Org. Setting and Reporting

Under the general guidance of the UNMIK D/CSO (Admin) and under direct supervision of the Compound Security Supervisor (NSO), the Security Officer will perform a variety of tasks and services ensuring quality implementation of required security and safety standards:

Responsibilities

• Ensures that all UN personnel, including visitors, are checked, and screened through the walk detector and x-ray machine, installed as an access control security mitigation measure, at the main gate reception area, as required, prior to allowing into the compound. • Ensures all UN personnel that have electronic access ID card is swiped through turnstile connected to the Integrated Security System (ISS), can also be viewed, and recorded by the Security Operations Centre (SOC), both entry and exit at ingress and egress point. • Ensures that all incidents and accidents that occur inside and immediate surroundings of the compound are to be reported to the CSU Supervisor immediately and recorded for any future investigation that maybe carried out as required. • Ensures that all visitors (official and private), including vehicles (entry/exit, date/time, personnel details, vehicle details, etc.), are recorded in the occurrence book placed at the main gate reception area and a daily situation report provided to SOC. • Ensures that all turnstiles, boom gate and any other electronic equipment connected to the ISS is always operational and any malfunction is reported immediately for rectification. • Ensures that all outsourced Security Guards in his/her shift are properly inspected and briefed on the performance of their duties prior to their shift. • Briefs the shift on the latest security developments that may affect the security and safety of the UNMIK HQ and staff members/visitors. • Inspects and ensure that all security equipment for duty is in good working condition and report any damage or deficiency immediately to the CSU Supervisor. • Works in a shift system 24/7, including UN Holidays. • Remains able to use the electronic integrated security systems, electronic surveillance equipment and the relevant software applications. • Conducts foot patrols of the compound to ensure a safe and secure working environment on 24/7, geared towards detecting, deterring, and denying hostile activities against UNSMS personnel and facilities within UNMIK HQ • Monitors and supervise the contracted local security guards during rostered shift duty, to ensure their support for the security of UNMIK HQ and personnel, are carried out in compliance with SOP and report any incident or under-performance. • Assists in the conduct of security assessments aimed at identifying threats and risks, and recommend preventive and mitigating measures, as and when required. • Serves as standby element as part of a ready reaction team to support security colleagues in the event of any emergency or incident/accident, as required. • Implements adequate security measures for the safety and security of UNSMS personnel, assets, and property, in compliance with CSU SOP. • Assists and support the CSU Supervisor on any other security related tasks as required.

Competencies

Knowledge of local laws and practices related to mission area, ability to gather information from a variety of sources, trustworthy, high sense of responsibility, alertness, emotional stability and neatness, ability to remain calm in emergency situations, willingness to work on shifts, good knowledge of the section organizational units, functions, and key personnel. • Teamwork: Work collaboratively with colleagues to achieve organizational goals; solicit input by genuinely valuing others’ ideas and expertise; is willing to learn from others; place team agenda before personal agenda; support and act in accordance with final group decision, even when such decisions may not entirely reflect own position; share credit for team accomplishments and accept joint responsibility for team shortcomings. • Planning & Organizing: Develop clear goals that are consistent with agreed strategies; identify priority activities and assignments; adjust priorities as required; allocate appropriate amount of time and resources for completing work; foresee risks and allow for contingencies when planning; monitor and adjust plans and actions as necessary; use time efficiently.

Education

HCompletion of secondary/high school education with confirmed diploma.

Job - Specific Qualification

Possession a valid national driving license is desirable.

Work Experience

Minimum three years of security experience in International Organizations or Civilian Sector is required.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official UN language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.
