Org. Setting and Reporting

The position is within the Liquidation Team of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), in Bamako.

The incumbent contributes to reviewing and monitoring activities related to the liquidation, including all aspects related to coordination with UNDSS, the United Nations Guard Unit (UNGU), and the assigned host government security for external security of the liquidation sites; ensures the review of base/camp defense plans and periodic exercising of the plans in close coordination with UNGU; serves on the country security cell and contributes to assessments and planning; advises the Chief Security Officer and UN Liquidator on all physical, procedural and technological issues related to the liquidation; continuously review and maintain procedures to deter, detect and reduce loss from the liquidation sites.

The incumbent will perform as the Deputy Chief Security Officer for the Liquidation Security Team under the direction of the Chief Security Officer.

Responsibilities

Within the limits of delegated authority, the Security Coordination Officer, P-3 will be responsible for performing the following duties: • With guidance from Chief Security Officer, leads, supervises and manages the Liquidation Security Team. • Establishes/maintains collaboration mechanisms with UNGU for all security issues related to the liquidation sites. • Operationalizes liaison arrangements with the assigned host government security elements for the external security of the liquidation sites. Monitors and evaluates physical security measures, such as barriers, access control, background checks, and emergency procedures for the liquidation sites. • Evaluates the effectiveness of prevailing fire safety measures for the liquidation sites, including fire prevention devices, fire-fighting equipment, fire prevention awareness, and building evacuation plans. • Contributes to the country security cell, highlighting issues that are pertinent to the liquidation site and personnel. • Ensures availability of emergency communications between the liquidation site and the security operations centre by making periodic checks to determine if the system is functioning properly. • Establishes procedures for and supervises investigations and reporting of theft, breaches and security-related at the liquidation sites. • Coordinates with UNDSS and the ERT for response to accidents involving UN vehicles and follow-up investigations. • Timely reports all security incidents affecting the liquidation to UNDSS. • Co-leads and oversees the Security Liaison Team (protection detail) assigned to senior officials/principals in-country. • Follows-up on the participation of liquidation personnel in radio checks and headcount exercises. • Maintains an up-to-date staff list in the database and periodically share changes with UNDSS. • Provides input for security risk management and security planning related to the liquidation. • Contributes to the planning, implementation, and evaluation of the effectiveness of base defense plans and other aspects of security operations. • Provides inputs to UNDSS for country security planning on liquidation assets that can support plans for air and land relocation/evacuation in emergencies. • Works closely with UNGU to plan and periodically rehearse base defense and liquidation site emergency plans. • Provides inputs to UNDSS for mandatory country security reporting.

• An advanced university degree (Master's degree or equivalent such as a senior command and staff qualification) in security management or business administration, political/social/military science or international relations with focus on security management is required. • A first-level university degree in combination with two additional years of qualifying experience in military, police or security management may be accepted in lieu of the advanced university degree. • A first-level university degree may be substituted with a diploma from a police or military academy, which may be considered its equivalent, and in combination with four additional years of qualifying experience in military, police or security management.

Work Experience

• A minimum of five (5) years with advanced university degree (seven (7) years with a first-level university degree) of progressively responsible experience in international relations, disarmament affairs, conflict resolution, crime or terrorism prevention, security, risk, disaster, post-disaster rehabilitation and reconstruction or emergency management and preparedness in the public or private sector areas responsible for responding to emergency situation that directly impact security is required.

• A minimum of five (5) years of experience in premises security or guard force management is required.

• Experience in planning, designing, implementing, or reviewing risk mitigation measures related to operations impacted by insecurity and/or humanitarian assistance is desirable.

• Specialized experience in such areas as security programme, risk assessments, or analysis is desirable.

• Experience working or coordinating with local authorities and law enforcement agencies is desirable.

Languages

• French and English are the working languages of the UN Secretariat. For this post, fluency in English (both oral and written) is required. • A working knowledge of French is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

• This position is temporarily available within the MINUSMA Liquidation Team until 31 December 2024.
