Background/IRC Summary: The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistant to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.

Job Overview/Summary: The Roving HR Manager will manage and oversight Recruitment, Learning & Development and support staff within Thailand country program which includes the Bangkok office and multiple field locations to ensure efficiency and effective support to employees. The Roving HR Manager will apply Thailand Employee Handbook, HR policies, best practice and promote a positive organizational culture, minimize risk and ensure effectiveness and efficiency of work processes. The Roving HR Manager is responsible for conducting full life cycle recruiting. He or She collaborate closely with hiring managers and all departments on Human Resources matters in term of recruitment, hiring, and Learning & Development. All work will be accomplished in a spirit of partnership and service with the hiring managers and management team.

Major Responsibilities

Recruitment

- Recruit highly qualified talent and achieve a consistently efficient time to fill for positions in Bangkok and all field locations. - Oversee the whole recruitment procedures, practices, strategic recruitment for assigned positions according to IRC policies. - Conduct full loop of recruitment activities for all locations by selection, screening, interviewing, evaluating candidates, checking reference, and conducting pre-employment check - In consultation with Hiring Managers and HR Coordinator/Lead, offer salary level and benefit package. - Proceed recruitment process through Cornerstone system - Work with Hiring Managers to decide the best candidate to hire for the position - Responsible for and assure the correctness of recruitment advertising for all positions. - Responsible for internal job vacancy announcement. - Increasing IRC' profile to reach a broader and wider market of candidates; Finding new, innovating, and creative ways to make IRC an appealing and desirable agency to work for. - ln the collaboration with other HR team members, building of talent pipeline, interview assessment, improves hiring quality, speed and volume through aggressive candidate pipeline development and management. - Continually look for new ways to recruit, online job boards, network with other NGOs, etc. - Regularly updated Recruitment tracker. - Make sure recruitment documentation are updated and keep systematically - Ensure all recruitment documents are completed and accurate for audit purpose. - Gain a deep understanding of IRC’s programs and operations, in order to provide superior talent sourcing, recruiting, and hiring - Perform as HR delegated member in interview process. - Update weekly recruitment report - Assist HR Lead in reviewing, improving, and updating policies and procedures related to recruitment and hiring. - Provide training related to Job-aid to hiring managers and staff as required.

Staff Learning and Development - Develop L&D plans in consultation with sector leads, assessing on PME results & goal setting forms, facilitate and run different training initiatives by searching appropriate facilitators. - Prepare draft capacity building proposal plan annually. - Support, facilitate and arrange training for staff. - Ensure staff are aware the development opportunity such as KAYA, compass and strengthen country level participations and completions. - Encourage and ensure staff complete IRC mandatory training. - Working with HR Lead for the talent assessments tools, succession planning, career development, leadership development and high potential development to support organization. - Support supervisors and employees in their development. - Analysis & report for the training evaluation/feedback of staff/facilitator to HR Lead - Maintain and update training records for staff.

Other responsibilities

- Represent IRC positively and professionally in both internal and external relations and situations. - Always keep HR information private and confidential. - Coordinate with field HR staff and assist them in response in HR matters to run the work smoothly and effectively. - Cover tasks related to recruitment and hiring for HR field focal points when required - Perform other HR duties as assigned by HR Coordinator/Lead.

Key Working Relationships:

Position Reports to: HR Coordinator/ Lead Other Internal and/or external contacts: Internal: Hiring Managers, IRC staff, Sector leads, Department leads, HR team members in Bangkok and field offices, Field Coordinators, Senior Management Team. External: Recruiting agencies, NGO HR network.

Qualifications

Job Requirements:

Education - Bachelor’s degree in human resources management or Business Administrative or related field

Work Experience - Minimum 5-7 years relevant experience in HR Management and Development - Experience in recruitment and L&D function - Good Knowledge of Thai Labor Law and legal concern. - Experience in a non-profit organization and international environment is preferable

Demonstrated Skills and Competencies - Ability to priorities tasks, work under pressure and respond to urgent requests - Excellent multi-tasking, organized and follow-up skills, deadline oriented, good team player and can work well under pressure - Positive attitude and excellent service mind. - Time management skill and Prioritization skill - Good interpersonal and communication skills - Computer proficient and demonstrate skills in database management and record keeping

Language skills: - Excellent in English communication both written and spoken.

Working Environment: Based in IRC Bangkok office, available to travel to field offices when required
