Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states

How can you make a difference?

The SBC international consultant will lead the SBC support provided to the country during the response to a poliovirus outbreak, working under the supervision of the Chief of SBC in UNICEF Country collaboration with the SBC, Health and Nutrition, and Communication teams of WHO, UNICEF, MoH and other partners supporting the polio outbreak response. The consultant's support to the team at the country office will ensure that the response is: 1. Aligned with the government/Ministry of Health (MOH) plans and strategies; and 2. Aligned with the latest polio outbreak response SOPs.

1 Work assignment: • Support the Polio outbreak response National Vaccination Campaigns • Provide technical assistance for the development of evidence-based communication micro-plans (Independent Monitoring, Lot Quality Assurance Survey, KAP studies, and social research). • Provide technical assistance for effective monitoring of rumors and misinformation and devise strategies, to tackle them. Expected deliverables/outputs through 28 Feb 2023 • Updated SBC Polio outbreak response plan • Compiled social listening reports

2 Work assignment: • Provide support to subnational Health Promotion to map out hard-to-reach areas, special populations (refugees, IDPs, migrants, nomads, etc.) as well as communities, who may refuse or hesitate vaccination. • Provide technical assistance for effective monitoring of rumors and misinformation and devise strategies, to tackle them. Expected deliverables/outputs through 15 March 2023 • Proposal for Mapping of Special populations • Compiled social listening reports

3 Work assignment: • Provide support to subnational Health Promotion to map out hard-to-reach areas, special populations (refugees, IDPs, migrants, nomads, etc.) as well as communities, who may refuse or hesitate vaccination. • Provide technical assistance for effective monitoring of rumors and misinformation and devise strategies, to tackle them Expected deliverables/outputs through 30 April 2023 • Final report on Mapping of special populations • Compiled social listening reports

4 Work assignment: • Ensure engagement of community and religious leaders for polio and immunization vaccination campaigns • Ensure timely and on-time distribution of media and other communication inputs in accordance with communication plan • Provide technical support to building capacities of subnational Health Promotion and other stakeholders in planning and implementation of polio and immunization vaccination campaigns • Map the social networks and provide the needed training to support to all the social mobilization activities • Provide technical assistance for effective monitoring of rumors and misinformation and devise strategies, to tackle them. Expected deliverables/outputs through 20 May 2023 • Comprehensive compiled reports from Polio outbreak response campaign R-1 and R-2 • Documentation of challenges, lessons learnt and recommendation from R-1 and R-2 (country level) • Stakeholders mapping and report on their engagement during R-1 and R-2 • Analysis of Independent monitoring data for R-1 and R-2 • Compiled social listening reports

5 Work assignment: • Provide technical support to coordination of Federal and sub-national Health Promotion and other • stakeholders in planning and implementation of advocacy and social mobilisation for polio outbreak response • Provide technical assistance for effective monitoring of rumors and misinformation and devise strategies, to tackle them. Expected deliverables/outputs through 15 July 2023 • NTC and HP meeting reports during the 6 months assignment • Compiled social listening reports

Expected deliverables/outputs through 30 July 2023 • A folder in share point with all SBC and external communication documents for Polio outbreak response. • Comprehensive polio outbreak response achievements, challenges and recommendations • Compiled social listening reports All above mentioned activities and final consultancy report by 2023/08/06

To qualify as an advocate for every child you will have…

  • An advanced university degree in one of the following fields is required: social behavioral science, sociology, anthropology, psychology, education, communication relations or another relevant technical field. At least two years of additional experience in the same field may be considered in lieu of a master's degree
  • A minimum of five years of professional experience in one or more on areas is required: social and behaviour change, communication for social development programme planning, public advocacy or another Relevant experience in a UN system agency or organization is con side
  • Experience working in a developing country is considered as an asset Strong evidence of demonstrated ability to deliver outstanding result health emergency/outbreak response; similar strong evidence specific outbreak response is considered an asset.
  • A basic understanding of UNICEF's core commitments to children in action, humanitarian principles, standards, coordination mechanism diversity aspects of humanitarian work and / or a willingness to learn the Humanitarian Learning Pathways
  • Fluency in English is required. Fluency in Arabic or another UN language

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
