In the current Turkiye Country Programme 2021-2025, Social and behaviour change (SBC) is integrated across all four outcome areas. The program arrangement provides a space for better convergence and collaborative planning while allowing sharing of resources, leading to more efficiency in achieving the programme outcomes. Social and Behaviour change is a key change strategy to meet UNICEF’s TCO’s programme outcomes and to support: 1) Young children including Early Childhood Development as well as 2) Adolescent and young people through its focus on learning, skilling, influencing, changing and developing behaviours and social norms to achieving equitable results and rights for children.

SBC in Turkiye Country Programme comprise of the following approaches that will be embedded within and applied across different programmes which have been identified as entry points. These include:

  1. Systems Strengthening using a global evidence & contextualized behavioural insights and SBC capacity building to strengthen family support systems
  2. Service Improvement using human centered design and service design principles to improve service provision and increase uptake ECE & parenting services
  3. Behaviourally informed public policies using behavioural insights to shape policy recommendations for ECD
  4. Social and behaviour change & Community engagement to support uptake of ECE services, design evidence-based and people centered communication to shift social norms around CEFM and child labor.
  5. Applied behavioural science using applied behavioural science to make information, communication and services easy, accessible, social and timely (EAST) and to nudge uptake.
  6. Social marketing will combine ideas from commercial marketing and the social sciences, social marketing to use design interventions encouraging volunteerism in adolescent and young people

How can you make a difference?

Purpose:

UNICEF TCO is trying to build a pool of pre-qualified high-caliber national and international candidates to be hired as ‘SBC Contractors or Consultants’, from which UNICEF country office and field offices can swiftly select and fill a requirement through a faster contracting process as soon as a need is identified.

Candidates who meet the required qualifications and experience are invited to apply following which a desk review of their skills and experience will be done to determine whether they qualify for the SBC Roster. The process will ensure all candidates in an SBC Roster Group are evaluated prior to recommendation for a specific consultancy opportunity. Successful candidates will be notified and placed in an SBC Roster Group for a two (2) year period. However, engagement of identified consultants for specific assignments would be as per the terms and conditions specified in the contract.

The vetted roster of SBC Consultants, once in place, will allow the SBC section and programme colleagues to select three or more potential candidates from the approved long-term roster for further appraisal and selection of one candidate, rather than going through a formal advertisement process for each consultancy assignment.

This will expedite the placement of consultants (both short term and long term) and also provide the scope to choose from a vast pool of potential candidates with SBC expertise and background. Consideration will be given to those with particular understanding and expertise in multi-sectoral programming and have worked on delivering programmes/projects that address cross-cutting issues and objectives. The intended priority results are focused on neonatal and child survival (RI), early childhood development and learning, stunting reduction, ending early and forced marriage, child labour, violence against children, all children in school and learning and adolescent engagement and participation.

The database will be managed centrally by Human Resource (HR) section, Ankara. In this context, should the currently on-board consultants with UNICEF be interested in being considered for future opportunities with UNICEF, they need to apply to the roster.

Location: The position would be responsible for providing SBC technical support at national/sub-national level as per requirement in UNICEF supported provinces in Turkiye, with specific deliverables to be achieved for improved programmatic outcomes.

UNICEF may extend the roster period for a further term of [2 + 2 years], on the same terms and conditions, by giving the consultants a written notice of renewal of the roster not less than thirty (30) days prior to the End Date.

  • Daily consultancy fee in TL for National consultants and USD for International consultants (valid for a period of 2 years). While making the daily fee offer, the consultant must consider all the circumstances and inflation that may affect the price in two-year period.

Evaluation Criteria:

The criteria for evaluation will be as follows:

  • Language and content of cover letter - Min 10/Max 20
  • Relevant Education Qualifications - Min 15/Max 30
  • Relevant work/technical experience - Min 35/Max 50

Candidates' who score 60 marks and above and also score the minimum points against each of the above sub-criteria will be considered for inclusion in the SBC roster.

Total points to qualify in overall technical evaluation - Min 60/Max 100

To qualify as an advocate for every child you will have…

  • Education: Master’s or Diploma in Social and Behavioral Science / Development Communication/ Social Marketing/Sociology/ Anthropology/ International Development / Public health / Public policy or other relevant social science degree is required.
  • Technical knowledge: Excellent technical knowledge about communication, social / communication development programming, planning, implementation and monitoring/evaluation, strategic communication, ICT, public advocacy related to policy influencing and implementation and/or related areas. Social sector programme experience can include public health, ECD, nutrition, WASH, women and child development, education, Adolescent & young people’s participation and engagement, climate change, resource mobilisation, SBC case investment, SBC research/evaluations-based programs especially in the context of Turkiye, and/or ECA and MENA region.
  • Language: Fluency in English is required. Knowledge of other local language including Turkish, Kurdish, Arabic, Farsi is an asset. Good negotiation and influencing skills supported by excellent communication and presentation skills is desirable.
  • Computer literate and conversant with MS Office and its application, internet, e-mail
  • Knowledge/familiarity with the national government programs and local municipalities
  • Demonstrated ability to work in a multi-disciplinary environment and to establish harmonious and effective working relationships with governmental, municipal, non-governmental and civil society organizations

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
