Organizational Context:

This P3 Resource Mobilization (Partnerships) Specialist position, which reports directly to the Representative, is a key position in the current UNICEF/Liberia Country Office organizational chart. The two dimensions of this position, namely resources mobilization and management of the interface with strategic partners (in this case donors), are equally important and must be perceived as such throughout the Job Description.

In the current global and regional challenging context, where resource mobilization, and sustainability of fundings are constrained, this position of Resource Mobilization Specialist (Partnerships) is an essential technical link for retaining current donors and exploring new, innovative, and sustainable avenues over a programmatic cycle.

The recent setting up of a Resource Mobilization Task Force within the Country Office is ample proof that the strategy for mobilizing resources and building loyalty among our current and future donors cannot rest on a single person, but on the leadership of Senior Management team within the country office, primarily the Representative, with the involvement and commitment of all Country Office entities.

How can you make a difference?

Purpose of the Job:

Under the guidance and supervision of the Representative, the Resource Mobilization (Partnerships) Specialist, P3 will be responsible for supporting the fundraising efforts of the office, with a particular focus on converting and sustaining large scale funding opportunities from the largest bilateral and multilateral donors. This will be achieved through support to donor engagement, donor profiling and elaboration of key products such as proposals and briefing notes, in liaison with other key staff across the agency.

In addition, the staff member will be responsible for grant management as well as contributing to donor recognition efforts in support of maintaining and strengthening existing and new government and other largescale donor funding partnerships. The incumbent may also serve as focal point and resource for colleagues on specific thematic areas of strategic relevance for partnership development. The key result is to ensure greater visibility for UNICEF and influence in support of its mission.

Key Functions, Accountabilities and Related Duties/Tasks:

  • Assist in delivering against partnership development the fundraising targets of the Liberia ountry Office (LCO) and the implementation of the CO Resource Mobilization strategy by participating in the preparation and coordination of funding proposals, concept notes, briefing notes, internal and external analysis and other relevant materials to foster donor engagement
  • In collaboration with Public Partnership Division (PPD), provide oversight, technical support and guidance to the country office regarding proposal development and related grant management as well as building and maintaining strong strategic partnership.
  • In collaboration with the Communications Section support the implementation of the Liberia Country Office Partnership development advocacy visibility and recognition plans and related work plans to support the visibility of UNICEF's role in Liberia and to ensure donor visibility/communication materials’ requirements are met.
  • Ensure timeliness and quality of donor reporting and other donor submissions as well as partnership building and maintaining. This includes gathering of information, consolidation, editing, layout and branding of all required reports on contributions to Liberia, ensuring compliance with donor requirements, quality of data and systematic-results based reporting.
  • Improve systems and processes to monitor grants and performance against key indicators related to contribution management and donor reporting. Ensure compliance with UNICEF standards and guidelines on oversight of CO’s donor reports, including managing a quality assurance system of sampling and feedback as well as exploring new partnership opportunities.
  • Identify capacity strengthening needs in the CO for capacity building on partnership development and resource mobilization; accordingly, design, prepare and implement various trainings or on-site support to CO as deemed appropriate to ensure that the relevant staff have the most up-to-date information on fundraising guidelines and requirements.
  • Propose and/or undertake action on operational procedures to ensure there are effective work processes as well as a proper and efficient system of managing the records of CO donor submissions partnership development and maintaining.

To qualify as an advocate for every child you will have…

Education:

  • An advanced university degree is required inone of the following fields: International Relations, Political Science, Communications, International Development, or another relevant technical field.

Experience:

  • A minimum of five year of progressively responsible and relevant professional work experience in fundraising, donor relations and external communications, partnership development and maintaining.
  • Experience in managing large-scale bilateral and multilateral donors and IFIs is a requirement. Field work experience in partnership development and management, fundraising, donor relations and background/familiarity with emergency situations is preferable.

Language:

  • Fluency in English is required. Knowledge of another official UN lanuage is an asset.
