Result of Service

The aim of the consultancy is to develop a global-level reuse strategy for the UNEP Plastics Initiative to establish reuse portfolio based on the understanding of opportunities and challenges for scaling up reuse system in different countries and contexts.

Duties and Responsibilities

Develop a global-level reuse strategy for the UNEP Plastics Initiative · Develop a global-level reuse strategy for the UNEP Plastics Initiative outlining i) enabling policy and regulation; ii) product types best suited for different contexts considering potential impact, regulatory conditions, and technical complexities; iii) strategy to de-risk reuse pilot projects in developing countries and scale up financing; iv) stakeholder engagement strategy to engage government bodies and businesses along the value chain; v) behaviour change required to increase uptake of reuse in different contexts · Provide concrete recommendations to establish reuse portfolio under the UNEP Plastics Initiative, in particular on how UNEP could help address the hurdles preventing the scale-up of reuse solutions and what could be UNEP’s strength and advantage in reuse space · Polish and update the reuse strategy based on feedback received from UNEP management and relevant experts · Develop an operational blueprint for the implementation of the reuse strategy Develop reuse strategies for project countries under the UNEP Plastics Initiative · Develop reuse strategies for GEF IP countries (particularly in Brazil, Burkina Faso, Cambodia, Cook Islands, India, Nigeria, and Peru) in line with both the overall global-level reuse strategy of the UNEP Plastics Initiative and reuse strategy guided by the GEF IP Global Project · Support reuse-related activities under the GEF LAC project, including supporting the design and implementation of reuse pilots at national level in Colombia, Jamaica, and Panama and city level in Cartagena, Barranquilla, Panamá City, Colón, Kingston, and Montego Bay. Support the development of case studies, overviews, mappings and documents related to reuse under the GEF LAC project 1) To conduct online interviews with city and national stakeholders and support the development of concrete implementation plans for the activities on reuse under the GEF LAC project 2) To support direct engagement with the countries and cities under the GEF LAC project, including but not limited to in the stakeholder consultations in September (3 consultations, one for each country), by providing technical presentations on reuse and technical views on reuse with countries and cities 3) To provide advisory support on reuse related policy development and solution application in the project cities 4) To support the industry roundtable under the project through facilitating and advising on the engagement with businesses working on reuse in the project countries · Develop reuse strategies for SEA circular project in 6 countries – Cambodia, Indonesia, Malaysia, Thailand, the Philippines, Viet Nam, Thailand building upon existing work. o Engage / Conduct stakeholders' consultations to gather inputs including the use of networking platforms (SEA of Solutions) o Specific tasks under SEA circular project includes : • Provide case studies and information related to reuse cases in SEA circular countries to Perpetual • Support the drafting of specific content and sections of the report • Provide review and proof-reading of the report on the technical content • Support the development of relevant communication materials related to the report. Provide strategic support under the China Trust Fund project · Map policy landscape and business actions related to reuse and refill systems in the ASEAN region · Provide concrete suggestions on potential policies, business innovation, solutions and investment opportunities to develop reuse and refill systems in the ASEAN region · Develop reuse relevant activities under the China Trust Fund project, including supporting the compilation and development of best practices and case studies on reuse in the ASEAN region · Support training and capacity building events under the China Trust Fund project by preparing training materials and giving technical presentations on reuse · Provide technical backstopping to various technical documents on reuse topic · Support the development of new project concepts to be submitted to donors as new reuse projects based on the reuse strategy of the UNEP Plastics Initiative, detailed analysis of opportunities and challenges of reuse in different countries, and donor requirements.

Qualifications/special skills

Advanced university degree in a field related to Social or Environmental Sciences (social science, sustainability, environmental studies, environmental engineering), or equivalent experience. A first level degree with an additional two years of qualifying experience may be accepted in lieu of the advanced degree. At least seven (7) years of work experience in reuse business models, reuse policy design, sustainable consumption and production and circular economy Experience in collecting data and conducting studies and market analysis on reuse is required Experience in developing or managing projects on reuse business models is required Sophisticated writing skills with proven track records of developing high-quality articles or studies, and good verbal communication skills with proven ability to liaise with external stakeholders such as businesses, financing organisations, governments, intergovernmental and non-governmental organizations Experience in working with the private sector entities promoting reuse models is required Experience in working with donors funding reuse projects is required Experience in working with the United Nations and international organisations is required Knowledge of the UN System is an advantage Excellent management of office computing tools including Microsoft Word, Excel, PowerPoint, and data analysis and standard statistical techniques

Languages

Fluency in English (oral and written) is required.
