Background and Justification

Purpose of the Position

The position is to provide a full range of human resources management services heading the human resources team of a WHO country office with a small number of staff. The Human Resources Specialist provides support to the Head of the WHO Country Office on human resources planning and management and ensures that HR services for staff at the country office are consistent, in accordance with WHO's staff regulations and rules, policies and procedures, aligned with the needs of the country operations plan and responsive to evolving changes in mandate, operational priorities and budgetary imperatives.

The major expected outputs are the provision of operational HR services on all HR-issues and the efficient and effective management of the dedicated HR team, and through this a discernible contribution to the overall successful implementation of the WHO country operation goals.

Job Description

Objectives of the Division and of the immediate Strategic Objective

The Administration and Finance Division provides administrative and financial services to all the regional activities and programmes to facilitate the achievement of WHO objectives.

The Human Resources Management Unit provides effective HR management support and services to the WHO Western Pacific Region’s (WPRO) technical programmes. The immediate programme ensures the efficient management of all aspects of HR planning and selection services at WPRO, including rotation and reassignment of staff for all programmes and operations. Being a source of authoritative advice on practical HR planning and recruitment-related functions in particular, the division functions as a one-stop-shop for all selection and recruitment related issues and HR services.

Organizational Context

Reporting to the Head of the WHO country office and within the delegated authority, the Human Resources Specialist provides human resources management services managing a small team of dedicated HR support staff in the country office. The Human Resources Specialist is responsible for day-to-day HR operations of the office.

The Human Resources Specialist consults and collaborates with Human Resources Business Partner at the regional office on staffing requirements and structures; ensures the coherent application of Staff Rules and Regulations, and related guidelines in the administration of entitlements, including consistent implementation of delegated authorities and responsibilities on policies and other complex and sensitive matters.

Summary of Assigned Duties

  1. Support the WHO Head of Country Office in respect to human resources and work force planning for the Office and organizes, manages and supervises the HR unit ensuring that the HR team functions transparently, efficiently and effectively.
  2. Provide advice on interpretation and application of HR policies, regulations and rules; advise on benefits and entitlements for staff on the basis of contractual status; advise and counsel staff in regard to responsibilities, code of conduct as well as rights.
  3. Oversee and conduct recruitment and outreach for local staff.
  4. Serve as focal point for the implementation and monitoring of the WHO’s ERP/GSM system with respect to its HR- components.
  5. Provide guidance and ensure compliance across the office in the implementation of the performance appraisal system.
  6. Conducts training and orientation programmes on HR operations issues at country level.
  7. Counsel staff members about talent development opportunities.
  8. Provide HR inputs in the programme and budget development process of the Office.
  9. Act as a focal point for the continuous dialogue between the management and staff representatives.
  10. Attend meetings and participate in salary surveys, DSA/cost of living surveys and provide feedback to counterparts at the regional office and headquarters.
  11. Organize and lead capacity building initiatives related to implementation of related international standards and norms in the assigned area(s).
  12. Preform all other related duties as assigned.

Education Qualifications

Essential

  • University degree in human resources management, business or public administration, law, social science, or related field.

Experience

  • At least five years of progressively responsible professional experience in human resources management and administration.

  • Demonstrated experience in the operational application of human resources management policies and practices, selection and recruitment, and the administration of benefits and entitlements is essential.

Use of Language Skills

Essential: written and spoken English is required

Desirable: French or another WHO language

Remuneration

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD79,764 (subject to mandatory deductions for pension contributions and health insurance, as applicable), and a variable post adjustment, which reflects the cost of living in a particular duty station. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
