UNICEF has been working in Liberia for close to 30 years, turning our vision for children into practical action. With our child-focused mandate, country presence and operational capacity, we support the Government of Liberia and other partners to help every child reach their full potential. The goals of our current country programme: • Make sure that every child and adolescent has access to basic education and a variety of post-basic education and improved learning outcomes. • Improve the health, nutrition and welfare of children and women on an equitable basis. • Increase access to the basics of life – safe water, sanitation and hygiene • Protect the poorest and most vulnerable children and women from all forms of violence. Our interventions are supported by a robust monitoring and evaluation system that helps us track and improve results for children. Behaviour change communication is a key strategy across all our programmes, while advocacy and resource mobilization ensure that policies and funding are in place to bring about positive change for children in Liberia.

Reporting to the Chief, Child Protection Section, the UNV Child Protection Officer will support the child protection section on programme development, implementation, monitoring, evaluating and reporting, around innovation, adolescent and youth empowerment, and parenting programmes.

The Reports Officer will work under the supervision of the Resource Mobilization Specialist for Liberia Country Office and provide support to all the sections in UNICEF Liberia Country Office in producing quality and timely donor reports for all the grants on a timely basis. In this context, the role of the Reports Officer is to support UNICEF Liberia’s Resource Mobilization Specialist in the implementation of the resource mobilization strategy to mobilize additional, innovative funding and strengthen reporting processes. Given that UNICEF Liberia will work on its new Country Development Programme for 2026-2030 during the end of 2024 and beginning 2025, additional capacity and support is required to strengthen donor reporting processes, donor reporting and proposal writing to maintain resources and increase and expand partnership opportunities for the Liberia Country Office locally and internationally. The incumbent will assist to strengthen, streamline, and systemise donor reporting, proposals and regular donor communication efforts with government, donors (public and private) and key stakeholders.

Under the direct supervision of the Resource Mobilization Specialist, the UNV Reports Officer will undertake the following tasks:

a) Streamline of office-wide systems and capacity development around donor proposals and reports • Support the fundraising proposal development process and review in compliance with UNICEF standards and donor requirements. • Support the donor reporting process as required including, monitor and track donor proposal pipeline and donor reporting schedule including updating of document repositories and VISION trackers. • Monitoring the proposal pipeline and reporting calendar and keep informed the technical team on a recurring basis. • Elaborate donor proposal and reporting templates for different donor types, including pre-populating templates for different programme areas. • Support collective understanding, application and usage of Liberia Country Office Resource Mobilization SharePoint Platform and resources, SOPs on Proposal and Donor Reporting Processes and templates. • Review existing donor reporting assessments to identify areas of weaknesses/ challenges to be addressed. • Undertake new donor reporting reviews/assessments as appropriate. • Support compliance to conditionalities agreed with donors and donor reporting feedback mechanism.

b) Support to development and finalization of donor proposals and reports • Editing and quality assurance on fundraising proposals in line with the overall Resource Mobilization Strategy, including compilation of information, editing and layout when necessary and adherence to set standards and templates. • Compile, edit and quality assure donor reports in line with donor conditions and original proposals, including liaison with budget team to ensure accurate financial reporting and linkages to narratives; This also includes UNICEF reports such as annual thematic reports as well as donor specific reporting. • Liaise with the communication and planning, monitoring and evaluation teams to ensure inclusion of human-interest material and quality data in donor proposals and reports. • Maintain updated the SharePoint Platform (reports, proposals, others related documentation).

c) Support in the development and update of work plans for each section for the effective implementation of the office’s Partnerships and Resource Mobilization strategy • Work with individual sections/units to support the development of section specific work plans to support in the activation and implementation of the country Partnerships & Resource Mobilization strategy at the programmatic level. • Support in the quarterly review and realignment of work plans according to funding changes and programmatic needs aligned to the Country Programme Document.

d) Support in strengthening and developing partner relationships • Support in field missions and donor and partner visits. • Develop partner factsheets. • Contribute to updating the contact partners database.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day). • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. • Assist with the UNV Buddy Programme for newly arrived UN Volunteers. • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible

Results/expected outputs: As an active UNICEF team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNICEF and its beneficiaries in the accomplishment of her/his functions, including:

• Participation in the weekly team meetings • Attendance of monthly supervision sessions with the supervisor • Updates of the sections SharePoint page • Reports, and resource mobilization documents, reviewed and tracked timely • Development of resource mobilization material and reference documents • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment. • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the activities participated in and capacities developed

Genuine commitment towards the principles of voluntary engagement, which includes solidarity, compassion, reciprocity and self-reliance; and commitment towards UNICEF’s mission & vision, as well as to the UNICEF’s Core Values of care, respect, integrity, trust, accountability and sustainability

donor reporting, programming of development projects, donor relations would be an asset. • Progressively responsible, international professional work experience in communication, reporting, programme monitoring and evaluation. Some of which is preferably in a developing country is desirable. • Relevant experience in a UN system agency or organization is an asset. • The incumbent must be a dynamic, multi-functional person, who supports UNICEF with professionalism, dedication and client orientation, and who must be willing both to work on programmatic/substantive aspects and to provide operational/logistical services. The following competencies are required: • Excellent oral and written skills; excellent drafting, formulation, reporting skills. • Accuracy and professionalism in communication • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners and authorities at different levels; familiarity with tools and approaches of communications for development. • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel. • Solid overall computer literacy, including proficiency in various Microsoft Office applications (Excel, Word, among others), email, and internet; familiarity with database management; and office technology equipment. • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines. • Sound security awareness. • Have affinity with or interest in volunteerism as a mechanism for durable development, and the UN system.

Liberia is a unique country. It provides an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as stamina and commitment. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential.
