Org. Setting and Reporting This position is located in United Nations Mission in South Sudan (UNMISS), in Juba. Juba is classified in the "E" category and as a non-family duty station. Under the overall management/direction of the Principal Security Advisor (PSA), the Security Officer, FS-6, reports to Chief Security Officer (CSO).

Responsibilities Under the supervision of the Deputy Principal Security Advisor in charge of Support, the Security Officer, FS-6, is responsible for the following duties:

•Contributes to the PSA, CSO and Security Coordination Officers in the office management procedures and/or supervises a Security Unit, as needed; •Strategizes and develops effective security and contingency plans for a security unit and its operations; •Conducts assessment of prevailing local security conditions, identifying security trends and advising UN personnel, project personnel and eligible dependents on security issues; •Serves as a member of the Security Cell, implements and evaluates the security plan; •Evaluates emergency evacuation capability; assists in the supervision of evacuation exercises and recommends appropriate action; •Determines accessible areas, maintains tracking systems and coordinates a 24-hour Emergency Response System; •Analyzes the level of security risk for the area of operations; •Monitors, conducts or coordinates security operations; •Maintains continuing lines of communication with security focal points and other UN or non-UN stake holders; •Briefs the PSA/CSO/Security Coordination Officer on the status, activity and requirements of the unit; •Ensures that fire prevention devices and fire-fighting equipment are available on the premises; Reviews fire evacuation plan and coordinates fire drills and training as necessary; •Conducts physical security inspections of facilities; •Assumes responsibility for guard force management; Monitors and evaluates office physical security measures, and conducts security surveys of installations and facilities; implements security arrangements; •Provides advice and training to UN personnel and eligible dependents on security matters; •Identifies the training needs of security and mission’s staff; •Assists in the investigation of security-related incidents involving UN personnel, project personnel or eligible dependents; •Identifies gaps in existing capability and recommends amendment accordingly; •Participates in the planning process of protective services for Senior UN Officials, as necessary; •Drafts Statements of Requirement and provides technical specifications for the procurement of section security equipment; •Participates in the inspection of security equipment and ensures minimum equipment requirements are purchased, maintained and deployed; •Assists to Supervise the issuance of identity cards, background checks and entry controls, as appropriate; •Manages a warden system according to policy; •Acts as Duty Officer within the Security Section; •Performs other duties as required.

Communication: Speaks and writes clearly and effectively; Listens to others, correctly interprets messages from others and responds appropriately; Asks questions to clarify and exhibits interest in having two-way communication; Tailors language, tone, style, and format to match the audience; Demonstrates openness in sharing information and keeping people informed.

Education High school diploma or equivalent technical or vocational certificate.UNDSS certification in any of the following is an asset: Security Certification Program, Security Analysis Practice and Process, Close Protection Officers Course, Security Investigation.

Work Experience A minimum of ten years with high school diploma or equivalent technical or vocational certificate (five years with a first-level university degree) of progressively responsible experience in security operations or similar within a military, police or security management is required At least two years’ experience and exposure at the international level and in a conflict or post conflict environment is required For this position, experience in residential and physical security in a conflict or post-conflict and multicultural environment is required. Experience in security planning, security operations, security risk assessment, standard operating procedures, coordination with local authorities and law enforcement agencies, emergency communication system, creating and implementing warden system is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
