The situation in Afghanistan remains exceptionally complex, with a protracted emergency situation, characterized by recurrent natural disasters, an increased number of people living in poverty, continued internal displacement, unprecedented levels of food insecurity, further compounded by the COVID-19 pandemic. This complexity has greatly impacted the situation of children and women in the country. The withdrawal of United States military forces from Afghanistan in August 2021 and the establishment of a de-facto government by the Taliban has exacerbated the complexity and uncertainty of the situation. UNICEF is required to rapidly adapt our ways of working to address the multiple operational constraints present in the highly volatile and unpredictable context. This includes the need to establish a Programme Management Unit that will provide operational and transactional capacity to the Afghanistan Country Office to ensure urgent lifesaving and resilience building programmes can continue.

How can you make a difference?

In anticipation of agreements with the World Bank, the Asian Development Bank and other major donors to implement programme interventions in the context of Afghanistan, the Afghanistan Country Office (ACO) is looking for a Risk Analyst to lead in all aspects of the Afghanistan Programme Management Unit (APMU)’s context and risk management.

Under the supervision of the Team Leader, and working closely with all colleagues in the APMU, the incumbent will be accountable for leading APMU risk analysis, risk catalogs maintenance, risk mitigation action costing, implementation, and monitoring, along with context analysis to support APMU operational awareness for effective delivery.

Summary of key functions/accountabilities:

Under the direct supervision of the Team Leader, the Risk Analyst P3 will:

  • Lead comprehensive and continuous risk and context analysis and risk documentation for APMU, in close coordination with management, operational and security functions
  • Support design and implementation of agile risk management strategy, documenting risk mitigation actions, costing risk mitigation action, and monitoring implementation of risk mitigation action
  • Draft regular context and risk analysis briefs to inform managerial decision making
  • Provide regular context and risk presentation to managerial and operational teams
  • Establish information management platforms for detailed risk documentation including risk registers, regular risk briefings, risk dashboards, and other relevant risk information products
  • Maintain regular working networks with other relevant UN and external entities managing context and risk analysis to inform APMU risk management approach
  • Stay up to date on evolving context and risk evolution in Afghanistan and the region, which could impact APMU operational approach
  • Support program specific risk mapping and risk mitigation planning
  • Provide inputs for UNICEF Enterprise Risk Management
  • Build capacity of APMU, Country Office Staff and partners on risk context and risk management approaches and measures as required
  • Any other related tasks reasonably assigned.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Social Sciences, International Relations, Public Administration, Social Development, Development Planning, Communication, Business Continuity, or other relevant disciplines. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of five (5) years of relevant professional experience at national and international levels.
  • Strong risk analysis and risk management skills
  • Strong written and oral communication skills
  • Experience working in humanitarian settings an asset.
  • Experience working with UN Agencies, INGO an asset
  • Experience writing various reports and documents.
  • Previous experience in cash and voucher initiatives is an asset
  • Knowledge of UNICEF emergency programme policies, goals, strategies, and approaches.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
