ORGANIZATIONAL CONTEXT

In Zimbabwe, WFP has a strong track record of delivering food assistance and managing supply chains during crises, while building resilience to shocks among vulnerable communities. The July 2022-December 2026 Country Strategic Plan (CSP) provides a road map to promote shock-responsive social protection and sustainable and resilient food systems.

The July 2022-December 2026 articulates collaborative efforts to better anticipate future needs, improve data and forecasting and strengthen livelihoods and local capacities to withstand, respond to and adapt more readily to sudden or chronic stresses. WFP will support informed decision making on food security and nutrition in Zimbabwe, and will integrate nutrition, gender, protection and inclusion, youth engagement, technological innovation and decentralized zero hunger action throughout the plan. WFP will establish new partnerships and leverage existing ones to their full potential, including those with the other Rome-based and other United Nations agencies.

WFP Zimbabwe’s July 2022-December 2026 CSP focuses on the below areas;

  • Social and humanitarian assistance for food-and nutrition-insecure populations in targeted rural and urban areas.
  • Support to urban food insecure households for resilient livelihoods.
  • Support to rural communities for climate resilient livelihoods, sustainable management of natural resources and enhanced participation in local markets and value chains.
  • Collaboration with national actors to enhance capacities to develop, coordinate and implement well-informed, effective and equitable actions for achieving food and nutrition security.
  • Services to humanitarian and development actors in Zimbabwe so they can implement their programmes and provide support to their beneficiaries in an efficient, effective and reliable way at all times, including during crises

JOB PURPOSE

The position is located in the WFP Zimbabwe Country Office in Harare. WFP Zimbabwe operations being extremely complex in nature with high reputational risks, regular internal oversight of the operation is required so as to ensure that WFP corporate rules, regulations and locally developed Standard Operating Procedures (SOPs) are adhered to by all concerned. The implementation of the Second Generation CSP for Zimbabwe further re-iterates the need for this position.

The Risk Management and Compliance Officer will operate individually and report to the Country Director with functional supervision from the Regional Risk and Compliance Advisors. The job holder will provide effective support in the establishment of effective risk assessment and risk management activities; application of controls and compliance with policies and procedures, and contribute to the overall effectiveness of operations and optimization of WFP resources by championing the mainstreaming of WFP’s risk and compliance framework.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Contribute to embedding risk assessment in planning and decision making through developing and/or monitoring of key risk appetite metrics and risk indicators, and regular updating of risk registers, including progress towards implementing the risk mitigation actions.
  2. Contribute to accountability across functional units, using risk information (e.g., risk indicators, incidents) to highlight areas out of risk appetite and contribute ideas on required actions in areas of risk & compliance vulnerability.
  3. Manage the system of tracking and reporting on recommendations made during oversight/audit/evaluation missions and tracking the implementation of risk mitigation measures. Prepare quarterly comprehensive reports summarising the status of compliance of internal controls, status of implementation of audit and regional oversight recommendations.
  4. Provide support to managers in analysing and strengthening existing processes on risk & compliance issues and on maintaining an effective internal control environment to support operational efficiency.
  5. Provide assistance in ensuring that the use of all WFP resources is in conformity with approved CO strategic plans/project plans, WFP rules and procedures, and donor funding agreements.
  6. Contribute to ideas on enhancement of adequate internal control systems with clear accountabilities, including performance and risk management systems, monitoring and oversight processes and techniques, tools, processes to support their implementation.
  7. Contribute to the development of compliance Standard Operating Procedures (SOPs) by 1st Line of Defense colleagues for managing the risk and compliance process, including criteria for conducting risk and compliance missions, training materials and modules, etc.
  8. Support relevant managers in their regular and ad hoc risk assessments in regional, country and field offices risk assessments to identify and evaluate risks, assess effectiveness of the internal controls, and assess the potential for fraud and corruption in operational activities.
  9. Support managers in the preparation of risk information for management to share with external stakeholders such as UN system-wide engagement, donors, and partners.
  10. Assess information/training needs and prepare and deliver training programmes or information sessions for colleagues and partners
  11. Other duties, as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Political Science; Economics; Statistics; information Management; Journalism; Business Management; Social Sciences or First University Degree with additional years of related work experience and/or training/courses. Experience: Three years or more of postgraduate professional (managerial) experience in a relevant field preferably with at least one year in risk management or compliance-related functions. Background and interest in international humanitarian development.

Language: Excellent written and oral communications skills are required in the English language. Fluency in Shona or Ndebele is desirable.

OTHER SPECIFIC JOB REQUIREMENTS

  • Analytical capacity, able to take complex organizational information and transform it into meaningful summaries (trends, cross cutting issues, priorities etc.).
  • Knowledge of information management best practices, techniques and processes.
  • Knowledge of software and systems for data management and analysis (high level capacity with excel and other systems).
  • Strong communications capacity, pro-active communicator, empathetic and good listening skills, facilitation or training experience desirable.
  • Organized and able to manage multiple tasks to deliver outputs quickly and effectively under pressure.
  • Accuracy and attention to detail.
  • Tactful and discrete: ability to handle sensitive information with discretion and communicate challenging information in a tactful manner that informs but does not offend.

• Has deepened technical knowledge through exposure to technical teams. • Has taken leadership of implementing programmes. • Has provided input into policy discussions and decisions.
