This vacancy notice aims to build a roster of HR officers to support emergency operations in the Regional office for Europe.

OBJECTIVES OF THE PROGRAMME

The WHO’s Health Emergencies Programme (The Programme) aims to build the capacity of Member States to manage health emergency risks, and lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

Within WHE, the HR Team is responsible for the provision of high-quality HR services, including during emergency response, as well as effective monitoring of (and compliance with) SOPs leading to continuous improvement and business process excellence.

Summary of Assigned Duties Areas

The purpose of the post is to provide a wide range of HR services for the Health Emergencies Programme. Focusing on; recruitment, pre-boarding and on-boarding formalities for staff and non-staff deployed for outbreaks and health emergencies, compensation & entitlements of emergency workforce, and to be the operational arm of the WHE programme. S/he also contributes to the overall HR goal of creating a credible, pro-active HR Unit that is perceived by staff and management as a value-added resource, where confidentiality is maintained, and creative solutions are developed.

Within the delegated authority, the incumbent is assigned all or part of the following responsibilities:

Talent acquisition and selection of staff and non-staff:

Contributes to the efficient management of filling vacancy positions in line with established selection and talent acquisition policies and procedures.

Acts as a focal point for hiring managers and administrative officers/assistants on outreach, talent acquisition and recruitment activities, both staff and non-staff.

Participates in the administration of selection procedures for fixed-term and temporary staff.

Contributes to the organization of timely selection panels and serves as an HR Representative on selection panels and ensuring compliant process, adherence to confidentiality and emphasis on a transparent, consistent processes and on promoting organizational diversity and mobility policies as an organizational priority.

Drafts and reviews vacancy announcements for consistency and adherence to the Organization’s policies, develop and review screening questions in close collaboration with the hiring manager.

Screens and assesses applications, ensuring that only candidates who meet the minimum requirements are long/short-listed.

Prepares and reviews interview questions, proposed presentation tasks, technical questions and tests proposed by the hiring manager for appropriateness and relevance to the position description.

Reviews proposed long/shortlists to ensure that the evaluation criteria are in line with the vacancy announcement and advises the hiring manager and panel members on any inconsistencies.

Contributes to the development of new talent acquisition tools to rate applicants in line with the WHO competency framework.

Participates in the drafting of selection reports ensuring that all steps of the process are well

documented, and the selection file is compliant with the Organization’s policies.

Maintains various recruitment staff and non-staff rosters and ensures data is up-to-date to timely selection of successfully rostered candidates.

Reviews and approves requests for consultancy contracts, provides oversight on the use of consultants and works closely with managers to develop consultant rosters to best support technical work implementation.

Emergency response operations:

Initiate HR Actions under emergency procedures, liaising with HQ and Country Offices to ensure quick action in emergency response activities, including timely submission of Travel Requests, Evacuations, and deployment of staff.

Upon request provide support, backstopping and gap-filling for emergency activities at any level of the Organization or scale of emergency.

Other duties:

Advise on interpretation and application of HR policies, regulations and rules, code of conduct; as well as benefits and entitlements. Provide induction and orientation sessions and briefing to newcomers.

Monitors contract management and administers contract extensions as needed

Education (Qualifications):

Essential: University degree in business, human resources, social sciences or relevant field.

Desirable: Training in job design and classification of functions. Training or higher education in the area of human resources/administration.

Experience:

Essential: at least 2 years of experience in global talent acquisition.

Desirable: Experience within WHO/UN is highly desirable. Experience in supporting Emergency operations. Additional experience in the administration of UN common system entitlements and benefits.

Languages:

Essential: Excellent knowledge of English.

Desirable: Working knowledge of Russian.

REMUNERATION WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above positions comprises an annual base salary starting at P2 – 47,322 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment (depending on the duty station), which reflects the cost of living in a particular duty station. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
