You have:

  • Bachelor’s degree in social sciences (Master’s degree is an advantage)
  • Proficiency in English and French (written and verbal)
  • Working knowledge of Spanish and Arabic is an asset
  • Minimum of 4 years of professional experience, or 5+ years in training design and delivery with another organization
  • Experience in organizing or facilitating Crisis Management Simulations, Workshops, training, or conferences
  • Familiarity with the ICRC’s mandate and the Red Cross Red Crescent Movement
  • Proven interest in security, risk management, or crisis response

What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

The Security & Crisis Management Capacity Building Officer managed under the direct supervision of the Global Capacity Building (CB) Coordinator, will primarily focus on the Capacity Building function within the SCMS Division’s work, with an emphasis on developing the Crisis Management Simulation (CMS) approach. The incumbent reports to the Security Capacity Management Simulation Capacity Building Coordinator at Headquarters to ensure alignment with divisional priorities and will collaborate extensively with Regional Security and Crisis Management Advisors (SCMA) and Field Security and Crisis Management Coordinators (FSCM-Co) to deliver effective and tailored CMS initiatives across diverse operational contexts.

Accountabilities & Functional responsibilities

• Perform a Crisis Management Simulation (CMS) needs analysis in priority delegations to assess their training requirements in security & crisis management and evaluate their capacity to independently implement CMS; • Develop tailored Crisis Management Workshops and Simulations for priority delegations; • Create a suite of supporting documents and tools—such as standardized templates and scenario scripts – that enhance both back-office support and the effectiveness of role players and CMS facilitators, ensuring a seamless and impactful CMS delivery; • Update simulations, workshops, and materials to align with ICRC operational language requirements (e.g., English, French, Spanish, Arabic, Russian); • Provide support to the FSCM-Co as well as collaborate with Regional SCM Advisors (SCMA) in the planning and facilitation of face-to-face or remote/online CMS; • Design and deliver Training of Trainers (ToT) programs tailored to different target audiences, ensuring continuity in CMS implementation; • Foster peer-to-peer learning among FSCM-Co and back-office staff supporting CMS delivery; • Support Red Cross Partner-National Societies (PNS) on an ad hoc basis in delivering tailored Crisis Management Simulations (CMS) and Workshops, ensuring alignment with the ICRC Security and Crisis Management frameworks; • Act as a bridge between global CMS priorities and regional needs, ensuring that resources and strategies are effectively adapted for diverse operational environments; • Contribute to the creation of didactic tools, such as videos and virtual reality resources, to support crisis preparedness; • Maintain and update internal communication materials on the Security Wiki and ICRC Intranet.

Certifications / Education required

• Bachelor’s degree in social sciences (Master’s degree is an advantage);

• Proficiency in English and French (written and verbal); working knowledge of Spanish and Arabic is an asset.
