Org. Setting and Reporting

The position is within the United Nations Liquidation Entity (MINUSMA), Bamako duty station. The Security Investigator will report to Chief Security Officer for Support on all security investigations as assigned.

Responsibilities

Within limits of delegated authority, the Security Investigator at FS-6 level will be responsible for the following duties: •Undertakes either personally or jointly with other investigators, investigation tasks and inquiries into violation of security matters, illegal activities, accidents/incident, complaints and allegations of misconduct, discipline in which members of field operations civilian staff/MILOBs/MSO's/IPOs may be involved, and prepares investigation reports; •Assesses the nature of reported complaints, establishes the elements of the relevant offences, identifies evidence required and prepares comprehensive written investigation reports in a timely manner consistent to such reported complaints; •Has the ability to interpret and apply UN and UN Liquidation Administrative Instructions, Policies, Rules and Regulations that go into circulation from time to time as guidance for staff members; •Visits the scene of incidents/accidents and examines evidence that would assist in the investigations process; in the performance of the above-mentioned duties, he/she maintains liaison, as required with local police and other national authorities or other agents in the field operation area to achieve the expected results; •Performs random checks on field operations vehicles as a deterrent measure for abuses; maintains and updates the office investigations database and other office records for ease of reference as necessary; •Functions as the Standby Investigations Duty Officer when placed on periodic roster, produces statistics, background papers and feedback to any office related administrative requirements; • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting;• Ensures that requirements and background information used for data analysis are documented; •Performs other assignments as required.

Education

High School diploma or equivalent is required.

Job - Specific Qualification

Relevant training (s) in military or police procedures and practices is required.

Work Experience

A minimum of ten (10) years of progressively responsible experience in investigatory work with the United Nations Security System, military, police or other similar international organizations is required. The minimum number of years of relevant experience is reduced to five (5) years for candidates who possess a first level University Degree. A minimum of two (2) years of investigation experience in a conflict, post conflict or a volatile environment is required. Minimum 2 years of experience at investigation management level, and knowledge of UN system policies, rules and regulations and procedures are desirable. 2 years or more of experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English and French is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

This Position is temporarily available within the UN Liquidation Entity (MINUSMA) until 30 November 2024, subject to budget approval.
