About the job

The Country Safety Manager is responsible for ensuring the proper application of DRC’s Safety Risk Management System (SRMS) and Global Safety Policy. The Country Safety manager, in close cooperation with Senior Management and Field Safety Focal Points, is responsible for managing known and unknown safety risks, leading on day-to-day safety management, advising on risk thresholds, managing critical incidents, supporting with access issues and ensuring the operational resilience of DRC South Sudan programme. The Country Safety Manager provides technical support and coordination to DRC Safety Focal Points in the field.

Core Responsibilities Overview:

  • Safety Management and Policy Compliance
  • Ensure full compliance with DRC’s Global Safety Policy and Safety Risk Management System (SRMS).
  • Lead on Safety Risk Assessments (SRA), Safety Level Systems (SLS), and Safety Improvement Plans (SIP).
  • Monitor and maintain compliance with Minimum Operating Safety Standards (MOSS).
  • Identify and manage current and potential safety risks.
  • Develop and adapt security protocols to support ongoing field operations and emergency response.
  • Support safe access to areas for programming.
  • Produce contextual security analysis and ensure the availability of updated safety documents (incident logs, maps, advisories, etc.).
  • Deliver safety training (personal security, first aid, incident response).
  • Maintain training records and mentor safety focal points and field guards.
  • Coordinate during crises with HQ/Regional offices.
  • Take part in the Incident Management Team (IMT).

  • 3+ years in a senior safety role in high-risk/conflict settings.
  • Proven incident and crisis management experience.
  • Experience engaging with UN and other stakeholders.

  • Skilled in writing and updating SOPs and contingency plans.

  • Strong analytical reporting skills for context and security analysis.

  • Able to design and deliver safety training for national and international staff.

  • Calm under pressure, motivator, strong communicator, team-oriented.
  • Ability to work independently and flexibly in insecure environments
  • Fluent English; Willingness to travel on short notice to difficult areas
