The war in Ukraine has triggered the fastest growing refugee crisis since World War II. The overwhelming majority of refugees are women and children, often separated from husbands and fathers who remained in Ukraine; older people; and significant numbers of unaccompanied children, including those from state care facilities.

Local and national authorities have established reception facilities at border crossing points to receive new arrivals and are providing life-saving assistance, including accommodation, food, and other basic needs, as well as onward transport for those moving to urban centers. In the reception centers, information is also provided on the asylum process and temporary protection, as well as on the risks of trafficking. Access to basic rights and services, such as health, has been facilitated. Steps have already been taken to foster protection and inclusion into national systems, such as for health and education. Referral services are being scaled up, focusing especially on case management and protection of unaccompanied children and those evacuated from boarding schools, institutions and other alternative care arrangements, survivors of gender-based violence (GBV), victims of trafficking, persons with disabilities and other vulnerable groups

How can you make a difference?

In support of the emergency programme and staff mobilisation plan for the Emergency Refugee Response, the Risk and Compliance Manager is responsible to detect, analyse and proposed relevant risk mitigation measures related to scale up and management of a large-scale humanitarian cash transfer program to meet the needs of displaced and other conflict-affected and vulnerable children and families throughout Ukraine, which is currently planned to reach over 300,000 households with a budget of over $147 million. Key functions include context and programme analysis, proposal of mitigation measures and assessment of residual risk, internal advocacy to adjust programme activities in a risk informed manner. The incumbent is responsible for ensuring quality assurance and compliance with UNICEFs policies and procedures. This includes complying with UNICEF Enterprise Risk Management framework, Anti-Fraud Strategy and existing guidance and procedures related to risk management. The incumbent will be responsible to ensure that there is a decision-making mechanism that caters for these issues on a daily basis.

KEY ACCOUNTABILITIES and DUTIES & TASKS

Under the direct supervision of the Team Leader, the Risk and Compliance Manager will:

  1. Lead comprehensive and continuous risk and context analysis and risk documentation for HCT team, in close coordination with management, operational and security functions
  2. Support design and implementation of agile risk management strategy, documenting risk mitigation actions, costing risk mitigation action, and monitoring implementation of risk mitigation action
  3. Enforce and strengthen internal controls to ensure that systems are in place to prevent, detect and report non-compliance.
  4. Review and validate the internal work processes with the HCT team and in coordination with program and operation to ensure that accountabilities are clear and placed at the adequate levels as per global policies and/or best practices.
  5. Coordinate Risk assessment and control activities with the cash working group and other Un agencies.
  6. Draft regular context and risk analysis briefs to inform managerial decision making
  7. Provide regular context and risk presentation to managerial and operational teams
  8. Establish information management platforms for detailed risk documentation including risk registers, regular risk briefings, risk dashboards, and other relevant risk information products
  9. Maintain regular working networks with other relevant UN and external entities managing context and risk analysis to inform Ukraine CO risk management approach
  10. Stay up to date on evolving context and risk evolution in Ukraine and the region, which could impact HCT Team operational approach
  11. Support program specific risk mapping and risk mitigation planning
  12. Provide inputs for UNICEF Enterprise Risk Management
  13. Build capacity of HCT TEAM, Country Office Staff and partners on risk context and risk management approaches and measures as required.
  14. Support a risk informed implementation of Ukraine CO HCT interventions

To qualify as an advocate for every child you will have…

  • University degree in Social Sciences, International Relations, Public Administration, Social Development, Development Planning, Communication, Business Continuity, or other relevant disciplines.
  • A minimum of eight (8) years of professional work experience in at national and international levels.
  • Strong risk analysis and risk management skills
  • Strong written and oral communication skills
  • Experience working in humanitarian settings an asset.
  • Experience working with UN Agencies, INGO an asset
  • Experience writing various reports and documents.
  • Previous experience in humanitarian cash intervention is desired
  • Knowledge of UNICEF emergency programme policies, goals, strategies, and approaches.
  • Fluency in English is required. Knowledge of another official UN language or relevant language skills to perform the post an asset.
