Org. Setting and Reporting This position is located in United Nations Mission for the Referendum in Western Sahara. Under the overall supervision of the Chief Security Officer (CSO), the Security Coordination Officer, P-3, is based in Laayoune (Western Sahara) and assumes the duties and responsibilities of Deputy Chief Security Officer, reporting directly to the CSO on all matters related to security management, as assigned.

Responsibilities Within delegated authority, the Security Coordination Officer will be responsible for the following duties: - Provides substantive inputs in the forecasting of the evolving security environment and, the UN’s security and operational responses. Using analytical techniques and collaborative team research, supports planning and ensure awareness of the current trends to enhance or adjust security programmes. - Supports the development of risk management strategies and drives planning using situational awareness, critical thinking, and logic to detect and interpret early signals, emerging trends and analysis of multi-dimensional threats that may impact security. Identifies the strengths and weaknesses of different solutions, conclusions, or approaches to problems. - Prepares, and reviews the SRM (Security Risk Management), Security Plan(s), Standard Operating Procedures (SOPs), contingency plan for the geographic area, and other security management documents including all aspects related to elaboration, development, implementation and updating of the documents.. - Ensures the use of UNSMS security risk management strategies and policies to identify the strengths and weaknesses of different solutions, conclusions, or approaches to problems at UN premises. - Advises on, and supports, the inclusion of security in all stages of United Nations activities and programmes. Provides advice and support to line managers responsible for security. Enables the delivery of mandates and programmes through direct operational assistance. Supports and collaborates with relevant parties, building consensus to ensure alignment and support for security operations and initiatives to best enable UN activities. - Assist the CSO on the planning, formulation, submission and implementation of the Mission Security Budget, including but not limited to, Official Travel (training and non-training), Security Equipment, Services and Supply, and Fire Safety. - Provides written guidance of security components and procedures as required. - Participates in the Mission Security related meetings (SMT, Security Cell, etc.), committees, and task forces, delivers briefings, and provides responses, as needed. - Maintains continuing lines of communication with security focal points and all other agencies involved in peacekeeping and other missions to ensure maximum security coordination. - Provide advisory to the Designated Official (DO) and Serves as a member of the United Nations Security Management Team, developing and contributing to implementation and evaluation of the effectiveness of the Area(s) security plan(s). - Assesses prevailing local security conditions, identifying security trends and advising UNSMS personnel, project personnel on potential security problems, such as mines, kidnapping, armed attacks, arrest, and detention. - Maintains an ongoing evaluation of air, land and sea evacuation routes and resources for use in emergencies, ensuring the availability of vehicles, aircraft, vessels, fuel supply and assessable roads. - Ensures that fire detection devices and fire-fighting equipment are available on the premises, maintains fire evacuation plan and conducts fire drills and training, as necessary. - Maintains office security by conducting physical security inspections of facilities, issuance of identity cards, if possible, background checks, and entry control. - Ensures availability of emergency communications system by making periodic checks to determine if system is functioning properly; arranges for necessary repairs or adjustments. - Investigates security-related incidents involving UNSMS personnel, UN assets, and prepares report of fact findings. - Supervises the Security Section's operations, including but not limited to, Guard Force Management, Special Investigations Unit, Security Information and Operations Centre, and Operations and Administration Unit. - Assists in the response to crisis events and security incidents. - Facilitates the coordination of security arrangements between field duty stations and headquarter, while required to ensure the safety and security of UN VIPs' visits to the Mission Area. - Collaborates closely with peers and colleagues, non-governmental organizations, diplomatic missions, and Host Government representatives on security issues and in the event of natural disasters. - Strengthens awareness and capacity of personnel by supporting the development, updates and delivery of contextually relevant security training and advice including on Residential Security Measures. - Conducts security training and/or briefings in such subjects as the security management system, responsibilities of Security Management Team (SMT) and Crisis Management Team for both, SMT members and alternates, and basic Fire Safety and Firefighting, among others. - Supports the management of security-related projects, prioritizing work to meet deadlines and following defined processes, policies, procedures and guidance, fostering alignment with colleagues and across organizations. - Monitors and contributes to activities that relate to the implementation and evaluation of preparedness and compliance; drives results that help support efficiency and effectiveness of operations. - Enhances communication and trust through active collaboration, consultation and exchanges with agencies, funds, and programmes and other stakeholders, for information sharing, coordination of responses, provision of security briefings, taking into account operational activities and risks. - Ensure that Wardens and Fire Warden systems are implemented, and personal security awareness delivered as needed. - Actively implements departmental approaches to mainstreaming gender, diversity and inclusion into all aspects of the work as well as ensuring the implementation of people-centred security risk management approaches considering specific threats or vulnerabilities of personnel and adapting practices and measures in support of diversity and inclusion. - Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. - Performs other relevant duties as required.

Education - An advanced university degree (master's degree or equivalent such as a senior command and staff college qualification) in security management or business administration, political/social/military science, or international relations with focus on security management.

  • A first-level university degree in combination with two (2) additional years of qualifying experience in military, police or security management may be accepted in lieu of the advanced university degree.

  • A first-level university degree may be substituted with a diploma from a police or military academy, which may be considered its equivalent, and in combination with four (4) additional years of qualifying experience in military, police, or security management.

  • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

    Job - Specific Qualification UNDSS Specialized Security Training (SCP, SAPP, TDC, SSAFE ToT), is desirable

    A valid Driving License is required.

    Work Experience A minimum of 5 (five) years' experience with an advanced university degree, or 7 (seven) years with a first-level university degree, of progressively responsible experience in the military, police or private security management is required.

    At least 2 (two) years' experience in an international organization, private enterprise or non governmental organization, working in a multicultural environment, is required.

    At least 2 (two) year of experience of security related at international level and in a conflict or post-conflict environment is required.

    Experience in the management of security units in an international organization, private enterprise or non-governmental organization, in an austere and hostile field-based environment is desirable.

    Experience in the use of Microsoft Office applications, e.g., Word, Excel Access and PowerPoint is desirable.

    2 years or more of experience in data analytics or related area is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of French and Arabic is desirable.
