Job Description

Background of the project

Across Southeast Asia, areas of persistent conflict intersect with high degree of disaster risks and result in complex protection risks for civilians during flare-ups of violence or the onset of a disaster. The principle objective of the preparedness for protection programme is “to strengthen the resilience of conflict-affected communities to face protection risks posed to vulnerable women, girls, boys, and men during humanitarian emergencies/crises in SE Asia.”

The programme will embed marginalized and vulnerable groups, with a focus on women's empowerment and participation across all components. It will be delivered in the “deep south” provinces in Thailand, in Mindanao in the Philippines, and in a 3rd conflict-affected location with similar needs and gaps to be assessed based on the evolution of the context.

In Thailand the programme will be delivered by implementing partner Thailand Association Social Workers (TASW) – a local government agency and will cover four provinces:

- Songkha - Pattani - Yala - Narathiwat

Scope of Work:

The consultant will conduct a security risk assessment in the anticipated operational areas of Thailand to prepare for programme implementation.

The consultant will undertake the following specific activities:

- Conduct a contextual analysis of the programme area in order to provide a good understanding of the operating environment in the area. - Organize meetings with local authorities, local contacts, and government agency to develop a thorough understanding of the current security and operational requirements and likely future challenges facing IRC in southern provinces where would be appreciated. - Carry out on-site assessments of hotels, roads, districts and other infrastructure which the IRC may need to use. - Complete a comprehensive Security Risk Assessment in order identify key IRC-specific safety, security and programmatic risks and define relevant risk mitigation measures to enable the safe conduct of future activities. - Conduct a detailed security assessment of IRCs proposed partners capacity and make recommendations for IRC support if/where required.

Deliverables:

After the conclusion of the trip, the consultant will provide a detailed post-trip report that includes:

- A summary of key activities conducted during the visit. - A contextual analysis of the programme area. - A Security Risk Assessment of the programme area which includes assessments of hotels, roads, districts, potential location for an IRC office and other infrastructure which the IRC may need to use. - A safety and security assessment of the envisaged partners with applicable recommendations. - Safety and security related programme and operations recommendations for the successful implementation of the programme.

Requirements:

Due to COVID-19 restrictions, only consultants currently in Thailand and with permission to work in Thailand will be considered.
