The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners' peacebuilding, humanitarian and development projects around the world. Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organisations. With over 6,000 personnel spread across 80 countries, UNOPS offers its partners the logistical, technical and management knowledge they need, where they need it. WEC Background:

UNOPS Water, Environment and Energy Cluster (WEC) supports the design and management of multi-stakeholder initiatives by providing services in financial and grant management, procurement, human resources, and project management. The cluster has supported projects in the areas of water resource management, climate change adaptation, mitigation and transparency, energy access and distribution, and environmental conservation under the Paris Agreement. The WEC has also supported operations and financial management services, in Vienna, the rest of the ECR region, and beyond. The main partners include UN agencies, bilateral agreements (with the Nordics, Germany, and Italy), the Green Climate Fund, and several NGOs (such as CIFF and CWF).

The NDC Partnership:

The NDC Partnership is a global coalition of countries and institutions collaborating to drive transformational climate action through sustainable development. In 2015, the world endorsed the Paris Agreement and the 2030 Agenda for Sustainable Development. Nations signal their commitments to the Paris Agreement through Nationally Determined Contributions (NDCs) - each country’s strategy to cut its own greenhouse gas emissions and build resilience against the negative effects of a changing climate. The Partnership advances the goals of the Paris Agreement by bringing together nearly 200 countries and institutions in new ways to accelerate NDC implementation and enhance ambition over time. The Partnership’s work through 120 partners supporting almost 80 countries produces many examples of impact, lessons learned and ideas for the future. The Partnership is governed by a Steering Committee, co-chaired by two country representatives. The Partnership’s work is facilitated by a Support Unit based at World Resources Institute in Washington DC and the UNFCCC Secretariat in Bonn, Germany. UNOPS supports the NDC Partnership and its Support Unit through the Water, Environment and Energy Cluster (WEC).

Functional Responsibilities

Summary of functions:

  • Review risk assessment, analysis methodologies, and proposals for methodologies adapted to the national context.
  • Advise on the definition of methodologies for the construction of disaster risk scenarios.
  • Apply the selected methodology in prioritized municipalities.
  • Provide training to the personnel of the DGRD_CC and the VIOTDR in the construction, use, and improvement of the defined methodologies.
  • Facilitate the incorporation of the analysis results into the platform "Information System for Disaster Risk Management and Climate Action" for access to information to decision-makers and the population.
  • Perform diagnosis of data availability, information, capacities, and identification of gaps for risk analysis at different scales.
  • Define methodologies for analyzing and evaluating disaster risks, including climate risks.
  • Prepare reports on the diagnosis of data availability, information, capacities, and identification of gaps for risk analysis at different scales.
  • Prepare a proposal for a risk analysis and assessment methodology adapted to the national context.
  • Prepare reports on the results of the application of the methodology in selected municipalities.
  • Prepare reports on training for DGRD_CC and VIOTDR personnel in the construction, use, and improvement of the defined methodologies.
  • Provide a proposal for integrating the results into the platform "Information System for Disaster Risk Management and Climate Action" and for accessing information to decision-makers and the population.

Education/Experience/Language requirements

Education: - Advanced university degree (Master’s degree or equivalent) in natural sciences, economics, engineering, environmental management, climate, political science, architecture, finance, disaster risk management, international development, or a related field; - Bachelor's degree in a related discipline in combination with additional 2 years of relevant work experience may be accepted in lieu of an advanced university degree.

Experience: Required - At least five years of experience in disaster risk analysis and evaluation methodology. - Demonstrated knowledge of environmental and/or disaster risk issues in the Dominican Republic.

Asset - Management of geographic information systems. - Experience working with the government office. - Demonstrated capacity for territorial analysis. - Studies in territorial planning.

Language Requirements: - Proficiency in Spanish and English is required. - Knowledge of another official UN language (French, Russian, Arabic, Chinese Mandarin) is an asset.
