You have:

Danish Refugee Council, one of the world’s leading humanitarian NGOs working in 40 countries worldwide and has been operating in Ukraine since 2014. With the outbreak of the current phase of the conflict in February 2022, DRC has shifted its programming to emergency response to meet the urgent needs of conflict-affected population and is currently undergoing a significant scale up in operations to meet the need. Current DRC programming is focusing on protection activities, Multipurpose Cash Assistance (MPCA), NFI and Food distributions, Shelter & WASH interventions, Economic Recovery, Humanitarian Demining and Explosive Ordnance Risk Education in 5 offices across the country.

Currently undergoing a period of growth as an organization, DRC Ukraine in looking for highly qualified Roving Safety Coordinator based in Kyiv but with frequent and prolonged travel to the field.

Overall purpose of the role Work in close collaboration with Area Managers and field Safety Officers to ensure high standards of compliance to DRCs Safety Risk Management System (SRMS) and coordinate all aspects of safety across area of geographic responsibility to ensure safe and effective programing

Geographic scope: Area (Ukraine – Roving) This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to base operations.

Main responsibilities

Safety Risk Management

  • Oversee the Safety Risk Management (SRM) process
  • Develop area and country safety management policies, protocols and procedures
  • Facilitate Safety Risk Assessments (SRAs) and support the implementation of mitigation measures
  • Analyze, manage and report relevant information within geographical area of responsibility to Country Safety Manager (CSM), Area Managers (AM) or any other relevant part as necessary on relevant context updates in a timely and proactive manor
  • Create, update and maintain relevant safety documentation, data and records for the areas of concern
  • Develop the capacity of, and coordinate, relevant Crisis Management Teams (CMTs)
  • Provide technical advise on the procurement of safety-related equipment, facilities and other resources
  • Review and approve field movement requests, working with program teams to produce safe plans where necessary and then monitor field movements remotely
  • Coordinate emergency responses at a local level within geographic area of responsibility

Training, supervision and support One of the primary functions of this role is to develop the capacity of safety officers and assistants and therefore, a strong emphasis of this position is training and mentoring:

  • Collaboratively create development plans for safety officers and assistants within geographical area of responsibility and support officers/assistants to progress through the plan
  • Support and deliver safety-related training to program staff
  • Mentor and provide technical supervision to local safety staff including guard and drivers
  • Facilitate surge support to CMTs as required.

As Coordinator the post-holder is responsible for the following: • Responsible for coordinating strategy and operations within a specific discipline in a region or country • Usually has technical line responsibilities within a given discipline, for both strategy and operations • Provides specialist advice and support to set strategy and assure operational quality and compliance

Roles reporting to this position

Technical supervision of all safety staff in the area of responsibility Reports to: Country Safety Manager

Works in close collaboration with Area Managers

  • Experience with delivering safety-related training

  • Full professional proficiency in English

Required education Bachelor’s degree in political science, peace & conflict studies, history, disaster management

And/or:

  • Relevant professional experience including, but not limited to:
  • Military/Police service
