Purpose of the Position

Within the Regional General Management Cluster, the Human Resources Unit is responsible for human resources planning, selection and recruitment, application of classification standards, the administration and management of all fixed-term professional and general service staff, consultants, Short-Term professionals, special services agreements. The Human Resources Specialist, Operations will be responsible for all aspects of contract management, entitlements and salaries, working very closely with HR staff in the various Offices with the AFRO Region and with Global Human Resources in the Global Service Centre. He/She will also manage all HR Information and data and prepare analytical reports for the Region.

2. Job Description

  • Objectives of the Programme and of the immediate Strategic Objective

    The objectives of the Human Resources Unit are to carry out in an efficient and timely manner, all human resources activities for the WHO Regional Office for Africa and 47 countries in the African region, including position classification, recruitment, contract administration, policy formulation and staff development and to provide advice on personnel matters to senior management and approximately 2200 fixed and short-term staff members in the region.

  • Organizational context

    Reporting to the Senior Human Resources Officer, the incumbent has the overall responsibility for HR Operations, applying relevant guidelines, rules and procedures. Additionally, the incumbent provides advice to staff and managers on Human Resources management issues related to Operations. The incumbent works very closely with HR staff in the various Offices within the AFRO Region and with Global Human Resources in the Global Service Centre.

  • Summary of Assigned Duties

    Under the general guidance of the Regional Human Resources Manager and the direct supervision of the Senior Human Resources Officer, the incumbent will perform the following duties in the context of the portfolio of activities within his/her responsibility: Manage a range of issues related to staff contract management and processing including monitoring appropriate use of various types of contracts in consultation with HR Specialist, Administrative Law Officer; Leads the advocacy for the implementation, monitoring and contract compliance; Interact with Managers to identify contract related issues and propose proactive solutions in a timely manner; Develop checklists and tools for contracts. Create a repository reference where all information on contracts can be found easily by staff and managers; Manage staff separations in compliance with proper rules and procedures; Provide Support/Advise to Management on interpretation of new contract and separation guidelines and policies; Provide guidance to staff on staff entitlements and benefits. Serve as a resource person for induction workshops for new staff in these areas; Respond to queries related to staff entitlements and benefits; Responsible for maintenance of HR data records, management and reporting; Provide advice and guidance on Compensation issues and manages the Cost-of-Living Survey, Salary Survey; Contribute to the HR Team objectives such as the

Transformation Agenda HR actions and HR Related business improvements. Provide back-up to the supervisor. Work on HR related projects as a member of the HR Team.

Functional Knowledge and Skills

Education Qualifications

  • Essential

    First university degree in human resources/personnel management, public or business administration, law or social sciences, or any other related field.

Desirable

Post graduate degree in any of these disciplines.

Experience

  • Essential

    At least 5 years of experience in Human Resource management.

Desirable

Experience in HR Operations within the UN System.

Essential: Expert knowledge of English or French and working knowledge of the other.

Desirable:

Other Skills (e.g., IT)

Sound knowledge of computer applications. Knowledge of automated personnel systems.

REMUNERATION WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 64,121 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
