Position: Health Safety and Security Officer (with ICT)

Reports to: Area Manager with a technical reporting line to the HSS Manager in Country Office

Supervision of: Security Guards

Duty station: Wau, WBEG with Coverage of NBEG and Warrap States

  1. Role and responsibilities

The HSSO will support in implementing security and safety policies at the NRC field offices located in Warrap, NBEG and WBEG States. The following is a brief description of the role.

HSS Roles

  1. Implement NRC’s safety and security policies, procedures, and regulations at field level.
  2. Monitor and evaluate field compliance to NRC safety and security policies, procedures and regulations.
  3. Conduct regular security and risk assessments to identify safety and security needs.
  4. Support the CO office in training staff in safety and security.
  5. Immediately report; all breaches of safety and security procedures; all threats to NRC staff, project participants, activities or assets; all incidents including near misses.
  6. Facilitate staff evacuation in emergency situations.
  7. Assist Area Manager in incident management as and when required.
  8. Liaise with UN agencies, NGOs and other external actors to gain security information and assist AM in access related and other negotiations/discussions.
  9. Ensure vehicle and staff movements are monitored according to procedures and that necessary safety and security equipment are available and in good condition.
  10. Prepare security updates and reports as required (Daily, Weekly and Monthly)
  11. Conduct security briefings to new staff, visitors and staff returning from leave within 24 hours of arrival.
  12. Ensure functionality of security items including Thuraya phones, Radios, CCTV cameras.
  13. Manage Security guards.

Added advantage for support in ICT (20%)

  1. Provide ICT technical support to the field offices.
  2. With help from the ICT Coordinator in Juba Office, support on the performance of the network operations to ensure optimum performance.
  3. Support with physical diagnosis and resolution of hardware, software or connectivity problems.
  4. Provide support to the office staff upon request in the use of systems and applications.
  5. Support with computer-related service and maintenance.
  6. Setup internet connectivity for all staff as well as visitors.

  • Professional training with minimum of Diploma in Security related field.
  • Previous experience of working in Security department in a humanitarian context.
  • Participated in Safety and Security related trainings/workshops.

  • Ability to undertake security risk assessment and document it properly.
  • Ability to interact with relevant persons/authorities/ institutions to obtain relevant security related information for advisory purpose.
  • Fluency in English

  • Training in ICT
  • Experiences of setting up networks, maintenance of ICT systems and troubleshooting ICT software and hardware issues.
