ORGANIZATIONAL CONTEXT

The hunger crisis in Afghanistan is unfolding at a rapidly, with over half the country’s population of 40 million now facing acute food insecurity—the highest number the humanitarian community has ever seen in Afghanistan. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods.

Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month on month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.

JOB PURPOSE

This job aims to develop, maintain, test, and implement IT solutions in line with business requirements. At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen problems daily. Furthermore, jobholders are typically expected to develop part of the database and provide end-users technical support after IT solutions are delivered in line with business requirements.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Write program code to support developing and implementing efficient and effective IT solution components.
  • Keep up-to-date technical systems documentation for developed IT solutions in order to support systems maintenance.
  • Perform unit and integrated testing of new, enhanced, or fixed code in order to ensure completeness and adherence to technical specifications.
  • Assist in installing, configuring, and customized IT systems, ensuring compliance with WFP's IT standards, guidelines, and procedures.
  • Assist in releasing IT systems and provide early life support to prepare for and enable proper use of the IT solution.
  • Carry out system and equipment maintenance tasks, such as System Backup, System Protection, and System Security.
  • Undertake essential monitoring and troubleshooting of server systems to ensure consistent delivery of IT services to staff.
  • Respond to any technical and operational level queries and provide support accordingly.
  • Provision of support to field offices' ICT colleagues for SCOPE implementation and operationalization.
  • Undertake essential monitoring, user management, equipment management, and all technical task related to SCOPE.
  • Ensure proper information is uploaded to the SCOPE system from CP and other partners.
  • Work positively, co-operatively, and respectfully as a member of the ICT unit with other users.
  • Ensure information is up to date and accurate within inventories, databases, websites, and archives in order to support senior officers in managing these systems.
  • With direction from senior colleagues, collate information to be included in standard material, such as training documentation and web content, to contribute to the availability of information about services and products.
  • Follow set emergency response processes and procedures as required to provide support in

  • Take care of any task assigned by the line manager.
  • Resolve users' queries independently, escalating if required, to ensure that standard IT questions are answered, and accurate information is provided.
  • Design and develop database architecture, modifying databases, and products according to client needs.
  • Collect and collate data, and conduct fundamental analysis to support the development of accurate reports.
  • Contribute to the analysis of outcome data, recommend improvements to program interventions, and enhance WFPs' ability to demonstrate outcome focused results.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Assist the frontline team with daily ICT support.
  • Assist primary and initial deployment of new ICT infrastructure at the office, including installing, configuring, and maintenance of over ten servers, Cisco switches, Firewalls, Access points, VSAT, PABX, and P2P links.
  • Ensure all System backups and data security/privacy through collection and analysis of accurate reports on ICT activities, investments, and deployment, and manage WFP corporate standard applications including, but not limited to, support of Office 365, Glass, Teamwork, ITS (Invoice Tracking System), WFP Box following WFP ICT policy.
  • Effectively manage WFP LAN, WAN, and P2P equipment daily and provide on-time support to around 30 end users.
  • Prepare, contribute, and draft ICT documentation including but not limited to APP (Annual Performance Plan), DRP, SOPs, MoUs, NFRs, System manuals, and directives.
  • Ensure that staff have access to the required ICT services and products on Intranet and Internet 24/7.

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Bachelor's degree in computer science, Computer Applications, or MIS (Management Information System)
  • Holding DBA (Database Administration) and data visualization/analysis Certifications is an advantage.

Experience:

  • Five or more years of progressive experience in ICT. Fluency (level C) in English language and fluency in local

Language:

  • Ability to write and speak in English, as well as Pashto and Dari

Knowledge & Skills:

  • Good knowledge of data analysis and data visualization in Tableau and PowerBI.
  • Advanced knowledge of PHP, Phyton, and .Net languages with various frameworks.
  • Advanced knowledge of SQL, MySQL, and PostgreSQL
  • Understanding CRM (Customer Relationship Management), e.g., SugarCRM, and providing first-level support.
  • Excellent verbal communication and presentation skills, especially in representing their technical expertise to a diverse audience.
  • Advanced understanding of MySQL configuration, replication, backup, and recovery.
  • Basic understanding of Cloud technology, e.g., Microsoft Azure, AWS (Amazon Web Services).
