The IRC Yemen began its programs in October 2012. Since establishing its presence in the South of Yemen, in the Red Sea Coastal city of Aden, the organization has grown from just an implementing small project to handling large scale emergency and relief operations. Following the war which broke out in Yemen in March of 2015 and the humanitarian disaster, which was crafted by the same, IRC launched one an emergency response program in the southern governorates of Aden, Lahj, Abyan, Shabwah and Aldhalea. Currently IRC Yemen is operating in eight governorates in the south and north of Yemen and Sana’a and Hodeidah in the North through direct programming and through local partnerships, in Health, WASH, Nutrition, Economic Recovery Development, Education, Child Protection, Gender and Women Well-being .

Scope of work:

The Roving Integrated Protection Manager will oversee the Women well-being (WWB) and Child Protection programs, providing strategic leadership and ensuring the execution of program activities across various sites, in alignment with IRC’s standards and technical guidelines. This role involves direct leadership over IRC staff and partners, focusing on the effective implementation of protection strategies to enhance the safety and dignity of communities we serve.

Job summary:

The Roving Integrated Protection Manager will provide overall leadership of the WWB and Child Protection programs. S/he will provide regular technical support and monitoring visits to WWB and CP teams working in all program areas to ensure that interventions are technically sound, take into account international best practices, and are appropriately meeting the needs of survivors in target communities. The Integrated Protection Manager will be expected to spend 50 % of their time in Sana’a and 50% of their of time in field locations, managing, working with, training and mentoring field teams. This position is responsible for programmatic resource development, and advocacy related to IRC’s WWB and CP response and Consortium partners. The Integrated Protection Manager supervises the WWB Program Senior officer and the Child Protection Senior officer .

Working relations:

- Position reports to: Consortium coordinator - Indirect reporting: WWB coordinator and Senior CP Manager - Position directly supervises: WWB Senior officer and CP Senior officer

Main responsibilities:

- Ensure the technical quality of all IRC WWB and CP programming with consortium partners. - Provide technical and management leadership to the WWB and CP programs in accordance with best practice and IRC policy. - Foster a collaborative and positive work environment – one that encourages learning and professional growth for WWB and CP teams. - Design and Lead on protection assessment in various location as required in order to determine protection gaps and needs and inform program development. - Actively develop and maintain effective working relationships with key stakeholders, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors. - Responsible for the overall implementation of WWB and CP grants under the consortium. - Support implementation and ensure adherence to grant work plans, spending plans and monitoring and evaluation plans. - Work closely and coordinate with IRC Operations, Finance and Grant departments to ensure compliance with grant requirements. - Support development and maintenance of effective and efficient oversight, support, quality control and reporting systems and processes. - Ensure high-quality IRC and donor reports on activities, indicators and achievements.

Partner Management

- Ensure partner mapping across the response, foster positive relationships and identify areas for collaboration with local actors. - Ensure collaborative program design processes that fully leverage the perspectives, experience and expertise of local actors, where possible based on collaborative needs assessment processes. - Provide technical support, mentorship and supportive supervision to implementing partners. - Ensure regular performance monitoring of partners to achieve the set WWB and CP program objectives. - Explore with partners potential capacity strengthening support, including system strengthening for government partners, and organizational development for civil society partners, and identify needed resources (in collaboration with the Partnership Lead). - Promote and apply the IRC’s Partnership Excellence for Equality and Results system (PEERS).

Coordination & Representation

- Actively develop and maintain effective working relationships with key stakeholders, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors. - Regularly attend GBV sub-cluster meetings and the CP sub-cluster meetings at appropriate levels to feed in IRC priorities from the field. - Lead high-level advocacy with peer agencies, government, and other stakeholders to promote delivery of inclusive and high quality response services - Coordinate with other IRC sectors (i.e., protection, health, and livelihood programs) to provide relevant input and support enhancing the protection and empowerment of women and girls as well as child protection.

Monitoring responsibilities

- Oversee all internal reporting. - Quality collection of data towards donor and internal indicators. - All donor reporting. - Quality case management data collection and storage.

Other duties:

- Consistently and proactively monitor/assess the safety and security of field teams, promptly reporting concerns or incidents to IRC management and liaising with other external parties as required to maintain/enhance the security environment. - Other duties as assigned by the supervisor to enable and develop IRC programs.

Qualifications

REQUIREMENTS: (Qualifications, Skills and Abilities):

Education:

- Degree or equivalent in social work, health (MPH), psychology, social science, humanities or other related degree or demonstrate strong comparable work experience in relevant sector

Experience:

- At least 3 years of experience, including substantial management experience in CP/WWB programming and at least 2 years experience in direct service provision for protection activities. - Previous experience in child protection programing, including psychosocial support for children, and good understanding of Unaccompanied and Separated Children specific needs preferred. - Previous experience in partnership with local organization, providing capacity building and coaching and collaborating on project design and implementation. - Previous experience supervising and managing a multi-disciplinary team in a cross-cultural setting - Previous experience in emergency preparedness and response - Demonstrated experience in grant management, budgeting and reporting

Skills and Abilities:

- Capable of applying skills and knowledge in a range of capacities, including direct implementation, advisory functions, training and the transfer of technical knowledge and management skills to others - Willingness to travel to IRC intervention areas - Personal qualities: Team player, flexible, network-builder, able to handle pressure well - Sense of responsibility and ability to properly handle sensitive or confidential information - Excellent computer skills in programs such as: MS Word, Excel, PowerPoint

Proficiencies:

- Proficiency in Arabic. - Written and spoken English is required

Work Environment

- The successful candidate will be based in Sana’a , with regular travel to IRC and partner intervention areas.
