Org. Setting and Reporting The position is located within the United Nations Interim Administration Mission in Kosovo.Within delegated authority, the Security Coordination Officer (Operations) will serve alongside the Security Coordination Officer (Administration and Support) and will report to the UNDSS Security Advisor for Kosovo/UNMIK Chief Security Officer .
Responsibilities Within delegated authority, the Security Coordination Officer (Operations) may be responsible for the following duties: - Prepares, reviews, approves or endorses security planning and security management documents for the mission, designated county or geographic area, including all aspects related to elaboration, development, implementation and updating of the documents. - Monitor, research, and assess all factors on the state of UN security in the assigned geographic region. - Monitors activities related to the implementation of the approved security measures. - Maintains and enhances lines of communication with United Nations Security Management System (UNSMS) entities, including agencies funds and programmes and security focal points. - Contributes to implementation and evaluation of the preparedness and compliance of the security measures as decided by the United Nations Security Management Team. - Conducts security surveys and assessments. - Ensures implementation of safety and security policies of the UNSMS. - Maintains cooperation and collaborations with authorities and international institutions, provides security briefing, advice and security training to UNSMS personnel and operational partners of the United Nations (such as entities under Saving Life Together framework). - Provides support to UNSMS organizations in the establishment and maintenance of a functioning Emergency Communication System. - Conducts facts finding related to security-related incidents involving UN staff members, project personnel or eligible dependents. - Assists in the response to crisis events and security incidents. - Facilitates the coordination of Close Protection (CP) security arrangements between field duty stations and headquarters. - Reviews and/or approves and/or endorses security planning and security management documents. - Participates in security missions such as inter agency missions, Integrated Task Forces (ITF) missions, Technical Assessment Missions (TAM), Non-Aligned Members (NAM) missions, Security Assessment visits, Fact-finding missions/inquiries. - Identifies and promotes best practices. - Performs other relevant duties as required.
Competencies Professionalism: Knowledge of United Nations security management system combined with solid background in security or emergency or disaster operations. Ability to make quick decisions in emergencies or when rapid response is required. Ability to communicate complex concepts orally. Ability to produce assessments, reports, and other papers on security issues; Ability to produce reports and papers on technical issues and to review and edit the work of others. Ability to apply UN rules, regulations, policies and guidelines in work situations. Planning and Organizing: Develops clear goals that are consistent with agreed strategies. Identifies priority activities and assignments; adjusts priorities as required. Allocates appropriate amount of time and resources for completing work. Foresees risks and allows for contingencies when planning. Monitors and adjusts plans and actions as necessary. Uses time efficiently.
Education Advanced university degree (Master's degree or equivalent) in security management, business administration, political/social science, psychology, international relations or a related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Military or Police Academy degrees (at officer's level), may also be considered in lieu of the first level university degree.
Work Experience A minimum of five (5) years of progressively responsible experience in security, risk or disaster or emergency management in the public or private service areas, such as national security, military or police, or in a corporate environment is required. Of these, at least 2 years of international experience in security operations is required. Management experience in the public, private or corporate sector is required. Field security operations management experience in the UN or similar international organization is desirable.
Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required; knowledge of the local language is desirable.
Assessment Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency based interview
Special Notice This job opening is advertised to fill a temporarily vacant position until 30 June 2021 with possible extension. If the regular incumbent exercises the right to return, the appointment or temporary assignment or promotion of the candidate selected for this job opening will not be renewed or extended. The selection process for this job opening will be conducted pursuant to ST/AI/2010/3 on the "Staff Selection System" and include the compliance review process by a review body described in staff rule 4.15. In case of selection, a staff member of the United Nations Secretariat who meets the definition of "internal candidate" in staff rule 4.10 will be placed on a temporary assignment if he or she holds the same grade as the job opening; and a temporary promotion if he or she is at a lower grade than the job opening. If the regular incumbent vacates the position during such temporary assignment or promotion, the selected staff member will be laterally reassigned, promoted or transferred to the position without further selection process under ST/AI/2010/3.
Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
