NPO/ SSA Risk Communication & Community Engagement (RCCE)

Introduction

Mozambique is prone to natural disasters (cyclone and flooding following cyclone and heavy rains) and disease outbreaks (cholera, dysentery, and malaria). Cholera outbreak has been reported from different provinces and MOH is responding the cholera outbreak and partners are supporting the response actions.

Following the recent heavy rains more in the southern region of the country had resulted displacement of people and damage houses and infrastructures. Moreover, tropical cyclone FREDDY #1 and #2 cyclone has land fall and affected different provinces resulted in flooding with displacement of people and damage of infrastructures including of health facilities. Its effects have resulted an increase in cholera and interruptions of services.

WHO and other partners are supporting MOH and provinces on cholera outbreak responses including RCCE. RCCE has included a range of activities in community engagement with faith and traditional leaders, mobilising key celebrities, supporting radio shows, developing jingles and IEC materials.

Purpose

The purpose of the assignment is to enable rapid scale up of a harmonised and data driven RCCE response to Cholera (and other public health emergencies) through support for RCCE coordination mechanisms to enable smooth coordination, information sharing, data collection and implementation of harmonised activities by RCCE partners.

Objective:

  • Conduct assessments, participate in meetings, and field visits with MoH, UNICEF, WHO, Red Cross, IRCR and other partners in affected provinces and identify priorities for RCCE:

  • Strengthen coordination of the RCCE response with MOH, RCCE partners and partners in the WASH and Health Clusters at national and district level.

  • Collection and utilisation of community feedback data including community concerns, questions, perceptions, and rumours.
  • Revision of IEC materials and prioritisation of RCCE activities, including integration with RCCE activities for other public health emergencies and development of digital communications strategies.
  • Establish cholera networks by creating WhatsApp groups based on socio-professional affiliations and categories

Descriptions of duties

  • Facilitate the RCCE Sub-Committee weekly meetings with the MOH, developing agendas, minutes and action points and disseminating them with partners.
  • Actively engage RCCE partners to promote engagement in coordination at national and district levels.
  • Provide vision and guidance to the RCCE Sub-Committee informed by MoH action plans and strategies, with particular focus on prioritisation of cholera and integrated RCCE activities.
  • Update RCCE partners 4Ws to map which partners are implementing or have the capacity to implement RCCE activities in which districts.
  • Support evidence-based review of IEC materials and RCCE activities, including integration of key messaging with COVID-19 and polio.
  • Review and promote digital RCCE activities and channels for two-way communication with communities about Cholera and other public health emergencies.
  • Provide platform for partners to share best practices and lessons learned about RCCE in public health emergencies.

Qualifications and competencies

Qualifications

  • At least 5 years of proven experience in Risk communication and Community Engagement/or Communication for Development/Social and Behavior Change Communication.
  • Experience with Partner coordination and technical support provision to national governments
  • Previous experience supporting disease outbreak preparedness and/or response
  • Excellent planning and coordination skills, with proven ability to work with various stakeholders.
  • Experience supporting capacity assessments and capacity building.
  • Expertise of RCCE concepts and guidance; how to strengthen trust between, and amongst communities, understand how communities are responding (who and what they listen to), creating two-way dialogue, etc. Ability to contextualize and provide guidance to different populations and support development and dissemination of relevant RCCE strategies.
  • Master level university degree in social sciences, behavioral sciences, development sciences, communications, humanities or related fields from an accredited/recognized institute.
