Org. Setting and Reporting The position is located within the Integrated Security Section of the United Nations Support Mission in Tripoli, Libya. The position is expected to redeploy to Sirte, subject to certain conditions or when authorized by the Officer-in-Charge, Head of Mission, or the Chief of Mission Support. SIRTE is classified as an "E" duty station and a non-family duty station. The incumbent will be under the overall supervision of the Chief Security Adviser who leads the UNDSS-UNSMIL Integrated Security Workforce (ISW) of Libya. On 29 April 2022, the Security Council, by its resolution 2629 (2022) renewed the mandate of the United Nations Support Mission in Libya (UNSMIL) through 31 July 2022, by roll-over of its resolutions 2542 (2020) of 15 September 2020, 2570 (2021) of 16 April 2021 and 2599 (2021) of 30 September 2021. The Security Council, in resolution 2542 (2020), tasked UNSMIL, as an integrated special political mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements of the Government of National Accord, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, once it is agreed by the Libyan parties, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organization of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organizations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; and (xi) co-ordinate international assistance, and provision of advice and assistance to GNA-led efforts to stabilize post-conflict zones, including those liberated from Da'esh. On 16 April 2021, the Security Council, through resolution 2570 (2021), tasked UNSMIL to provide support to the Libyan-led and Libyan- owned ceasefire monitoring mechanism including through the facilitation of confidence- building measures and the scalable and incremental deployment of UNSMIL ceasefire monitors.

Responsibilities - Assists the CSA/CSO/SA/Security Coordination Officers in the office management procedures and/or supervises a Security Unit, as needed. - Develops and monitors the implementation of security contingency plans for a security unit. - Assesses prevailing local security conditions, identifying security trends and advising UN personnel, project personnel and eligible dependents on security issues. - Serves as a member of the Security Cell, contributing to implementation and evaluation of the security plan. - Evaluates air, land, and sea emergency evacuation capability; conducts evacuation exercises and recommends appropriate action. - Determines accessible areas, maintains tracking systems, and coordinates a 24-hour Emergency Response System. - Assesses the level of security risk for the area of operations. - Monitors, conducts, or coordinates security operations. - Maintains continuing lines of communication with security focal points and other UN or non-UN stakeholders. - Briefs the CSA/CSO/SA/Security Coordination Officer or Deputy CSA/CSO on the status, activity, and requirements of the unit. - Ensures that fire prevention devices and fire-fighting equipment are available on the premises; Maintains fire evacuation plan and conducts fire drills and training, as necessary. - Maintains office security by conducting physical security inspections of facilities. - Assumes responsibility for guard force management; Monitors and evaluates office physical security measures and conducts security surveys of installations and facilities; implements security arrangements. - Provides advice and training to UN personnel and eligible dependents on security matters, as assigned. - Identifies the training needs of security and mission’s staff. - Assist in investigating security-related incidents involving UN personnel, project personnel or eligible dependents. - Identifies gaps in existing capability and makes recommendation for amendment where necessary. - Contributes to the planning process of protective services for Senior UN Officials, as necessary. - Drafts Statements of Requirement and provides technical specifications for the procurement of section security equipment. - Inspects Security equipment and ensures minimum equipment requirements are purchased, maintained, and deployed in accordance with relevant policy. - Coordinates issuance of identity cards, background checks and entry controls, as appropriate. - Sets up and manages a warden system according to policy. - Acts as Duty Officer within the Security Section. - Performs other duties as required.

Knowledge or maintenance and use of standard security equipment and access control measures, including communication equipment, basic computer skills.

Education High school diploma or equivalent technical or vocational certificate is required.

Job - Specific Qualification UNDSS certification or equivalent, in Security Certification Program is desirable

UNDSS Certification or equivalent, in Security Analysis Practice Process is desirable.

Certification in Security Investigation is desirable.

Work Experience A minimum of eight (8) years of progressively responsible experience in the military, police, security management or analysis with a military, police or international security management organization is required.

Two years' experience and exposure at the international level and at least one year of experience in a conflict and post conflict environment is required.

Experience in managing a premises guard force, including the planning of shifts and operational routines is desirable.

Experience in overseeing the functioning of security systems at office facilities, application of layered security and maintaining relations with contracted service providers and host country security interlocutors or equivalent is desirable.

Experience in, fire safety management or demonstrated skills in firefighting is desirable.

Experience in using Firearms, ETB, IFAK and Fire safety equipment is desirable.

Languages English and French are the working languages of the United Nations Secretariat. Fluency in English (both oral and written) is required. Knowledge of Arabic is desirable.
