The ongoing war in Ukraine has resulted in significant loss of life, devastating destruction of infrastructure and unprecedented displacement internally and towards neighbouring countries.

To preserve development gains in Ukraine as fully as possible, mitigating risks of descent into protracted crisis, embedding activities for early recovery from the onset of the humanitarian effort, and facilitating swift return to pathways and processes for national attainment of the SDGs, UNDP Ukraine has developed the UNDP Resilience Building and Recovery Programme.

Under pillar 1 of the UNDP Resilience Building and Recovery Programme for Ukraine (i.e., Government Capacities for Crisis Response & Management / National Recovery and Development Plan and war damage assessment) UNDP in Ukraine established the project “Strengthening evidence-based recovery in Ukraine” to scale up the support for evidence-based recovery including development of tools, methodologies and technical standards through a) producing building damage assessments, to be applied in all affected communities b) strengthening the government capacities to coordinate and lead damage assessments and c) building a repository of relevant baseline and GIS datasets, from damage assessments and open sources including the use of a number of digital tools for Secondary Data Review, machine learning, and natural language processing, to inform the recovery efforts.

Under this project, UNDP established a Decision Support Unit (DSU) to drive and coordinate various assessments and data collection/analysis in a variety of areas, to inform future actions pertaining to the recovery efforts. In addition, UNDP signed a Memorandum of Understanding with The Ministry of Communities, Territories and Infrastructure Development to launch a building damage assessment (BDA) and support the development of GIS system.

Under the direct supervision of the Strengthening evidence-based recovery in Ukraine Project Manager, the successful candidate will provide high-quality analysis to UNDP, based on available and open-source information, as it relates to UNDP’s Resilience and Recovery Programme and the broader, Government-led, National Recovery and Development Plans and priorities through:

Team management - Manage the secondary data analysis tagging team to distribute the workload and monitor the performance and quality of work. - Keep relevant reporting documents and internal UNDP pages updated. - Coordinate closely with DSU team in support of data collection, analysis and visualization.

Data collection - Identify, collect, and classify secondary data on the Recovery and Development of Ukraine using the DEEP platform and other relevant tools. - Utilize available data, open-source research and field research resources to look into cross-sectoral issues in Ukraine as needed. - Provide input and recommendations on primary and secondary data collection (qualitative and quantitative) for socio-economic impact assessments.

Compilation and analysis - Provide data excerpts and analysis, per the requests. - Compile customized products based on available data to CO portfolios and projects. - Contribute to production of regular written reports and dashboards including the bi-weekly digests, regions' profile, thematic briefs etc. - Assist in writing up analyses of the socio-economic impact assessments (updates and policy briefs) for internal and external audiences. - Undertake studies/research on aligning with the country context of the current crisis in collaboration with other partners. - Provide technical and analytical leadership and/or drafting support for the preparation of UNDP reports or knowledge products prepared by UNDP programmes. - Provide oversight support to the programme teams in conducting sector-specific analytical works was required to realign current programmes as needed. - Prepare and deliver capacity development modules internally and to government counterparts and partners on the use of DEEP platform and secondary data review.

As it is a national UN Volunteer's assignment, the volunteer shall organise his/her accommodation by themselves.

Entitlements of National UN Volunteer Expert (Kyiv Duty Station)

This is a full-time assignment. The contract lasts for the period indicated in the vacancy with the possibility of extensions subject to the availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

Allowances:

• Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) USD 2006 (equivalent in UAH) is provided monthly to cover housing, utilities and normal cost of living expenses. This includes Well-Being Differentials for the period while the ICSC applies hardship classification to duty stations in Ukraine as “E”. • USD 400 entry lump sum, one-time payment.

Medical and life insurance:

• Medical insurance: The UN Volunteer and eligible PFU dependents will receive UNV provided medical insurance coverage. Coverage for UN Volunteers begins from the Commencement of Service and normally ceases one month after the last day of the UN Volunteer Contract date.

• Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment. If a UN Volunteer dies during the UN Volunteer assignment, the eligible designated beneficiaries will be entitled to receive a life insurance lump sum. Leave entitlements:

• Annual leave:  UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. Unused accrued Annual Leave may not be carried over in case of reassignment or a new assignment. • Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period

• Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle.

• Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year. This amount will be reset at the established interval period. You can check full entitlements at the duty station at https://app.unv.org/calculator.
