Purpose of the position:

The purpose of this vacancy is to develop a list of qualified candidates for inclusion in this advertised roster for WHO Health Emergency Programme (WHE), Nepal. Successful candidates will be placed on the roster and subsequently may be selected for the assignments falling in this area of work or for similar requirements/tasks/deliverables. Inclusion in the Roster does not guarantee selection to a SSA contract. There is no commitment on either side.

Objective of the Programme:

The objective of the WHO Nepal Country Office is to implement the Country Cooperation Strategy by supporting the Ministry of Health and Population (MoHP), Government of Nepal (GoN) in the formulation, implementation and evaluation of national health policies, strategies and plans and developing and managing WHO's technical cooperation programmes at the country level. The Country Office collaborates with the Government of Nepal and relevant stakeholders in support of their efforts of achieving national health goals; of ensuring the attainment of universal health coverage and of contributing to global and regional public health action by providing need-based technical assistance in national level policy formulation, setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity, to play a greater leadership role in different national level policy technical forums. WHO provides guidance and technical support in organizing the humanitarian health response following multi-hazard emergencies and in revitalizing the capacity of the health sector to recover and rebuild from emergencies in appropriate and sustainable ways. In the inter-emergency period the objectives are to increase the capacity and resilience of the Nepal Health System to reduce risk, prevent and prepare for disasters, to mitigate adverse health consequences, through supporting the Emergency Risk Management interventions prioritized in the national plan for the implementation of the Sendai Framework for Disaster Risk Reduction (2015-2030); and the health security interventions for enhancement of core capacities required to comply with the International Health Regulations (IHR) 2005 as prioritized in the National Action Plan on Health Security (NAPHS), National Action Plan on Anti-Microbial Resistance (NAP-AMR) and National Pandemic Preparedness and Response Plan (NPPRP).WHO strives to integrate and harmonize the actions undertaken for enhanced ERM and Health Security with the interventions implemented to achieve the health-related Sustainable Development Goals (SDGs) and health systems strengthening through appropriate capacity building and co-ordination mechanisms and partnerships. The WHO Health Emergencies Programme (WHE) supports the MoHP, GoN to direct and coordinate the rapid provision of life-saving emergency health interventions at scale in the aftermath of multi-hazard emergencies and disasters and subsequently assists in the rapid recovery of the health system in collaboration with national and international partners. Thereupon it provides technical support to the MoHP and partners to enhance health sector emergency risk management through prevention risk reduction or mitigation; preparedness and response readiness to build a health system that is resilient to multi-hazard disasters including public health emergencies.

Summary of assigned duties:

Under the overall guidance of the Team Leader – WHO Health Emergencies Programme (WHE), the direct supervision of the National Professional Officer – International Health Regulations, collaboration with relevant National professional officers and day-to-day supervision of the WHE Field Medical Officers, the Emergency Surveillance Associate will perform the following duties:

  • Provide support to concerned provinces, districts and local bodies to enhance preparedness and response to other public health emergencies and disease outbreaks.
  • Systematically maintain and report the data collected in real-time using authorised reporting channels.
  • Periodically monitor and follow up on the status of preparedness and response readiness of the key hospitals, ground crossings, laboratories and tourist hotels using the checklists provided; collate and report the data collected during monitoring and follow-up visits using the authorised channels.
  • Support on surveillance of any notifiable disease, investigation of cases, sample collection status of lab confirmation, clinical status and outcome of the referral
  • Follow-up on the status of admission, investigation, sample collection, sample shipment, the status of lab confirmation, clinical status and outcome and referral or discharge details of the identified cases; systematically maintain and report the information collected.
  • Resource mapping at the local level (Primary health care centre, Health Post, Urban health care centre and basic health care centre) and its regular updates.
  • Support in identifying the most significant hazards at the municipality level for informed action planning for emergency and disaster risk management.
  • Assist provincial health authorities in identifying population groups and vulnerable areas at high risk of Covid-19 transmission.
  • Undertake monitoring, reporting, verification and investigation of events/incidents associated with Covid19 and other issues with potential public health concerns in coordination with the WHE Field Medical Officers.
  • Coordinate with the local level on any orientation training from the federal/provincial/ district level for any support required for disease surveillance and provide onsite or offsite support).
  • Support in Coordination and communication with respective Points of Entry of the province in close coordination with Local levels, district health office and related stakeholders.
  • Support in communicating and coordinating with the health facilities (Including Health Section Chiefs) (at the local level), Health Offices and District Hospitals to collect and disseminate information/data to assist PHEOC located in MoHP/MoSD/Health Directorate related with the health disaster preparedness and response activities including and not limited to:
  • Follow up and update on local-level health committee formation, federal/ provincial level meeting circulation and any seasonal or non-seasonal epidemic outbreaks and collection and compilation of any outbreak line list, the number of samples, tests and cases through an authorised channel.
  • Follow up regularly with the local level health section chief for health-related activities and develop the trend of reporting the activities to PHEOC regularly
  • Develop and maintain updated comprehensive contact details of Government and other officials in the province, including provincial, district and local level entities with their area of work (DHOs, MOSD, Hospitals, Security personnel, EDPs)
  • Communicate with the provincial labs to maintain the repository and resource mapping for Covid19 and other issues with potential public health concerns in coordination with the WHE Field Medical Officers.
  • In collaboration with the WHE Field Medical Officer, support the provincial and local health authorities for coordinated cross-border activities to prevent/reduce cross-border transmission of infection and in joint mitigation interventions.
  • Support in strengthening and implementation of surveillance and response to the National Alert and Response Framework
  • Support in daily media monitoring to capture potential public health events and follow-up regularly.
  • Support in collecting and managing data on disasters and public health events, and prepare the appropriate visualization by analysing the data collected.
  • Support in preparing digital maps during any disaster and public health events response and regularly update.
  • In collaboration with WHE Field Officers, Support Provincial, district and local level authorities in conducting Outbreak investigations and other relevant activities for limiting and controlling disease spread
  • Be accountable for and manage the assigned tasks, including assets and budget, that may be allotted in close coordination with the WHE Field Medical Officer.
  • Develop and maintain excellent professional working relationships with other WHO personnel deployed; health/hospital authorities and workers; and partner agencies at the provincial, district and local levels in the designated work area.
  • Perform other relevant duties as assigned by the Team Lead-WHE or WHO Representative. This includes duty travel or duty-station reassignment on short notice as per the program requirements

Qualification required****:

Education:

Essential: Secondary level of education in General Medicine / Health Assistant / Nursing from an institution recognized by the relevant professional council of Nepal

Desirable: Bachelors’ Degree in Public Health/Nursing from an institution recognized by the relevant professional council of Nepal.

Experience:

Essential: At least two years of experience in the relevant field.

Desirable: Experience of working in Disease Surveillance / Health Monitoring at the field level.

Use of Language Skills:

Expert knowledge of English and Nepali.

Remuneration:

Monthly Salary: (Net of tax) NPR 81,066.00 at a single rate (taxable as per Nepal Government laws and appointment will be through Special Services Agreement (SSA))

Grade: Level 4

Duty Station: Anywhere within Nepal
