UNOPS Nepal Context:

Since 2015, UNOPS has engaged closely with the Government of Nepal and several development partners in development efforts of the Government of Nepal including the modernization of the Nepal Police, helping to improve policing services, conducting post-earthquake assessment of damaged buildings, enrollment of beneficiaries into housing grant schemes, retrofitting damaged houses, reconstruction of disability-friendly schools, and delivering of essential equipment to support COVID-19 response efforts amongst others

The functional objective of UNOPS Nepal is to deliver its projects efficiently and effectively in alignment with government priorities following UNOPS rules and regulations. This is to drive forward the outcomes sought by the clients and funding partners and contribute to the achievement of Sustainable Development Goals (SDGs) while ensuring gender, diversity, and inclusion are mainstreamed in all its work for the people of Nepal.

Project Information:

The Foreign, Commonwealth and Development Office (FCDO) funded Security and Justice Programme (SJP) will continue the Integrated Programme for Strengthening Security and Justice’s dual focus of tackling criminal violence and other causes of public insecurity, in particular gender-based violence (GBV), and strengthening the service delivery capacity of the Nepal Police (NP) and other key duty-bearers. FCDO’s SJP is a five year programme (2023-2027) with an anticipated budget of up to GBP 35 million.

As part of the FCDO’s programme, UNOPS as an implementing partner, will deliver on the SJP Policing Component from April 2024-2027. This is being preceded by the ongoing 12 months Launching Phase (funded by the SJP) and will contribute towards achieving Sustainable Development Goals (SDGs) 5 (Gender Equality) and 16 (Peace, Justice and Strong Institutions).

The multi-year SJP will support more representative, accountable, and responsive policing and also help tackle gender-based violence in Nepal. The programme will contribute to the following result areas:

1. Security and justice providers have improved their capacity to serve the public and manage relationships with communities, leading to increased public safety with increased trust from people in the state.

2. Security and justice institutions at the Provincial and Palika levels have effective, accountable, inclusive, and sustainable systems in line with the federal constitutional mandates to improve their skills and better manage their resources to meet people’s security and justice needs.

3. Decreased prevalence of GBV led by increased access to services for those who seek them.

In relation to this, UNOPS, as an implementing partner for the FCDO, is planning to recruit a Monitoring and Evaluation Senior Officer for the project.

Functional Responsibilities

Under the overall guidance and supervision of the Senior Project Manager of the SJP project, the Monitoring and Evaluation Senior Officer will perform the following duties and responsibilities:

Monitoring and Evaluation

  • Provide analytical support to the Senior Project Manager in the implementation of the Monitoring and Evaluation strategy and framework.
  • Support the rollout of the approved M&E framework in close consultation with the project team, FCDO, and its implementing partners. Develop and maintain a system that collates and visualizes information on project and service provisions that need to be fed into the M&E framework
  • Ensure that implementing partners fulfill their M&E and reporting obligations while supporting to build their capacity in M&E
  • Contribute to recording and reporting systems that are harmonized both among implementing partners and with UN/UNOPS and national systems and Sustainable Development Goals(SDG) where possible;
  • Provide support and feedback on M&E and performance issues to implementing partners collaborating with UNOPS,
  • Undertake regular site visits as required.
  • Conduct internal evaluation exercises based on Project management cycles and support external evaluation exercises required by donors.

Reporting and Communication:

  • Adhere to the agreed reporting cycles and requirements with each implementing partner;
  • Develop and manage the standard monitoring, evaluation, and reporting formats based on the logical framework and reporting requirements;
  • Support the mid-term reviews, annual reviews, end of programme reviews, independent external evaluations, and related reporting requirements;
  • Support the preparation and timely submission of periodic progress reports to stakeholders, and Support the Senior Project Manager in completing necessary reporting requirements.
  • Develop content, edit, proofread, produce, and disseminate all monitoring and results-related communication materials for the project, such as project stories, publications, factsheets, social media content, infographics, posters, web content, and presentations;
  • Lead in organizing high-profile events and donors’/VIP visits, press conferences/public outreach, and other events;
  • Identify new and creative ways to enhance awareness and outreach of the information related to the project activities and its deliverables;
  • Edit, review, and advise on all project publications to ensure quality across effective outreach;
  • Ensure full compliance of project communications activities with donors’ guidelines and requirements;
  • Work closely with different communication service providers to oversee the development of project-specific media campaigns, outreach materials, and organization of high-level events;
  • Support overall communications and visibility, by closely coordinating with the Communications team and contributing to communications as required;
  • Increase overall UNOPS branding, recognition, and visibility through a project and country level.

Knowledge Management and Capacity Building

  • Support in programme team in managing lessons learned and best practices
  • Support the Senior Project Manager in setting up an Accountability to Affected Population mechanism
  • Facilitate dissemination and use of lessons learned, M&E findings, and reports amongst stakeholders;
  • Based on the monitoring and evaluation data, support the project in developing performance improvement plans; and
  • Build capacities of implementing partners in M&E through workshops as needed.
  • Perform other similar duties as may be assigned by the Senior Project Manager to support the implementation and oversight of the project.

Impact of Results

The Monitoring and Evaluation of Senior Officers directly impact the achievements of project outputs by tracking progress, assessing quality, and evaluating the impact on beneficiaries and communities. This consequently reinforces the visibility and image of UNOPS as an effective service provider in project services and management and strengthens its competitive position as a partner of choice in sustainable development and project services.

Education/Experience/Language requirements

Education:

  • Master’s Degree in Social Sciences, Monitoring and Evaluation, Economics, International Relations, Organisational Development, Management, or Public Administration or other relevant discipline is required.
  • Bachelor’s Degree in Social Sciences, Monitoring and Evaluation, Economics, International Relations, Organisational Development, Management, Public Administration, or other relevant discipline with a combination of two (2) additional years of relevant professional experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 2 years experience in the design, development, and/or implementation of monitoring and evaluation systems, preferably relevant to programs in humanitarian and/or development contexts
  • M&E/research design skills is required
  • Data management skills including the use and maintenance of databases is required
  • Quantitative and qualitative data analysis skills including the use of software to present data
  • Experience in the monitoring and evaluation of donor-funded programs are highly desirable
  • Experience in coordinating the delivery of advisory services or assessments and managing experts would be an added advantage.
  • Knowledge of quality assurance methodologies in security sector service delivery would be an added advantage.
  • Experience in the use of Google Suite applications is desirable.

Language:

● Fluency in writing, reading, and speaking English is required.
