Safety Officer -South(Roving)

Who are we?

The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. Programmers include protection, livelihood, food and NFI distribution, water and sanitation, and advocacy amongst others. DRC Yemen has been providing relief and development services in Yemen since 2008. DRC has mainly focused on refugees and migrants displaced by conflict and natural disasters.

DRC, through its specialized business unit, (HDP) aims to recreate a safe environment where people can live without the threat of landmines, unexploded ordinances and small arms and light weapons”. These goals can be effectively advanced through cooperation and joint action with other organization as well as with integration of operations and programs with its sister organization, DRC.

DRC Yemen’s response

Danish Refugee Council (DRC) has been operating in Yemen since 2008 using a protection of human rights framework. DRC initially worked in Yemen with mixed migrants coming from the Horn of Africa who are displaced by conflict and drought. Since then, DRC expanded its sectors of intervention and is now providing humanitarian assistance in nineteen governorates throughout the country. Current programme sectors include protection, food security & livelihoods, WASH, Shelter, humanitarian mine action and CCCM. Safety assessments are carried out ahead of program activities and in light of security threats.

Overall purpose of the role:

The Safety responsibility is to monitor the overall safety situation, track staff movement, ensure safety regulations are applied at all levels, and provide sound and timely advice to DRC/HDP staff and management in order to support the secure and efficient delivery of program activities in Yemen.). In addition, the government liaison functions ensure that requirements relating to DRC’s national registration are fully met.

Geographic scope: Country (Yemen)

This role has a country focus and ensures compliance to DRC procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations while overseeing country activities.

Key Responsibilities:

  • Assist with the implementation of regional safety policies, safety rules, and standard operating procedures (SOPs) related to the safe implementation of program activities.
  • Regular visits to fields and DRC offices in South and West Coast to cover any safety gaps and support as required.
  • Track access, operations and in monitoring of staff field movements & deconfliction.
  • Under the supervision of the STL ensure the proper process in the visa application process.
  • Act as the local contact for safety coordination and information sharing between the relevant actors within all areas where DRC has the warehouses.
  • Collect, verify, analyze, and submit timely and regular reports to STL regarding issues that affect, or may affect DRC operations.
  • Prepare and submit Safety Incident Reports (SIR) when required.
  • Deliver required documentations which are required by DRC staff and visitors for concerned authorities in order to obtain visa.
  • Assist the STL with required documentations in order to meet the requirements by MOPIC regarding registration of organization and sub-agreements.
  • Assist STL in incident and emergencies by carrying out assigned tasks in order to maintain prompt action and support for staff.
  • Monitor the evolving situation in the area of DRC operations in the area of his/her responsibility (South) in coordination with other actors as per regional, country, and program guidelines;
  • Establish a network of contacts with relevant government offices, including MOPIC, MOSAL, Immigration and the IDP Exclusive Unit, and represent DRC at safety meetings, including active participation in safety-Liaison meetings in Aden as needed);
  • Provide operational safety briefings and orientation to all new and visiting staff in the area of his/her responsibility;
  • Assist in training on safety procedures, security awareness, PAST, access and counter-surveillance; mission planning, and fire safety (as required) for field offices staff in the area of his/her responsibility;
  • Assist in the management of safety incidents and crisis, provide timely and accurate incident reports and analysis, including analysis of organizational lessons learned;
  • Monitoring and supervision (as required) of security guards, watchmen, and drivers where it relates to safety measures, local safety rules, and standard operating procedures and conduct required trainings when needed.
  • Supervise the implementation of physical and asset protection protocols and regulations;
  • Ensure that appropriate access controls are in place for all DRC facilities;
  • Assist in regular Security Risk Assessments (SRAs), including regular review of Safety Level System (SLS) and Minimum Operating Safety Standards (MOSS) as per DRC policy.
  • Advise and assist in the procurement/security upgrades and issue of safety equipment such as fire extinguishers, CCTV system, and fire/some detectors.
  • Track safety-related incidents and developments and provide trend/pattern analysis;
  • Conduct regular field visit/site assessments and advise on mitigation measures;
  • Carry out other activities as requested by the STL or Area Manager.
  • Other duties assigned by the Area manager or his/her designate.

Reporting Arrangements

With regards to safety policy, DRC has a dual-line reporting structure. The LSO will report to the safety Team Leader, in the absence or deployment of the STL to the field, the safety officer will report to the Area manager and to Country safety manager on technical aspect.

Deliverables:

  • Confirm that all new staff and visitors have completed their Travel Clearance Requests (TCRs).
  • Confirm that all visitors have Visitor IDs and that all expected visitors list submitted by each department.
  • Confirm that all panned staff movements are indicated on the Movement Boards (International departure /arrivals, leave dates, etc.) and that all field movements are pre-approved, tracked (via regular phone check-ins), and followed up with a post-trip briefing.
  • In the absence of STL, distribute advisories to all staff and senior management team members, including SMS alerts, phone alerts, and email alerts.
  • Ensure that DRC drivers conduct daily vehicle checks prior to travel in consultation with logistics department.
  • Perform daily rounds to check DRC compound for any problems (perimeter lights, walls, generator, spare fuel, trash, fire extinguishers, smoke detectors, etc.) report the same to the STL.
  • Check on guards (are they performing their duties, on time, log books filled, etc.) and confirm guard performance in field locations.
  • Check that First Aid kits are fully equipped and accessible to all staff (in vehicles, staff house, offices).
  • In the absence of STL, Receive weekly update from all DRC field offices in south/WC and complete Weekly Safety Situation Report email to the Area Manager and CSM.

Experience and technical competencies: MINIMUM QUALIFICATIONS:

  • At least 2 years of experience in similar positions.
  • The applicant should be a Yemeni National, either male or female, and based in Aden.

Successful applicants will be able to demonstrate:

• Some competency in computing: Microsoft Word, Excel and Email software

• A good understanding of refugee, migration and protection-related issues

• Health Safety and Environment (HSE) training is a big advantage

• A good understanding of local politics and history

• Previous experience in safety and security or in liaison with authorities

Required qualifications:

Education:

A university degree in a discipline related to security management, international studies, military/police studies, public relations or journalism.

Languages:

  • Professional proficiency in English
  • Professional proficiency Arabic

We offer

DRC will offer the successful applicant a contract until 31th Dec 2023, renewable dependent on both funding and performance. You must be available to start work As soon as possible, and be willing and able to work Aden with regular travel to field locations.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment. This position will be placed at Band (NMH2) and will be reporting to Safety Team Leader.
