Job Description

Duties and Responsibilities:

General Duties

1. Ensures that the operation is implemented by the RCCE relevant guidelines. 2. Supports the planning, rolling out, and adaptation of risk communication & Community Engagement tools, methodologies, training, and activities based on assessments and other relevant research and suitable to the local context and cultural practices and in close collaboration with the health team and other technical leads and implement the risk communication plans as part of the health response operations. 3. Support the design of comprehensive and evidence-based community engagement strategies. 4. Supports the setting up/strengthening of appropriate feedback methods and systems to gain a deeper understanding of community feedback, including perceptions, beliefs, rumours and complaints (i.e. through training and mentoring of health staff and risk communication focal points). 5. Ensures feedback, community perceptions, and insights are regularly analysed and shared with key operation teams and decision-makers to inform action. 6. Designs and facilitates training of staff and volunteers in collaboration with the health team on essential risk communication and Community Engagement aspects, such as the code of conduct, good communication skills, dealing with complaints and sensitive feedback, and ensuring that feedback is acted upon. 7. Support the development of relevant information, education, and communication materials in languages and formats easily used by national stakeholders and the public which identify various risks. 8. Review technical material produced by the RCCE Officers / EPHI (electronically protected health information) and provide input ensuring integration with risk communication principles and practice. 9. Report regularly risk communication activities and issues related to nutrition to the Nutrition lead as well. 10. In close collaboration with the field coordinator, Provincial Health Managers, and Health System Strengthening and Nutrition Coordinator, map and work with risk communication stakeholders on several risk communication activities and map preferred channels of communication in the provinces with a focus on vulnerable groups. 11. Plan and conduct community-based social mobilization activities for the prevention of COVID-19; communicable and non-communicable diseases. 12. Work closely with the technical team (provincial health managers, senior project officers, Community Outreach Workers & other area office staff) on the design, planning, and implementation of SBCC (social and behaviour change communication) strategy in their area of COVID-19, communicable and non-communicable diseases. 13. Liaise/coordinate with project Consortium members and local authorities, community leaders, and other beneficiaries for better implementation of project intervention. 14. Human Resources 15. Manage Emergency Response to COVID-19, outbreaks, epidemics, and field team composed of community health workers. 16. Identify technical assistance needs and training resources among project staff, partners, government counterparts, and beneficiaries and coordinate the provision of technical assistance. 17. Identify capacity gaps and provide on-the-job capacity building and support to the livelihoods team 18. Identify ways of increasing individual staff effectiveness and providing regular feedback on performance. 19. Provide technical and managerial support to coach field staff in order to build their capacity to perform their assigned roles and responsibilities. 20. Address any HR issues in a timely and appropriate manner.

Specific Duties

1. Oversee the collection and timely reporting of program data and indicators for all health programs in line with IRC’s guidelines and according to internal and donor requirements, ensuring timely collection and entry of program data. 2. Work with the M&E team to produce and analyse all weekly, monthly, or quarterly reports and ensure timely submission of all such reports. 3. Ensure all required donor reports are completed on time and to a high standard. 4. Prepare internal and external reports (such as narrative reports, and DHIS data reports) within agreed deadlines using IRC and donor formats, as required. 5. In collaboration with the QA Manager, contribute to the drafting of learning papers based on the project implementation and share them with partners and stakeholders, to be incorporated into future preparedness and responses. 6. Ensure that the crosscutting issues and in particular GENDER considerations and Conflict sensitivity are prioritized while implementing project action plans. 7. Ensure the work plans are on track and report any amendments or significant changes to your line manager. 8. Ensure appropriate reporting tools are in place, if not already in place to ensure reporting formats are understood and used by staff and provide the information required for high-quality donor reporting purposes. Provide regular feedback on reports. 9. Carry out regular visits to the project sites, monitoring the activities and making technical recommendations, identifying challenges, and proposing solutions. 10. Ensure the full participation of beneficiaries at all stages of the project cycle management (needs assessment, design, implementation, monitoring, evaluation) 11. Organizing/supporting joint supportive supervision by involving the key health partners at local and central levels. 12. Documenting lessons learned, best practices, and case studies. 13. communication of implementing partners/ key stakeholders with the use of monitoring data to make recommendations for adapting the program

Liaison and Coordination

1. Liaise with other NGOs/INGOs, relevant government agencies, and the MOPH at local and central levels to ensure coordination and learning across partners. 2. liaising with other external parties as required to maintain/enhance the security environment. 3. Be responsible for the representation of Concern to government, UN agencies, and other NGOs about the project. 4. Organizing and facilitating review meetings to discuss challenges and progress in COVID-19 communicable and non-communicable disease management in implementation. 5. Ensure that program/project staffs have a strong understanding of gender mainstreaming and that gender mainstreaming tools are effectively implemented across all programs/projects in collaboration with the Gender Equality Coordinator

Coordination & Representation:

1. Actively develop and maintain effective working relationships with key stakeholders, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors in the province. 2. Maintain good coordination with provincial health authorities and other health-related partners.

Emergency Response:

1. Concern is committed to responding to emergencies efficiently and effectively to help affected people meet their basic needs, alleviate suffering, and maintain their dignity. To this end, when emergency strike happens, all staff are required to actively participate in the response, regardless of location, and contribute to the efforts aimed at achieving the humanitarian objective of the organization.

Other Duties

2. Travel to target provinces for needs assessments and implementation as needed. 3. Consistently and proactively monitor/assess the safety and security of field teams, promptly reporting concerns or incidents to IRC management. 4. A company with Health System Strengthening Coordinator in field visits in the provinces if needed. 5. Other duties as assigned by the HSS Coordinator to enable and develop IRC programs.

Qualifications

Qualification and Requirements:

Education

- Health professional Medical Doctor with good management experience.

Years of Experience

- one to three years of experience in a related field is required with supervisory experience a plus. - Must have previous experience overseeing and managing primary health care and health promotion programs. - Previous experience working with NGOs is an advantage. - Must have previous experience overseeing and managing primary and reproductive health programs. - Demonstrated Managerial/Leadership Competencies: - Previous mentorship experience

- Previous experience supervising and managing a multi-disciplinary team in a complex setting.

Skills:

- Must be a team player with excellent interpersonal skills and the ability to work under pressure in a stressful environment, displaying patience, compassion, and diplomacy.

- Ability to be innovative, flexible, and adaptive. - Ability to work under difficult, high-pressure situations.

Technical Competency:

- Communication and reporting skills - Fluency in Pashto, Dari and English - Computer skills (including MS Word, Excel, Access, Outlook and internet) an advantage - Ability to work closely, professionally, and constructively with all others regardless of nationality, ethnicity, gender, religion, race, tribe, or cultural background
