Background Information - Job-specific

While Sao Tome and Principe (STP) is an absolute sink of greenhouse gases contributing to sequestration of CO2, it is also one of the most vulnerable countries to the effects of Climate Change due to its geography and characteristics including the fragility of its ecosystems and low level of social-economic development. Both islands are already bearing the consequences of climate change. The country is impacted by natural hazards, such as coastal and river flash floods, storms, and droughts. Climate projections indicate that these events are set to intensify.

Effective climate change adaptation planning will assist Sao Tome and Principe in dealing with these impacts.

The United Nations Framework Convention on Climate Change (UNFCCC) at its COP 16 held in Cancun in 2011 approved a process to enable member states to formulate and implement National Adaptation Plans (NAPs), building upon their experience in preparing and implementing National Adaptation Plan of Action (NAPAs), as a means of identifying medium- and long-term adaptation needs and developing and implementing strategies and programmes to address those needs.

It also stated that the NAPs are to:

1) Reduce vulnerability to the impacts of climate change, by building adaptive capacity and resilience;

2) Facilitate the integration of climate change adaptation, in a coherent manner, into relevant new and existing policies, programmes and activities, in particular development planning processes and strategies, within all relevant sectors and at different levels, as appropriate.

The Paris Agreement (2015) in its global goal on adaptation (Article 7) brought new elements and dimension to the climate change adaptation. Namely, enhancing adaptive capacity, strengthening resilience and reducing vulnerability to climate change, with a view to contributing to sustainable development and ensuring an adequate adaptation response in the context of the global temperature limit of less than 2°C. Furthermore, the Green Climate Fund (GCF) has issued guidance on adaptation planning approaches.

The Government of Sao Tome and Principe, through General Division of Environment (GDE) of its Ministry of Public Works, Infrastructure, Natural Resources, and Environment (MPWINRE), has successfully obtained a grant of USD 2.96 million from the Green Climate Fund (GCF) for a 42 months project to build capacity to advance National Adaptation Plan (NAP) process in Sao Tome and Principe. The UN Environment Programme (UNEP) is the Delivery Partner for the project, with the role of supporting and overseeing the project implementation. UNDP Country Office in Sao Tome will work closely with the GDE and UNEP and provide financial management of the project.

The NAP project in Sao Tome and Principe will be implemented by a team headed by a National Coordinator. It will support a transition from the project-based traditional modus operandi to an integrated approach to adaptation across all vulnerable economic sectors to deal with climate change in a more coherent and efficient way. The main objective of this project is to reduce vulnerability to climate change impacts in STP by supporting the Country’s capacity to implement an integrated approach to adaptation planning at all levels and across sectors.

This project will conduct a National Adaptation Planning process that will produce a costed adaptation strategy for the country and provide the tools, mechanisms, system and information with which to replicate the NAP process at regular intervals and mainstream adaptation into existing and future polices, programmes and activities across levels and sectors. The project will overcome challenges to advance the NAP process in STP by (i) placing climate change at the forefront of the political agenda and strengthening the capacity of all stakeholders to advance the NAP process, (ii) improving the quality, quantity and access to climate information and knowledge, (iii) promoting a coherent and integrated approach to adaptation planning and (iv) increasing public resources and private investments in adaptation.

The National Project Manager for the Sao Tome and Principe (STP) National Adaptation Plan (NAP) project will lead the project team and provide overall operational management for the successful execution of the GCF/GDE/UNEP project. He/she will be responsible for timely delivery of project activities and outputs in accordance with the approved GCF Funding Proposal document and the Project Cooperation Agreement (PCA) between the Ministry and UNEP and in a manner that guarantees successful achievement of project objectives and impacts.

This will include a wide range of tasks such as planning, management, organization, coordination and implementation. Specifically, the National Project Manager will be responsible for the achievement of the deliverables stated under each of the following Project Components and corresponding Sub-components as detailed in the GCF Funding Proposal by the end of the 42-month period:

  1. Actors mobilized, institutional framework established, and national capacity strengthened to develop and implement the NAP in STP
  2. Evidence base for adaptation planning developed through the production of preparatory elements and gathering of background information for the NAP process
  3. NAP priorities operationalized into plans at local and national level, key sectors, and supported by an iterative planning framework and monitoring process.
  4. Access to resources and investments facilitated to implement adaptation priorities in STP

In addition, the National Project Manager will be responsible for ensuring that all the project resources (funds and consultant inputs) are effectively managed in accordance with the GCF-approved Funding Proposal and the Project Cooperation Agreement (PCA) signed between the Ministry of Public Works, Infrastructure, Natural Resources, and Environment (MPWINRE) and UNEP.

Reporting

The National Project Manager will report on a day-to-day basis to the Project National Director designated by The Ministry of Public Works, Infrastructure, Natural Resources and Environment’s General Division of Environment (GDE), under the oversight of the National Committee on Climate Change (Project Steering Committee) and the National Designated Authority (Ministry of Planning, Finance and Blue Economy). The National Coordinator will collaborate with the UNDP country office on procurement and related financial matters. The National Coordinator will closely liaise and report to the UNEP Task Manager responsible for overall project implementation and reporting to the GCF.

