OBJECTIVES OF THE PROGRAMME

The incumbent is responsible for leading the development and implementation of monitoring and evaluation of public health programmes and emergency operations or the respective WHO country office. This ensures the availability of critical data and management information on programme results, while providing effective backstopping of technical units in the application of results-based management approaches. In the context of the WHO Health Emergencies incident management system, the incumbent will lead tracking of the evolution of the respective incident, as well as the response, within the defined strategy.

DESCRIPTION OF DUTIES

The incumbent will perform all or part of the following, and other related responsibilities as required by the needs of the office.

  • Oversee the preparation and implementation of the country office’s monitoring and evaluation (M&E) workplan, budget and activities.
  • Lead the development and implementation of the country office’s strategic planning processes with emphasis on participatory reviews of national programmes.
  • Provide direction to the programme in identifying public health baselines, and evidence-based, health interventions and their integration and incorporation into related work plans, ensuring compliance with existing reporting requirements.
  • Ensure availability of background documents, concept papers and situation analysis, and lead the development of monthly technical reports assessing the implementation of related programmes.
  • Review changes in the health sector/cluster due to programme or national policies and provide recommendations to facilitate programmatic planning.
  • Oversee data collection and introduce standardized methods to capture and consolidate evidence-based health interventions required to externally support the health sector/cluster coordination and decision-making.
  • Provide oversight on the accuracy, coherence and reliability of up-to-date information about health outcomes and the performance of WHO programmes.
  • Lead the design, implementation and reporting of country office evaluation and programme review activities in line with quality processes, programme priorities and the overall strategy.
  • Ensure the effective dissemination of evaluation findings, recommendations and reports, including lessons learned to the intended audiences.
  • Advise on policy and programme development based on evaluation findings concerning programme relevance, effectiveness, efficiency, and impact.
  • Proactively lead on the integrated planning, monitoring, evaluation and learning activities of national partners, the UN Country Team and the international community, ensuring the sharing of results to stimulate joint engagement.

Emergency response:

  • Lead the monitoring of incidents and the evaluation of outputs including the management, coordination, effectiveness, and resources mobilized for multisectoral emergency prevention, preparedness, response and recovery action plans and programmes.
  • Manage the operational planning and reporting of health emergency activities, verify results-oriented formulations and brief technical leads on proper submissions that culminate in approved operational work plans, and their subsequent programmatic monitoring, evaluation and reporting.
  • Review the impact and effectiveness of responding to health emergencies at the national level, recommend capacities required to improve effectiveness and suggest remedial actions to allow greater predictability, accountability, and partnerships.
  • Perform other related responsibilities as assigned

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree (master’s) in information management, public health, epidemiology, economics, international development, public or business administration. Certified training in results-based management and/ or project management.

Desirable: PhD in epidemiology, biostatistics, information science, with studies/training in public health.

Experience

Essential: A minimum of seven years of work experience relevant to the position (in the design and implementation of monitoring and evaluation strategies, methodologies and tools, including experience in emergency operations or humanitarian context), with some of it obtained in an international work environment.

Desirable: Experience with WHO or other international agencies in monitoring and evaluation. Prior working experience in emergency disaster and health outbreak response at country level, with WHO/United Nations, health cluster partners, recognized humanitarian organizations or with an international nongovernmental organization. Some of the above listed experience to have been obtained in an international context.

Skills

  • Expert knowledge of principles, disciplines, and techniques to develop and implement monitoring and evaluation strategies.
  • Experience in the design, capturing and consolidation of public health planning and evidence-based health interventions.
  • Excellent organizational, oral and written communication skills including the development of reports and presentations.
  • Demonstrated research and documentation skills especially for ‘best practices’ in organizational change.
  • Advanced ability to gather, analyse and disseminate information on best practice in accountability and results-based management systems.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326, (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
