UNMISS was established in 2011 under the auspices of the UN Department of Peacekeeping Operations (DPKO); subsequently, UNMISS mandate has been renewed through resolutions 2057 (2012), 2109 (2013), 2155 (2014), 2187 (2014), 2223 (2015), 2241 (Dec. 2015) and 2304 (2016).

In resolution 2567 (2021), the Security Council adopted a three-year strategic vision for UNMISS to: (1) prevent a return to civil war in South Sudan; (2} build durable peace at the local and national levels; (3) support inclusive and accountable governance; and (4) facilitate the conduct of free, fair, and peaceful elections in accordance with the Revitalized Agreement. rt included an explicit direction for UNMISS to use "technical assistance and capacity building to support South Sudan to restore and reform the rule of law and justice sector, in order to strengthen protection of civilians, combat impunity, and promote accountability."

The UNMISS Strategic Vision for 2021/2024 identified five tracks of engagement to achieve these objectives; two of the tracks are directly linked to UNMISS Rule of Law Advisory Section (RoLAS)'s ongoing and planned activities. This post will support RoLAS's engagements with national rule of law institutions to expand access to justice. The incumbent will perform legal research and comparative analysis to shape the section's technical advice and support for critical legal reforms aimed at enhancing individual and institutional accountability; strengthening linkages along the justice chain to increase service delivery and promote accountabil1ty; and facilitating meaningful public consultations on legal and policy reforms on topics including judicial independence, public oversight, and the effective resolution of housing, land and property disputes. Continued interventions in these areas - as the UNMISS Strategic Vision notes are designed to promote a strong and integrated justice ·chain that is key to the protection of civilians, breaking cycles of violence, and holding peace spoilers accountable, as well as to fostering a culture of accountability for the violence and human rights violations that undermine peace and stability.

Under the overall supervision of Director, Rule of Law and immediate supervision of the Senior Rule of Law Officer/Senior Judicial Affairs Officer, the UN Volunteer will undertake the following tasks:

• Provide technical and operational assistance to national partners in programme development, design, an (implementation to increase coordination across the justice chain and enhance capacity of national justice and security institutions to ensure accountability, including through monitoring and advocacy in support of mobile courts and other co-locations with national justice actors in Juba and Field Offices. • Develop and maintain relations with government officials and other key players and actively promote coordination and communication between international and national partners, with a view to supporting deployment of mobile courts and ensuring that all technical advice is provided in a harmonized manner and support is consistent with international best practice and human rights. • Support the section's legal reform activities by researching and formulating technical legal and policy guidance for mission leadership, and international and national partners on a range of issues relating to the implementation of the R-ARCSS.

the field of practicing lawyer, prosecutor, judge, legal academic or advisor in the field of justice at the national or international level, either as a magistrate, in Government, or in a law firm, with experience in criminal law matters is required.

Field experience is required, including preferably at least one year of work experience in a transitional, developmental or post-conflict setting.

Living conditions vary between UNMISS duty stations. Each duty station where UNMISS has a field presence has basic residential camp facilities, which includes running water and electricity. Candidates should be aware that accommodation may be austere with the possibility of water shortages and power blackouts. On arrival in Juba accommodation will be on a share basis. Ablutions will also be shared. As the accommodation situation improves single unit accommodation, with an attached ablution, should become available in all locations. Hard wall accommodation is available in Juba.

All UNMISS duty stations apart from Entebbe, Uganda are considered non - family duty stations. The security level of UNMISS duty stations is classified by the UN Department of Safety and Security (UNDSS) who will brief on arrival. A number of locations in South Sudan are prone to conflict.

Primary health care services (preventive and curative) are provided in 11 United Nations Owned Equipment (UNOE) Level-I clinics, 21 Contingent Owned Equipment (COE) Level-I clinics, 4 COE Level-II medical facilities within the mission area and the establishment of contractual agreements for Level-III and Level-IIII care outside the mission area. The 4 Level-II facilities available in Juba, Bor, Malakal and Wau, run by the Troop Contributing Countries (TCC), take referrals from the Level-I clinics and provide hospital-based care.

The climate is tropical with a rainy season in many areas, which should normally span from around April to October. Ability to live and work in difficult and harsh conditions is essential.