Functional Responsibilities

In order to achieve the expected Outcomes, Outputs and Deliverables the National Project Manager will perform the following tasks:

A. Project Management: - Manage the day-to-day implementation of the program at national level and across provinces, including coordinating the delivery of activities and outputs (such as workshops, studies and publications); - Ensure that project activities and results are delivered in accordance with the required quality standards, specified time and cost constraints; - Develop TORs and assist in the identification, selection and recruitment / procurement of project team members, consultants or other service providers; - Supervise, manage, coordinate and review work and deliverables of project team members, national and international consultants, as well as other service providers and partners; - Work in close collaboration with UNDP country office and the project Administrative and Finance Officer to ensure that financial, procurement and human resource processes are managed in line with Funding Proposal and PCA provisions, and that records of project documents and assets are maintained in accordance with audit requirements; - Ensure timely preparation and submission of semi-annual workplans, procurement plans, budget revisions, financial reports (including quarterly expense reports) and all other documents such as assets / equipment lists to UNEP Task Manager, the Project National Director and Project Steering Committee - Regularly monitor and report on project performance and delivery to the Project National Director, GCF Focal Point and the UNEP Task Manager, including progress, achievements, challenges encountered and proposed corrective actions; - Prepare bi-annual project Interim Progress Reports for the GCF and submit to UNEP Task Manager - Serve as Secretary to the Project Steering Committee, organize biannual PSC meetings, and ensure the timely preparation of meeting documentation (including progress reports) and meeting minutes; - Monitor project implementation at all stages, paying special attention to the analysis of risks and other logistical and organizational issues; Initiate remedial actions under the guidance of the Project National Director, the GCF Focal Point and the UNEP Task Manager; - Undertake other tasks assigned by the Project Director, GCF Focal Point and/or UNEP Task Manager as part of the GCF NAP Project.

B. NAP Process Coordination: - Lead the organization of, participate as a resource person, and represent the NAP project in workshops, workgroups, meetings, official events in close coordination with the GCF Focal Point; - Provide background information and inputs to studies, reports, policy briefs and other project outputs, and review draft deliverables; - Facilitate collaborative and consultative processes with all key stakeholders to ensure the involvement of government and other stakeholders (including national and local authorities, non-government organizations, academia, and private sector actors) in the development of project deliverables and results; - Ensure that Project Components and Deliverables are effectively supporting the integration of climate change adaptation into national, sectoral and provincial strategies, plans and budgets. This will involve ensuring close working relationships with key stakeholders, including the members of the National Committee on Climate Change (NCCC) such as Ministry of Public Works, Infrastructure, Natural Resources, and Environment (MPWINRE), the Prime Minister’s Office, the Ministry of Finance, Commerce and Blue Economy, key climate-vulnerable sector Ministries, and Provincial administrations; - Ensure that the UNFCCC’s Guiding Principles for NAPs are applied in the Sao Tome and Principe NAP elaboration, implementation and monitoring processes. - Collect NAP process lessons learned and good practices and oversee the exchange and sharing of experiences nationally and internationally; - Participate to training, capacity-building and learning events organized by UNEP

Deliverables: The National Project Manager will be responsible for ensuring that its deliverables are produced in accordance with the approved GCF Funding Proposal and the Project Cooperation Agreement with UNEP. These deliverables (and associated tentative timeline) include, among others: - NAP assessment and gap reports on stakeholder mapping, training and capacity need, climate information, environmental data, policy harmonization, private sector engagement (Years 1-3) - A NAP roadmap including clear working arrangements and timeline and A NAP decree for government deliberation (Year 1) - NAP communication materials for awareness-raising, advocacy and outreach including a NAP webpage, 30 Radio and 10 TV programmes on CCA and NAP per year (Years 1-4) - A revised national communication strategy on adaptation including the NAP (Year 1) - A training plan for capacity building of stakeholders and an interactive list of CCA-related trainings in STP (Year 1) - Equipment for weather/climate information processing, mapping and modelling installed in NIM (Year 1) - Updated and downscaled climate scenarios for 2041-2070 in reader-friendly format and a summary of policy-makers on climate modelling and downscaling in STP (Year 2) - Downscaled socio-economic projections, 4 climate change first-order impact analyses and 3 climate change second-order impact analyses (Year 2) - 5 multi-sectoral Climate Risk and Vulnerability Analyses at district level and a summary for policy-makers (Year 2) - A protocol for environment and climate data sharing in STP and an operational central updated database for climate/adaptation information and data (Year 1) - Three GIS climate risk and vulnerability maps (Year 2) - 4 cost-benefit analyses of adaptation strategies (Year 2) - An adaptation interventions guide (Year 2) - 4 district adaptation plans and one regional adaptation plan (Principe) including roadmaps for implementation, monitoring, sustainability and integration (Year 2) - National adaptation plan for council of ministers’ approval (Year 3) - 2 Updated planning tools integrating information produced during the NAP process (Year 2) - CCA mainstreaming guideline and 3 revised policies fully integrating climate change adaptation (Year 3) - A draft NAP law submitted for approval (Year 3) - NAP monitoring framework and guidelines and a lessons learned report on the NAP process (Year 2-4) - CCA Financial review and expenditure analysis (Year 3) - 2 GCF concept notes and associated studies (Year 4) - A set of adaptation and resilience principles for private sector in STP approved by the Chamber of Commerce (Year 3) - Guidelines for monitoring private investments’ impacts on resilience (Year 3)

Education

  • An advanced University (Master’s) degree in public administration, development, natural resource management, the environment or socio-economic or any related fields of study is required.
  • A combination of Bachelor’s degree with an additional 2 years of relevant work experience may be accepted in lieu of the education requirements outlined above.

Experience

  • At least five (5) years of experience in areas of work related to planning and policy development, capacity building on climate, environment, sustainable development and preferably on climate change adaptation is required.
  • Previous assignment related to facilitating and coordinating the participation of government-led stakeholders in setting up externally-funded programs or projects in Sao Tome and Principe is required.
  • Experience working with the Government of Sao Tome and Principe is an asset
  • Experience in program development and implementation is an asset
  • Demonstrated experience in team management is an asset
  • Excellent skills and experience in stakeholder engagement and facilitation required
  • Excellent communication skills in written and oral Portuguese; proficiency in English would be a strong advantage
