Safety Team Leader

Duty Station [Aden -Yemen]

Who are we?

The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. Programmers include protection, livelihood, food and NFI distribution, water and sanitation, and advocacy amongst others. DRC Yemen has been providing relief and development services in Yemen since 2008. DRC has mainly focused on refugees and migrants displaced by conflict and natural disasters.

DRC, through its specialized business unit, (HDP) aims to recreate a safe environment where people can live without the threat of landmines, unexploded ordinances and small arms and light weapons”. These goals can be effectively advanced through cooperation and joint action with other organization as well as with integration of operations and programs with its sister organization, DRC.

About the job:

Overall purpose of the role:

The Safety & Liaison Team Leader (SLTL) responsibility is to monitor the overall safety/security situation and track staff movement across the country and ensure the safety regulations are applied at all levels and provide sound and timely advice to DRC staff and area management in order to support the secure and efficient delivery of program activities in Yemen. In addition, the SLTL works with the Country Safety Manager in ensuring that requirements relating to DRC’s national registration are fully met, and that international staff and visitors receive appropriate visas and other documents.

Geographic scope: Aden, Yemen and other governorates fall and DRC offices under south area structure.

This role has an area focus for Aden and respective field and satellite offices’ locations and ensures compliance with DRC procedures and guidelines within the country. The role contributes to and support with the roll out of country strategies, which are translated into action plans and day-to-day tasks. The role ensure local safety assessments are carried out ahead of program activities and in light of security threats.

Key Responsibilities:

1. Assist in maintaining/keep up to date the Security Plans, SOPs and Contingency Plans, including updating staff lists:

  • With support from Country Safety Manger lead in the preparation and review of the DRC Security Plans, related SOPs, and Contingency Plans or CIMPs;
  • Liaise and coordinate as appropriate as with the government, security organizations and/or personnel, including national and local provincial authorities, military, and police departments, as well as non-governmental organizations and other non-State actors in the area of operation;
  • Track the movement of staff; national and international and provide advice related to travel as per safety protocols to ensure the safety of staff while travelling.
  • Support actions during the implementation of the Security Plans, and SOPs, as required.
  • Distribute advisories to all staff and senior management team members, including SMS alerts, phone alerts, email alerts.
  • Maintain regular contacts with Security Focal Points of INGOs and UN agencies;

2. Monitoring compliance with Minimum Operational Security Standards (MOSS) and updating Safety Level System as established for the duty stations.

  • Updating MOSS/SLS on monthly basis, provide advice on safety and security measures for the residences and report to AM and Country Safety Manager.
  • Implementing Safety Improvement Plans – SIPs based on MOSS requirements and outputs.
  • Regular inspection of the DRC compounds for any problems (perimeter lights, walls, generator, spare fuel, trash, fire extinguishers, smoke detectors, etc.) and received verbal confirmation of compound checks from field offices.
  • Review, update and eventually replenish, all the safety and security equipment, first aid kits, fire extinguishers, hibernation kits, etc. and make sure they are accessible to all staff (in vehicles, staff house, offices).
  • Supervise the implementation of physical and asset protection protocols and regulations.
  • In coordination with Supply Chain department ensure that DRC drivers conduct daily vehicle checks prior to travel.
  • Ensure that appropriate access controls are in place for all DRC facilities.
  • Administer pass and ID system;

3. Provide support in organizing and conducting training courses on security awareness and preparedness.

  • Providing Safety briefings to newly assigned staff members.
  • Conduct Safety briefings to international staff working or visiting Yemen, as required.
  • Assist in conducting Personal Awareness and Safety Training – PAST or any related safety training as per DRC policy in coordination with CSM.
  • Monitoring and supervision of security guards, watchmen, and drivers. Drivers are supervised by the supply chain, however, regular awareness training and adherence to SOPs needs to be monitored by the STL.

4. Lead in updating, reviewing or creating (SRAs) Safety Risk Assessments:

  • Assist in reviewing SRAs regularly for all duty stations and creating new ones as required
  • Conducting Safety Risk Assessments for roads and areas of operations as needed for the operation.
  • Snap risk assessment for areas of visits by staff and recommendation taken into consideration international staff.
  • Conduct regular field site assessments and advise on mitigation measures.

5. Performs other security-related tasks assigned by the Area Manager:

  • Support in obtaining visitors visas, residence visas, work permit, and other documentation required by DRC staff and visitors in/to the area of responsibility in coordination with visa main focal point in the CO.
  • Process of getting the required movement permits from authorities – MOPIC, and MoI and liaise with other actors for staff movement matters.
  • Assist the Program Support Officer in processing grants sub-agreements through different authorities on various levels.
  • Assist the CSM in the process of de-confliction procedures; submit requests and regular update/follow.

6. Provide general administrative assistance to the AM:

  • Maintains routine and confidential correspondence files/documents with MOPIC and other government offices as needed;
  • Maintains a database on contact details in relation to authorities;
  • Arrange appointments, receive visitors, place and screens telephone calls and answer queries with discretion, and takes minutes and/or notes at meetings.
  • Ensuring regular bi-weekly safety briefings to all staff including the bi-weekly meeting.

7. Performs any other duties as assigned by AM or CSM.

Experience and technical competencies:

  • 3 years of experience in security/safety, preferably as safety and security manager/adviser/team leader/officer with an INGO.
  • Proven leadership skills and a competence in people management
  • Experience working in multicultural work settings.
  • Proven ability to develop and implement effective and contextualized protocols and systems
  • Experience with information gathering, analysis and report writing
  • Ability to conduct and produce high quality safety risk assessments (SRAs)
  • Experience with critical incident management
  • Experience with delivering safety-related training
  • Experience working in hostile or hazardous environments
  • Experience working with national partners, local/government authorities, and UN organizations

Required qualifications:

Education:

  • A university degree or diploma in a discipline in political science, peace & conflict studies, history, or disaster management or a military education

Languages:

  • Professional proficiency in English
  • Professional proficiency Arabic

We offer

DRC will offer the successful applicant a contract until 31th Dec 2023, renewable dependent on both funding and performance. You must be available to start work As soon as possible, and be willing and able to work in Aden with regular travel to field locations including West Coast and other areas of DRC operations.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment. This position will be placed at Band (G- Manager) and will be reporting to Area Manager.
