Org. Setting and Reporting This position is located in the UNDSS Integrated Security Workforce (ISW) in San José del Guaviare, Colombia. The Field Security Coordination Officer at the P-3 level, will also perform as Area Security Adviser (ASA) in line with the respective letter of appointment. He/she reports to the Chief Security Adviser / Chief Security Officer (CSA/CSO) through the Deputy Chief Security Adviser (DCSA).

Responsibilities Within the limits of delegated authority, the Field Security Coordination Officer at the P-3 level will be responsible for performing the following duties:

•Manages and supervises the personnel and assets assigned to the Area Safety and Security Unit (ASSU) in his/her Area of Responsibility (AOR), and is nominated the Area Security Adviser (ASA) as per the new UNSMS Framework of Accountability and the provision of the UNDSS ISW Concept of Operations (CONOPS); •Serves as a member and supports the Area Security Management Team (ASMT). Provides specialist advice to the Area Security Coordinator (ASC) in all matters related to the UNSMS within the respective security Area. Convenes and chairs the Regional Security Cell as applicable; •Assists and is accountable to the CSA on the implementation of specific security requirements, prepares relevant information inputs, develops work programme of the ASSU in line with the national UNDSS work plan, determines priorities, and allocates resources, monitors performance, determines security resource requirements and prepares inputs for results-based budgeting, as requested. •Develops, submits for approval, implements, tests, monitors, and assures compliance with the relevant UNSMS Security documents, applicable to his/her ASSU operations, including but not limited to Security Plans, Residential Security Measures (RSM), Physical Security Assessments (PSA), Security Risk Management (SRM), Security Threat Information (STI), and other security documents. •Cooperates and coordinates with the ISW Security Information and Operations Section (SIOS) for the drafting of Security Plans, SRM, PSA, SRM, STI and other documents for implementation within the ASSU. Conducts facts findings and security assistance missions using analytical techniques and collaborative team research, supports planning and ensure awareness of the current trends to enhance or adjust security programs. Ensures an adequate inclusion of a gender sensitive analysis in the SRM, as per direction of the Mission´s Gender parity; •Collaborates closely with peers and colleagues, non-governmental organizations, diplomatic missions, and Host Government representatives with a view to understanding what the UN is trying to achieve, obtaining the best security support, and staying abreast of existing and emerging threats and how they may impact United Nations System activities, personnel, dependents, premises, residences, and property. •Coordinates and facilitates training and advice to his/her ASSU, SFP and UN personnel on security matters; •Acts as a focal point for security information flow on issues of assignment; •Maintains continuing awareness of prevailing local security conditions, identifies potential threats and advises UN personnel to follow appropriate preventive steps; •Acts as a member of an Area Crisis Management Team in crisis situations, ensures crisis preparedness and timely coordinates emergency and crisis situations response in a timely manner in his AOR; •Monitors air, land and/or sea evacuation capability to be used in emergencies; conducts evacuation exercises and recommends appropriate action; Assesses evacuation resources availability and submits request to cover the need; •Provides support to establishing and maintaining a functioning Security Communication System; •Supports budget, finance and logistical planning for the security office and participates in relevant United Nations administration, finance, and logistics forums. Supports resource mobilization, formulates work plans and follows up on its implementation. Manages performance of security personnel under his/her supervision. •Monitors and evaluates office physical security measures, and conducts security surveys of installations and facilities; •Ensures that the relevant Security Risk Management Measures are fully implemented and conducts regular security compliance inspections within his/her AOR, including from a gender perspective, particularly referring to risks affecting female personnel; •Obtain, study, and implement all security policies and procedures include in the UNSMS Security Policy Manual (SPM) and guidelines of the Security Management Operations Manual (SMOM). •Performs other duties as directed by the CSA/CSO or delegated authority.

Education Advanced university degree (Master’s degree or equivalent) in business or public administration, political/social science, psychology, criminal justice, law, international relations, security management or a related field is required. A relevant first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree. A first-level university degree may be substituted with a diploma from a police or military education institution, college or academy obtained over a minimum of a three-year period.

Job - Specific Qualification Possession of valid driver’s license and ability to drive 4x4 vehicles with manual transmission is desirable

Work Experience A minimum of five years of progressively responsible experience in international relations, disarmament affairs, conflict resolution, crime or terrorism prevention, security, risk, disaster, post disaster rehabilitation and reconstruction or emergency management and preparedness in the public or private sector areas responsible for responding to emergency situations that directly impact security is required.

For candidates holding a bachelor’s degree, an additional 2 years of relevant progressively responsible experience in the above referenced fields is required.

Experience in planning, design, implementation or review of risk mitigation measures related to operations impacted by insecurity and/or humanitarian assistance is desirable.

One (1) year of experience in field operations is desirable.

International experience is desirable.

Specialized experience in such areas as security programmes, risk assessments, or analysis is desirable.

Experience in using applied analytics, business intelligence, information management to advance decisions, strategies and execution is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and Spanish (both oral and written) is required.
