and reports; identifies problems and issues to be assessed and initiates corrective actions; liaises with relevant parties; ensure follow-up actions;

• Establish and maintain contacts and partnerships with key officials and other actors (national and international) inside and outside the organization in assigned areas of responsibility with a view to pursuing SSR objectives and supporting the UNSOM Kismayo Regional Office’s outreach;

• Perform other related duties as required or directed by Director ROLSIG and Senior SSR Officers;

• When working with (including supervising) national staff or (non-) governmental counterparts, including Implementing Partners (IPs), the incumbent is strongly encouraged to set aside dedicated time for capacity development through coaching, mentoring, and formal and on-the-job training;

international relations linked to security or comparable work generally, and in peacekeeping/peace-building operations in the field particularly is desirable. •Previous experience in Security Sector Reform policy development, or related areas is desirable. •Background in strategic financial analysis is an advantage. •Previous experience in United Nations peacekeeping missions, including in supporting the transition of security functions from peacekeeping to national security agencies, is desirable. •Work experience with national security architecture or small arms management is desirable. •Knowledge and experience of Office software, especially Microsoft Word, Excel, and PowerPoint.

General: Kismayo is a UNSOM Regional Office in the Federal Member State of Jubaland (Southern Somalia), and like all deployments in Somalia is a hard-ship/hazard non-family duty station. The UN Volunteer will be subject to the overall direction and guidance of the UN Designated Official (DO) for security. The volunteer will be incorporated into all applicable security protocols and will be required to strictly adhere to the guidelines, security plans, and other directives issued by the DO. While in Somalia, the volunteer will be housed in UN-provided accommodation in the Kismayo UNSOM Regional Office Camp. Accommodation: Due to the security situation in the UN mission area, and coupled with the fact that there is no living accommodation on the private market that meets minimum UN security and safety standards for UN personnel, UNV personnel deployed to Kismayo are provided secure UN accommodation in a camp style environment. Containerized accommodation is provided free by the UN. The UN-provided accommodation is essentially equipped with minimal furniture in single rooms with individual bath and toilet facilities. Power and water are provided by the UN inside the camp to its occupants. Food and Diet: There is no access to local markets outside the UNSOM Kismayo Regional Office Camp. There is a dining facility inside the UN Camp where meals are provided commercially by the contractor CIANO. Health: Exposure to a number of tropical diseases is possible. All medical formalities specified in the Offer or Travel Advisory should be completed before traveling. Yellow Fever and COVID vaccination are compulsory before coming to the mission area, while vaccinations for Hepatitis A & B, Typhoid, Tetanus/Diptheria, Polio, and Meningitis are recommended. A vaccination Card (yellow card) must be brought. Malaria prophylaxis is recommended. Due to the various types of insects in the mission area, it is also recommended to use insect repellants. UN personnel have access during working hours to a Civilian Clinic inside the UN Camp in Mogadishu. Rest and Recuperation: International personnel, including UN Volunteers, working in the UN mission area are entitled to a 4-week Rest and Recuperation (R & R) cycle. This means that after every 4 weeks of being in the mission area, a break is taken to travel to either Nairobi (UNSOS designated R & R location) or any other destination outside the mission area. The R & R entitlement consists of 5 calendar days R & R, with 2 travel days added, every 4 weeks. UN flights from Mogadishu or any other deployed site in the mission to Nairobi and back to the duty station can be used at no expense. However, accommodation, food, and other expenses while on R & R are borne by the individual. Approval of R & R is balanced against operational requirements.
